TUESDAY, OCTOBER 4, 2011
The City Council of Salt Lake City, Utah, met in Regular Session on
Tuesday, October 4, 2011 at 7 : 06 p.m. in Room 315, City Council
Chambers, City County Building, 451 South State .
The following Council Members were present:
Carlton Christensen Van Turner
Jill Remington Love Luke Garrott J T Martin
Soren Simonson
The following Councilmember was absent:
Stan Penfold
Cindy Gust-Jenson, Executive Council Director; Lynn Pace, Deputy
City Attorney; Mayor Ralph Becker; and Chris Meeker, City Recorder;
were present.
Councilmember Love presided at and conducted the meeting.
OPENING CEREMONY
#1. 7: 06:21 PM The Council led the Pledge of Allegiance .
PUBLIC HEARINGS
#1 . 7 : 06:44 PM RE : Accept public comment and consider adopting a
resolution adopting the Restoration, Use and Management Plan for
Wasatch Hollow Open Space. The goal of the plan is to protect native
vegetation, water quality, and aquatic and terrestrial wildlife habitat
of Emigration Creek while providing appropriated access and educational
opportunities for the public. View Attachments
The following citizens were in favor of the Wasatch Hollow Open
Space Management Plan: Nick Olsen, Richard Cannon, Ann Cannon and Lori
Komlos.
The following citizens spoke against public access from Kensington
Avenue : Jeffery Shields , Mel Thatcher, Dan Duggleby, Robyn Wicks,
Jonathan Pappasideris, Elizabeth Bowman, Carmen von Bothmer and Sonya
Van Hala.
The following citizens spoke in favor of allowing dogs : Ashley
Hoopes, Irene Ericksen and Michael Dodd.
The following citizens spoke against allowing dogs : Jeffery
Shields and Dan Duggleby.

The following citizens asked that the park be left alone : Scott
Morham and Callum Morham.
Ron Woodhead was against networking with other trails and Irene
Ericksen said the park had safety issues .
Councilmember Christensen moved and Councilmember Garrott seconded
to close the public hearing, which motion carried, all members present
voted aye .

POTENTIAL ACTION ITEMS
#1 . 7 :35:41 PM RE : Adopting an ordinance to change the City' s
zoning regulations to allow electric security fences in the
Manufacturing M-1 and M-2 zones under certain conditions and change the
space requirement for the parameter fence from one foot to eight inches
and require warning signs to be clearly identified in English and
Spanish (Title 21A Zoning Related provision of Title 21A. 40 . 120L
Regulation of Fences, Wall and Hedges . ) Related provision of Title 21A
- Zoning may also be amended as part of the petition. (Petitioner -

Councilmember Christensen moved and Councilmember Turner seconded
to adopt Ordinance 60 of 2011. A roll call vote was taken, which motion
carried all members present voted aye except Council Members Garrott
and Love who voted nay.

Douglas Cotant asked that the parties at Washington Square be
moved to another park due to the noise .

Councilmember Garrott moved and Councilmember Turner seconded to
adopt the Consent Agenda with the exception of the appointments of
Maria Torres and Stephen L. Nelson on Item 3, which motion carried, all
members present voted aye .
#1 . RE: Setting the date of Tuesday, October 25, 2011 at 7 : 00
p.m. to accept public comment and consider adopting an ordinance to
change the City' s zoning regulations to provide clear, consistent, and
efficient land use regulations . This proposal includes the following
items . Related provisions of Title 21A - Zoning may also be amended as

1 . Freeway Scenic Landscape Setback - would apply freeway
landscaping regulation in all zoning districts except
single/two-family districts .
2 . Clarify that the Zoning Administrator is the Planning Director.
3 . Remove the newspaper notice requirement for zoning map
amendments .
4 . Remove all references to accessory uses on accessory lots
consistent with changes made in December 2008 . This will
eliminate confusion between the text and the use tables
5 . Revise variance and condominium application regulations to be
consistent with other land use application requirements .
6 . Revise sign regulations to define pennant flags and prohibit
their use in all zoning districts .

1 . Establishes a standard notice requirement for public hearings
and appeal deadline dates for all boards and commissions .
Removes repetitive language for each planning process and
replaces it with standard language for all public hearings .
2 . Requires notification of a project application to surrounding
neighbors for Special Exceptions and Routine and Uncontested
Matters applications . Removes the requirement for applicants
to obtain signatures from the adjacent property owners .
3 . Requires electronic mail notification to Recognized Registered
Organizations . Removes written mail notification requirement.

Salt Lake City School Board recommendations, to the Salt Lake City
Redistricting Work Group.
