A. Rio Grande Street Closure — Fee Waiver for lease agreement
The Administration is considering closing Rio Grande Street from 200 South
approximately 250 South in between The Road Home and Catholic Community
Services. A memo was transmitted that requests a waiver of the fees associated with
leasing the portion of the street to the State in order to provide services to homeless
individuals. (Transmittal attached)
Due to the tight timeline for the proposed closure, the Council Chair has set the
following schedule:
• Written Briefing on September 12 (only item on the agenda as the Council has
their annual retreat/ workshop scheduled)
• Full Briefing on September 19
• Public Hearing on September 19 (advertising beginning September 5 to meet
noticing requirement)
Cindy Gust-Jenson, Executive Council Director, reviewed the set timeline with the
Council.
Information Needed by Staff
B. Inland Port Site Visits
The World Trade Center-Utah and Governor's Office of Economic Development have
announced site visits to two inland ports. Theresa Foxley, CEO Economic Development
Corporation of Utah, followed up to invite Council Members on the trip.
When: October 11-14, 2017 (Wednesday thru Saturday)
Where: Travel to Atlanta, Georgia and day-trips to the inland port sites in Greer,
South Carolina and Cordele, Georgia
Purpose: Explore these two inland port sites to see what relevant information will apply
to the possible creation of an inland port site locally.
In addition to per diem, transportation, and hotel costs there will be a fee of$35o per
person to cover buses and lunches at the port visits.
• Are there any Council Members interested in attending this trip?
• Do you approve of using Council funds for interested Council Members to
attend?
Ms. Gust-Jenson reviewed the Inland Port site visits with the Council. She mentioned
there had been a lot of traveling invites for the Council lately. She said the Council's
guidance was needed to create a policy to assist Staff with coordinating travel requests.
Councilmember Penfold said the current policy would need to be re-visited because it
was not adequate for all the recent travel requests.
Councilmember Rogers asked if Staff was planning to attend the Inland Port Site. Ms.
Gust-Jenson said Staff had not planned on attending but they could considered it.
Councilmember Adams asked if a discussion was held would it be considered for
Council Members to be allowed a designated number of trips per year. Councilmember
Penfold explained Staff was looking at options for the Council to consider.

C. Utah League Annual Conference
As the host city for the annual ULCT, Council Chair and Vice Chair would like to provide
ULCT attendees an opportunity to tour the Green Team Farm (622 W 10o S) [draft
invitation attached].
Bus transportation will be provided. Lt. Governor Cox has been invited (and accepted)
to emcee the bus ride over to Green Team Farm to talk about homelessness as a
statewide issue and impacts to the community.
Due to the limited number of seats on the bus, staff will reserve seats for Council
Members who would like to attend. Please let staff know.
Agenda:
• Date: Thursday, September 14
• Time: 5:15 p.m. departure from the Sheraton Hotel
• Bus route: to include a route through Pioneer Park and Rio Grande
• 5:3o p.m. to 6:15 p.m.: Ashley Patterson, Executive Director,
Wasatch Community Gardens is scheduled to conduct the tour

available to share her story
• 6:15 p.m.: depart Green Team Farm to Sheraton Hotel
• 6:3o p.m.: arrive Sheraton Hotel, end of tour
Other information:
• Bus reserved for 56 passengers — tour first come first served basis
• Council staff working with UCLT staff to identify the most efficient
way to communicate information about the tour
• We will try to coordinate with SLC-TV about recording the tour for
future video or informational use.
Ms. Gust-Jenson explained this year's Council partially sponsored event for the League
was a bus tour of news worthy areas in the City and of the Green Team Farm. She said
Lt. Governor Cox had accepted an invite to emcee the bus ride to the Green Team Farm.
Councilmember Penfold said people could meet at the Farm if the bus should fill up.
Councilmember Kitchen suggested having an Redevelopment Agency(RDA) Staff or
Board Member emcee along with Lt. Governor Cox since the Green Tea Farm was an
RDA funded project. Councilmember Penfold said it would be helpful to have someone
with the RDA at the Garden to talk about the program specifically. Ms. Gust-Jenson
mention the Garden Staff were willing to assist as well. She said Staff would do their
best to coordinate the request.
