A. Council-appointed Vacancy on Citizens Compensation Advisory
Board (CCAC)
If you have any recommendations for someone with experience in the
compensation and benefits fields, please send their contact information
to staff.
Cindy Gust-Jenson, Executive Council Director, asked the Council if they
had any suggestions to please get those to Council Staff in the next week
or two. She said it was important to have the Board fully staffed.
RJ Peery served on the CCAC as one of the Council's three appointees.
His term ended August 31 and is not seeking reappointment to a new
term. He was filling out the term of Jennifer Seelig's original
appointment. She resigned to serve in the Mayor's Office. Mr. Peery was
eligible to serve two four-year terms.
The remaining six members of the CCAC possess experience working with
unions, private sector businesses (large and small), governments and
nonprofits. The CCAC is tentatively scheduled to meet in October and
multiple times over the winter to finalize the annual compensation report
to the Mayor and Council.
B. CIP Public Hearing (New)
The Council holds a public hearing for CIP during the annual budget
adoption, though individual CIP projects are discussed after adoption of
the budget. Council staff would like to add another public hearing to the
follow-up CIP process to give the public an opportunity to address any
changes from the recommended budget.
➢ Does the Council support advertising for a CIP public hearing on
October 16, 2018?
o 14-day noticing is not required as an additional hearing is not
required for this item.
o Action could be still be taken on this night, following the public
hearing.
Ms. Gust-Jenson said Staff suggested advertising for an extra public
hearing on October 16, 2018 so those who had inquired about the
hearing could have the opportunity to comment.
➢ Does the Council support adding annually a public hearing to the
follow-up CIP process?
Ms. Gust-Jenson said for future reference if the CIP budget adoption
does not take place immediately after the regular budget adoption,
automatically holding a public hearing could be added to the process.
Councilmember Fowler asked if there was a hard deadline for
adopting the CIP budget. Ms. Gust-Jenson said there was only one
item that needed to be adopted which was also expedited. She said
work would be continued/started once the Council voted. Ms. Bruno
said the only complication was to the extent that if the Council did not
adopt the CIP budget until later in the year it could sometimes affect
who applied for CIP funding for the next year.
Councilmember Fowler said she would be out of town October 12-28,
2018 and hoped the Council would not vote in her absence. Ms. Gust-
Jenson said it had present problems to vote on the same night as the
public hearing. She said Staff could put it on the Chair/Vice Chair
meeting agenda for discussion. She also indicated that the next
meeting after October 16, 2018 for adoption was November 13, 2018.
