09/22/2015 - Formal Meeting - Minutes MINUTES OF THE SALT LAKE CITY COUNCIL TUESDAY, SEPTEMBER 22, 2015 The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, September 22, 2015 at 7 : 00 p .m. in Room 315, Council Chambers, City County Building, 451 South State . The following Council Members were present : Charlie Luke Stan Penfold Luke Garrott James Rogers Kyle LaMalfa Erin Mendenhall Lisa Adams Cindy Gust-Jenson, Executive Council Director; David Everitt, Mayor' s Chief of Staff; Margaret Plane, City Attorney; and Scott Crandall, Deputy City Recorder; were present . Councilmember Garrott presided at and Councilmember LaMalfa conducted the meeting. OPENING CEREMONY #1 . 7 :03:45 PM The Pledge of Allegiance was lead by Scout Troop 53 . #2 . 7 :08 :59 PM Councilmember Mendenhall moved and Councilmember Garrott seconded to approve the following Salt Lake City Council meetings, which motion carried, all members voted aye . • August 13, 2015 Work Session • September 1 , 2015 Work Session • September 8 , 2015 Work Session • August 18 , 2015 Formal Meeting (M 15-4) (M 15-3) #2 . 7 :09:33 PM Adopting a Joint Resolution with Mayor Becker proclaiming October 9, 2015 as West High Day in Salt Lake City. The resolution was read by Councilmember Rogers and presented to Don Johnson, West High Alumni Association . Councilmember Rogers moved and Councilmember Garrott seconded to adopt Resolution 29 of 2015, which motion carried, all members voted aye . (R 15-1) PUBLIC HEARINGS #1 . 7 :13:35 PM Accept public comment on application submitted for the following grant: 15 - 1 MINUTES OF THE SALT LAKE CITY COUNCIL TUESDAY, SEPTEMBER 22 , 2015 A. Corporate Giving: Unity Computer Center - Technology-Supported Adult Education and Youth Multi-Media Instruction Purpose/Goal of the Grant: 1) Provides funding for the purchase of nine (9) iPads for the Unity Computer Center in District Two. 2) The iPads will assist with information technology literacy instruction for adults, as well as multi-media production workshops for youth. Grant Amount: $5, 400 Requested by: Department of Community & Economic Development Funding Agency: Wells Fargo, in conjunction with Mundi Project, Northeastern Services, and Riley Elementary School. Councilmember Garrott moved and Councilmember Rogers seconded to close the public hearing and refer to a future Consent Agenda, which motion carried, all members voted aye. (B 15-4) 7 :14:36 PM Councilmember LaMalfa took a "Moment of Personal Privilege" to express thoughts about the process and team work needed to conduct City business and thanked the Council' s Executive Director and her Staff for their dedication and expertise. COMMENTS TO THE CITY COUNCIL 7 :18:40 PM Winston Ray submitted written comments and spoke about the effort to end homelessness/revenue segregation and his Presidential campaign. Reed Holt, Danielle Ricci, Smokey Smith, Melissa Bond, Robert Broadhead, Ken Bronston, Kathryn Albury, Gerald Lazar, Ashley Mayhugh, David Brooks, and Deb Henry spoke about campaign finance reform. Comments included Move-to-Amend initiative, "corporations are not people", "money is not speech", eliminate ability for corporations/special interests groups to buy and sell inappropriate influence in government, return power to ordinary citizens, ban corporate contributions, adopt official ordinance lowering contribution limits, Salt Lake City has some of the highest contribution limits in the nation, reduce limits to $500/$600, corruption discourages voter participation, follow principals of true democracy, public financing, public should have input on decisions, ensure individual votes count, eliminate financial carry-overs from one election cycle to another, encourage local/small contributions, and cities like Austin, Boulder, and Madison have $100 limits . 7 :45:38 PM Councilmember Mendenhall took a "Moment of Personal Privilege" to express concerns about assumptions of corruption with the City' s current campaign limits and that elected official did not listen to non-contributors . She said the Council encouraged constituents input and looked forward to continuing discussions . 7 :49:12 PM Councilmember Garrott said this was an important Council priority and the first full discussion would be scheduled on November 10, 2015 . Jeff White submitted written comments and spoke about creating a temporary housing lab as an arena to foster discussion, research, and innovation within the discipline of urban planning, architecture, and sustainability. Simon Gowad said he was given an assignment to attend a City Council meeting. NEW BUSINESS #1 . 7:50:11 PM Adopting a resolution authorizing the approval on an interlocal cooperation agreement between Salt Lake City Corporation and Salt Lake County with respect to the funding and development of the portion of the Jordan River Trail between 200 South and North Temple. View Attachment Councilmember Penfold moved and Councilmember Rogers seconded to suspend the rules and adopt Resolution 30 of 2015, which motion carried, all members voted aye . (C 15-702) UNFINISHED BUSINESS #1. Adopting an ordinance amending Chapter 2 . 58 , Salt Lake City Code, relating to City-owned property, specifically Parks and Public Lands. Under the proposal, existing park rules would be applied to all lands managed by, maintained by or under the jurisdiction of the Parks and Public Lands division. The proposal would also ensure that funds from the sale of surplus property be deposited into the respective open space fund or enterprise fund. View Attachment No discussion was held. (0 15-12) #2 . 7:50:53 PM Consider a legislative intent asking the Administration to prepare an Economic Development Master Plan, to be considered for adoption by the Council that would guide economic development policy in the coming years . Note: Item 2g was previously removed from consideration. #1 . Approving the appointment of John Morgan to the Housing Advisory and Appeals Board for a term extending through December 31, 2018 . #2 . Approving the transfer of the following grant projects and establish a project budget for the grants to be confirmed in a formal budget opening (associated with Budget Amendment No. 2) . a) US Dept of Health and Human Services SAMHSA - Sober Truth on Preventing Underage Drinking ACT (STOP ACT) Grant; b) State of Utah Department of Workforce Services, Temporary Assistance to Needy Families (TANF) , STEMLink Afterschool Program; c) U S Dept of the Interior, Bureau of Reclamation, Water Management and Conservation Plan Grant; d) Utah State Office for Victims of Crime, 2015 VOCA Victim Assistance Grant; e) Federal Asset Forfeiture Funds; f) U S Small Business Administration, Startup in a Day Competition, Start Small Model; g) Item removed. Statc of Utah, Commission on Criminal and Juvcnilc Violator Cantors Grant; and h) Federal Asset Forfeiture Funds.
