10/25/2016 - Minutes MINUTES OF THE REDEVELOPMENT AGENCY OF SALT LAKE CITY TUESDAY, OCOTBER 25, 2016 The Board of Directors of the Redevelopment Agency of Salt Lake City, Utah, met on Tuesday, October 25, 2016 at 7 : 08 p.m. in Room 315, Council Chambers, City County Building, 451 South State. The following Board Directors were present: Charlie Luke Stan Penfold Erin Mendenhall Andrew Johnston Lisa Adams James Rogers The following Board Director was absent: Derek Kitchen Jennifer Bruno, Executive Council Deputy Director; Jacqueline M. Biskupski, Mayor; Patrick Leary, Mayor' s Chief of Staff; Margaret Plane, City Attorney; and Kory Solorio, Assistant City Recorder; were present. Director Adams presided at and Director Luke conducted the meeting. AGENDA ITEMS 7:08:28 PM Councilmember Adams moved and Councilmember Penfold seconded to recess as the City Council and convene as the Board of Directors of the Redevelopment Agency, which motion carried, all members present voted aye. #1 . Accept public comment regarding the Second Amendment to the 2016-2017 Redevelopment Agency Budget, including a proposal for Housing Funds as discussed by the Board at the July Board meeting, as well as a review of Agency funds budgeted in previous years . View Attachments Director Adams took a moment of personal privilege. She stated last week (the Council acting as the Redevelopment Agency (RDA) Board) set aside up to $21 million for affordable housing. She indicated it was only a portion of the approximately $120 million in the RDA budget which still left room for great projects and other priorities . She said the Council' s decision to fund housing the work force could afford (meaning teachers, firefighters, policemen, college graduates, etc. ) did not mean they were withdrawing support for other redevelopment projects . Director Adams said the Council looked forward to hearing from the public this evening. She said the Council was in the midst of the budgeting process and the approximately $120 million budget was not yet final . David Brems, Soren Simonsen, Don Butterfield, and Micah Peters spoke in opposition of the proposed Housing Funds . Comments included the impact of Operation Diversion and the continued witnessing of crime and sanitation problems in the Rio Grande neighborhood, the effects of taking 16 - 1 MINUTES OF THE REDEVELOPMENT AGENCY OF SALT LAKE CITY TUESDAY, OCOTBER 25, 2016 $6 . 4 million from the Station Center Project, encouragement to immediately begin construction of the festival street on 300 South, concern with taking funding from important infrastructure projects and public improvement projects, different incentives to develop affordable housing and the ability to build at higher densities to serve the communities the City wants to house, encouraging the City to communicate with development partners in the community to talk about ways of partnering together to help meet the housing crisis, importance/need of affordable housing in the community, concern with the mechanism and fast track in which the need for affordable housing was being addressed, why this was the City' s problem and the need for help from the State and County, the need for more economic development downtown, concern with contracts the RDA had been working on with developers to begin the Station Center Project, importance/concern of RDA Requests For Proposals/Requests For Qualifications for projects and the implied level of trunk line infrastructure and other items necessary to contract as part of the deal, Tim Funk, George Chapman, Bernard Hart, and Dave Iltis spoke in favor of the proposed housing funds . Comments included excitement of those in need of low income affordable housing in the City and the developing commitment to homeless centers and support programs, finalizing the TSA zoning district improvement proposal, support of a City issued levy of $80 million which would go a long way towards establishing a long term funded coherent city housing policy and plan, support of an inclusionary zoning policy making sure affordable housing is involved in every development decision, importance of affordable housing as an economic development tool, affordable housing in a growing economy, appreciation for considering the workforce who also need a place to live, the lack of conversation regarding low wages, rapidly increasing health care costs, transportation costs, increased housing costs, lack of proper substance abuse and mental health treatments, treating the symptoms of homeless without treating the cause, concern with funding being pulled from projects and the suggest of funding them with impact fees, developing a better plan to utilize the impact fees . 7 :18:13 PM Alison Emerson on behalf of the Downtown Alliance of SLC for many year the DA has worked with the RDA board and staff to plant a new future for the station center project the current development plans for the project area have been through a lengthy vetting process and we are optimistic about the future together we have developed plans for a year round public market that will be an anchor for this neighborhood we' re moving forward with these plans because we know that successful development requires predictability confidence and collaboration success in station center will only come with continued investment from 16 - 2 MINUTES OF THE REDEVELOPMENT AGENCY OF SALT LAKE CITY TUESDAY, OCOTBER 25, 2016 public and provide sources we know that the RDA board believes in the success of this district and we believe city leaders will move forward to fulfill all the commitments that have been made the DA is also very supportive of public investment in affordable housing this is a critical need for our city building more affordable housing across the entire Wasatch front will also help this neighborhood because it will reduce the number of people who need emergency homeless services our support for ongoing investment in station center does not preclude our advocacy for additional investment in affordable housing continued investment in station center infrastructure and affordable housing are both important and certainly not mutually exclusive I look forward to working with city leaders to address these funding priorities as we work collaboratively to build a more dynamic and diverse downtown. 7 :28:34 PM Brian Watson president of the under privileged alliance we create solutions from the inside I've worked with various facilities and with the staff and clients/residents and I see solutions very simple solutions that can be done in a very short time and then you have the longer term solutions but there' s things that can be done in a short time that are being over looked and one of the reasons is I've already gone to members of the mayor' s office gave them the full run done of it but I haven' t gotten feedback yet so now I'm looking toward the council hopefully I give you my contact information and we can have a good partnership so of the points that I' ll hit is a common goals we all want to make the area better by doing that we' re going to need to see some feedback so publishing stats what I see is people going out to these affordable housing then they' ll come back to the road home it seems like the output caseworkers want them out so get them out boom boom boom so there' s no sustainable programs so they' re out and then they' re back in in six months a year two years we need better sustainable programs to help prevent and keep people out services need to be reevaluated I'm looking at the host building mostly all they do is point people in directions go here go there they don' t really do anything in the building itself a replacement that I tried to set up with mark mccashlin LDS model seemed really good as far as prepping people for jobs we need that in the host building something that' s more effective there so that we can help people transition out and stay out Director Penfold moved and Director Rogers seconded to continue the Redevelopment Agency second budget amendment public hearing to the evening of November 1, 2016 at 7 : 00 p.m. , and during the Redevelopment Agency meeting on November 15 , 2016 at 2 : 00 p.m. , which motion carried, all members present voted aye . 16 - 3 MINUTES OF THE REDEVELOPMENT AGENCY OF SALT LAKE CITY TUESDAY, OCOTBER 25, 2016 Director Adams moved and Director Mendenhall seconded to adjourn as the Board of Directors of the Redevelopment Agency and reconvene as the City Council, which motion carried, all directors present voted aye .
