WORK SESSION
TUESDAY, SEPTEMBER 13, 2005
The City Council of Salt Lake City, Utah met in Work Session on
Tuesday, September 13, 2005, at 5 : 30 p.m. in Room 326, Committee Room,
City County Building, 451 South State Street.
In Attendance : Council Members Carlton Christensen, Van Turner, Eric
Jergensen, Nancy Saxton, Jill Remington Love, and Dave Buhler.
Absent: Councilmember Dale Lambert.
Also In Attendance : Cindy Gust-Jenson, Executive Council Director;
Rocky Fluhart, Management Services Chief Administrative Officer; Lehua
Weaver, Council Constituent Liaison; Sam Guevara, Mayor' s Chief of
Staff; Edwin Rutan, City Attorney; LuAnn Clark, Housing and
Neighborhood Development Director; Gwen Springmeyer, Community Affairs
Analyst; David Oka, Redevelopment Agency Director; Jan Aramaki, Council
Constituent Liaison/Research and Policy Analyst; Janice Jardine,
Council Land Use Policy Analyst; Ken Miles, Salt Lake County Animal
Services; Shon Hardy, Salt Lake County Animal Services; Jean Nielsen,
Salt Lake County Human Services Director; Amy Rowland, Citizen Housing
Advocate; and Scott Crandall, Deputy Recorder.
Councilmember Saxton presided at and conducted the meeting.
The meeting was called to order at 5 : 39 p.m.
AGENDA ITEMS
#1 . 5:39:29 PM RECEIVE A BRIEFING FROM SALT LAKE COUNTY ANIMAL
SERVICES . View Attachments
Ken Miles, Shon Hardy, and Jean Nielsen briefed the Council with
the attached handouts . Councilmember Buhler said deer caused problems
in his district and he planned to organize a meeting with several
agencies to address the problem. Councilmember Love asked Animals
Services to provide suggestions on ways the City could more
effectively/efficiently deal with barking dog complaints .
Discussion was held on how the County responded to citizen
complaints . Council Members asked Animal Services to explore ways to
reduce response times . Councilmember Love asked Animal Services to
encourage their officers to patrol City school yards . Councilmember
Christensen said he felt the City needed to create additional off-leash
areas and provide stricter enforcement in non off-leash areas . Mr.
Hardy said establishing well defined off-leash areas and increasing
fines would help deter potential problems .
Discussion was held on public education. Councilmember
Christensen said the City' s Information Channel could be used along
with utility mailings . Councilmember Jergensen said he felt more

people wanted to foster additional animals and he wanted the City to
work with Animals Services to modify the ordinance. Mr. Miles said the
cat population was a problem which needed to be addressed. He said as
part of the ordinance revision, he felt the City needed to consider
requiring cat licenses . Councilmember Saxton said she felt the City
needed to have a zero tolerance policy regarding animal violations .
She said one educational tool would be to provide positive
reinforcement to citizens who followed the rules .
#2 . 6:24:54PM HOLD A DISCUSSION REGARDING CERTAIN COMPONENTS OF THE
HOUSING POLICY. View Attachments
LuAnn Clark, Janice Jardine, David Oka, and Amy Rowland briefed
the Council with the attached handouts . Ms . Clark said she would
provide information to the Council regarding percentage of developer
fees . Discussion was held on the role of master plans . A straw poll
was taken on including master plans as part of the minimum
requirements . The majority of the Council was in favor.
Councilmember Christensen said he was concerned about the length
of time a developer kept a project before selling. Ms . Jardine said
the Council could make this a preferred approach or value-added.
Councilmember Christensen said there could be hidden concerns and asked
staff to give the issue some additional thought.
Councilmember Saxton asked if the Council felt the list was
comprehensible . Councilmember Christensen said he felt the list needed
to be reduced by approximately half. Councilmember Saxton asked
Council Members to review the information and provide ideas,
suggestions and priorities . She said the list would then be refined
and presented to public and housing advocates for additional input.
Councilmember Jergensen asked the Council to provide feedback within
two weeks so the process could move forward.
