TUESDAY, OCTOBER 7 , 2014
The City Council of Salt Lake City, Utah, met in Regular Session
on Tuesday, October 7, 2014 at 7 : 00 p.m. at Parkview Elementary
School, 970 South Emery Street (1170 West) .
The following Council Members were present:

conducted the meeting.
7 :07 :23 PM The Council offered a special thanks to the Salt Lake
City School District, Parkview Elementary Principal Valerie Shaw, and
Assistant Principal Debora Cluff.
The Council further acknowledged State Representative Angela
Romero and thanked her for being in attendance .
OPENING CEREMONY

PUBLIC HEARINGS
#1 . 7:22:18 PM Accept public comment regarding an ordinance
adopting a proposal that would amend the West Salt Lake Master Plan
pursuant to Petition No. PLNPCM2010-00656 . The plan has been updated
to reflect the evolution of transportation, land use, and
sustainability in the area south of Interstate 80 from Interstate 215
on the west to Interstate 15 (I-15) on the east. The updated plan lays
out the vision, goals and policies for the area, including:
• encouraging reinvestment and redevelopment,
• protecting ongoing investment in low-density residential
neighborhoods while incorporating high-density development; and
• making West Salt Lake a destination for outdoor recreation.

7 :26:07 PM Councilmember LaMalfa provided a brief background on the
West Salt Lake Master Plan. He said the main focus included four
factors : neighborhood preservation, better business nodes, Redwood
Road improvements, and retail availability. He said the Plan
consisted of over 100 pages and involved a great deal of City Staff
work, neighborhood history, photos, and how it came to exist today.
He said this evening was important for those who had not already
commented to include what more could be done; he said the Council was
present to listen.
Jay Ingleby referenced the previous master plans from 1995, 2004,
and 2006 . He expressed concern as to the difference for this plan and
why the previous versions were never implemented or enacted.
Giles Larson said he was drawn to this area because of the
cultural diversity, large lot sizes, and Jordan River proximity. He
said any City Policy or Master Plan that enhanced those assets would
be successful . He said he hoped the City would continue to
incentivize local neighborhood food production, consideration of City
taxes similar to the State Agricultural tax exemption, as well as
reconsidering the accessory structure ordinance and its size
limitations . He expressed support of the 9-line idea, the ability to
connect this area to the rest of the City, and the bike lane
installations .
Diane Horrocks spoke in support of accommodations for rowing
teams such as a river port center or boat house as mentioned in the
Master Plan. She further discussed the benefits of this team sport.

Saddie Vigil and Diane Cruz spoke for the Neighbor Works Youth
Group (5-16 years) . Comments included the group disliked gang fights,
drug use, the appearance of some area homes, and the Rose Park
reputation as a ghetto and for violence. This group wanted to see
more parks and recreation or other organizations to get teens out of
the streets and into school .
George Chapman spoke in regards to problems with the Master Plan
relative to parking, rezoning single family homes, or changing the
character of the neighborhood, and the need for better mechanisms to
notify area residents . He spoke against the Bus Rapid Transit or
light rail project and their costs, and said that was another way to
destroy the bus service for the Glendale and Poplar Grove areas . He
said the solution would be to offer enhanced bus service for area
transportation.
Gina Hiatt said she had been a Glendale resident for 24 years .
She expressed concern as to the growing number of homes being turned
into rental properties that were not maintained. She inquired how the
Plan was going to provide for the allowance of single family to
convert to multi-family and yet ensure they remain maintained with
caring landlords .
Duane Smith expressed concern about the City spending millions of
dollars to construct the parkway trail and then doing absolutely
nothing to control the weeds . He said these were noxious weeds and
legally required property owners to maintain and remediate these
problems . He said almost every 9th Street mow-strip contained goat
heads and bike riding was impossible without a flat tire . He said
these items affect his property value and he wanted to see something
done .
Carroll Fill expressed concern that the 9th and 9th dead end at the
river was chosen to rebuild. She suggested consideration of 8th South
instead because it offered a direct route to Redwood Road. She said
there was a critical need for neighborhood streetlights and traffic
signals in her area.
Gracie Morea spoke in favor of the Master plan and hoped for
improvements to a neighborhood that had gone downhill . She said the
area lacked security and she wanted to see an increase in patrol and
response .
Erik Lopez expressed concern as to the abandoned houses in the
area attracting drugs or meth labs . He inquired as to occupancy
permits and how those could help.

Other unidentified or written comments from Kevin Dwyer and Carl
LaRose Jr. included Council support of a diversity of recreation
amenities along the Jordan River Parkway such as bicycle trail riding
and water sports; public and alternative transit being critical
infrastructure to achieving other Master Plan goals; area reputation;
better development changing the way the Glendale area was considered;
wanting children to feel safe when out playing; and the need for
walking access from 4th South over the freeway towards the south.
Councilmember LaMalfa moved and Councilmember Luke seconded to
close the public hearing and defer action to a future meeting, which
motion carried, all members present voted aye.

#2 . 8:01:35 PM Accept public comment regarding an ordinance
adopting the 9 Line Corridor Master Plan pursuant to Petition No.
PLNPCM2014-0004 . This planning document for the 9 Line Corridor, which
follows the old Union Pacific rail line on 900 South from 200 West to
the Surplus Canal, is an effort to provide a major pedestrian and
bicycle link connecting the City's east and west neighborhoods. The 9
Line Master Plan identifies:
• ways to utilize the space, including development ideas for vacant
parcels along the trail,
• plans for the continuation of the trail west to the Surplus
Canal; and
• identifies the necessary connections that need to be made to
connect the nearby neighborhoods, amenities and activity nodes.

8:02:01 PM Councilmember LaMalfa provided background on the Plan.
He said the 9-line was the trail that ran from the freeway to Redwood
Road; this plan includes extending it from Redwood Road to the surplus
canal to the West, and then East to 3rd West. He said the difference
with this plan from the West Salt Lake Master Plan was that this plan
was very detailed in what exactly should change along the trail . He
said the Council was excited enough about the plan that they have
already prefunded improvements at $600, 000 for this year alone . He
said the overall visionary plan was to someday connect east and west
with easy biking and walking trails .
Jay Ingleby and George Chapman both expressed concern over the
lack of maintenance on the 9-line especially when considering the
expense; why the line would continue to the service canal; weeds,
bushes, transients; necessary equipment for snow removal and cleaning;
parks infested with drugs and alcohol; need for bike cops on a regular

basis; the need to budget to maintain public safety; and improvements
needing to be done the right way.
Estella Diaz and several others from Youth Works in Glendale said
theirs was a close knit community, however, drugs, violence, and gangs
were an issue . They requested more stores, lights, and safety
precautions to encourage a safe environment, and better sidewalks .
Mike Morrodis and Diane Horrocks discussed rowing being a
difficult sport to get started, but groups currently row in the canal .
They said with the issue of youth and drugs and alcohol, what better
but to encourage and foster participation in this sport; and finally,
there was the need for a boat house or proper boating facility to
encourage growth of this positive sport.
Andrew Johnston said he would endorse the critical nature of
linking the west to the east side . He said a key piece for trails was
the need for focus on security, cleaning, maintenance, cut off areas,
and train blockage areas .
Other unidentified speakers and written comments from Alex
Canelas, Fiefia Tukuafutonga, Carl LaRose Jr. , and Kevin Dwyer
included the following concerns : wider bicycle lanes, ability for
bikes to safely cross roads and the freeway without getting hit, more
street lights, fishing areas along the river or a fish pond, a bike
park by the 9-line under the highway by the Fear Factory in the dirt
lot, bicycle pump track at 700 W. need additional amenities including
water and shade to survive, collocating other recreation amenities in
the vicinity would be synergistic and support entire family/group
recreation, and positive comments felt in the community meeting this
evening: witnessing families and a community coming together to
support the children, interaction with community leaders being an
example to the children who would be future leaders that people did
care and teamwork being a must, and finally, for giving this community
hope .
Councilmember LaMalfa moved and Councilmember Mendenhall seconded
to close the public hearing and defer action to a future meeting,
which motion carried, all members present voted aye.

POTENTIAL ACTION ITEMS
#1 . 8:20:59 PM Adopting an ordinance amending the zoning map
pertaining to property at 432 North 300 West from RMF-35 Moderate
Density Multi-Family Residential to SR-3 Special Development Pattern
Residential pursuant to Petition No . PLNPCM2014-00021 . The proposal

would allow the owner to convert the existing home into a twin home,
which is a less intense use than has occupied the space in the last
two decades. The proposal would match the zoning of the property with
adjacent properties along the street. Although the applicant has
requested that the property be rezoned to SR-3 Special Development
Pattern Residential, consideration may be given to rezoning the
properties to another zoning district with similar characteristics.

adopt Ordinance 61 of 2014 , which motion carried, all members present
voted aye .

8:22:46 PM COMMENTS TO THE CITY COUNCIL
Sean Crossland said he just moved into the Glendale neighborhood
and was excited to be a part of this community. He said he
appreciates the Master Plan emphasis on neighborhood business
districts, and felt it to be incredibly important to offer residential
mixed use neighborhoods where residents could walk to make purchases,
to work, or even to a local (well managed) bar which could actually
improve the community or neighborhood kinship.
Amy Jordan expressed appreciation for the bike lanes on
California Avenue and the new library, and requested continued funding
for community gardens . She said her kids could now ride their bikes
without fear of the traffic.
Written comments from Chong Luong, Carl LaRose Jr. , and Gina
Lanzalea included concerns for homeless people in the 9th South Park
preventing children from playing, careless drivers, and traffic coming
from Jordan Park traveling over the speed limit in neighborhood areas
along Illinois Avenue, and the request to either install speed limit
signs or speed bumps .
The meeting adjourned at 8 : 30 p .m.
