09/05/2006 - Minutes PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, SEPTEMBER 5, 2006 The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, September 5, 2006 at 7 : 00 p.m. in Room 315, City Council Chambers, City County Building, 451 South State . The following Council Members were present: Carlton Christensen Van Turner Jill Remington Love Eric Jergensen Nancy Saxton Dave Buhler Soren Simonsen Cindy Gust-Jenson, Executive Council Director; Mayor Ross C. "Rocky" Anderson; Edwin Rutan, City Attorney; and Beverly Jones, Deputy City Recorder, were present. Councilmember Turner said these alleys never really existed. He asked for the Council' s support . Councilmember Jergensen called for the question, which motion carried, all members voted aye . (P 06-14) 7:07:29 PM QUESTIONS TO THE MAYOR FROM THE CITY COUNCIL Councilmember Buhler said City firefighters did a tremendous job fighting the fire in the Foothills area. Mayor Anderson said he would pass that on to the firefighters . Councilmember Jergensen said last Wednesday the City Creek fire was handled just as professionally. He said a number of people were pleased with the fire department' s outstanding job. 7:09:40 PM COMMENTS TO THE CITY COUNCIL The following people spoke in support of funding for restoration of Pioneer Park: Christopher Viavant; Michael Mack; Mary Johnson; Nick Varanakis; Bob Burns; Tony Vina; Merlene Olsen Moss; Tony Caputo; Fae Nichols; Jerry "Mike" Place; Bette Barton; Kimberly Angeli; Georg Stutzenberger; Tracy James; Bill Davis and Forrest McNabb. The following person spoke in support of lighting for Fairmont Skate Park: Andrew Mitchell . The following person spoke on the proposed ordinance for 500 West Park Blocks : Jessica Norie. UNFINISHED BUSINESS 06 - 116 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, SEPTEMBER 5, 2006 #1. 7:44:13 PM RE: Adopting a resolution authorizing a loan from Salt Lake City' s Housing Trust Fund to Wasatch Advantage Group, LLC for the Providence Place Apartment project. View Attachments Councilmember Simonsen moved and Councilmember Buhler seconded to approve Resolution 52 of 2006 authorizing a 30 year, $850 , 000 loan from the Salt Lake City Housing Trust Fund with a 40 year amortization and balloon payment at the end of the 30 year term and an average interest rate of 4 . 65% with step grades beginning at 2 . 45% and increasing to 6 . 8% and with payments of interest during the construction period and loan principle payment to begin within 90 days following construction completion. Councilmember Christensen said with the mixture of housing issues, the current real estate market and the demand on housing, it would be challenging for people to have an opportunity to live in Salt Lake City. He said he hoped the project would bring additional balance to the neighborhood. Councilmember Saxton said she would be voting against the proposed resolution. She said the project was not a bad project it was just in the wrong area. She said projects needed to be held to a policy, a guideline, or a goal for Salt Lake City. She asked why the City should fund profits of a developer with so little money to put towards housing. She said this area was one of the lowest income levels in the City and they were looking to do 100% tax credits . She said the area needed mixed incomes and home ownerships . She asked the Council to reconsider this project. Councilmember Buhler said this would be an upgrade to the neighborhood. He said money in the Housing Trust Fund did not do any good if it was not helping people build housing. He said this was an appropriate project and the developer was putting money into the project. He said he would support the motion. Councilmember Jergensen said the Council needed to address exceptions to the housing policy. He said there were areas of Downtown where low or medium income housing was nonexistent. He said he would support the proposal . Councilmember Jergensen called for the question, which motion carried, Council Members Simonsen, Buhler, Jergensen and Christensen voted aye and Council Members Love, Saxton and Turner voted nay.
