TUESDAY, JANUARY 21, 2020
The City Council of Salt Lake City, Utah, met in Formal Session on
Tuesday, January 21, 2020 in Room 315, Council Chambers, City County
Building, 451 South State.
The following Council Members were present :
Daniel Dugan Analia Valdemoros James Rogers
Andrew Johnston Amy Fowler Chris Wharton
Cindy Gust-Jenson, Council Executive Director; Erin Mendenhall,
Mayor; Rachel Otto, Mayor' s Chief of Staff; Katherine Lewis, City
Attorney; and Kory Solorio, Assistant City Recorder; were present .
Councilmember Wharton presided at and conducted the meeting.
The meeting was called to order at 7 : 11 p.m.
OPENING CEREMONY
#1. 7:12:04 PM Welcome and Review of Standards of Conduct.
#2 . 7:13:19 PM Councilmember Johnston moved and Councilmember Rogers
seconded to approve the Work Session meeting minutes of Tuesday, November
19, 2019, which motion carried, all members voted aye. View Minutes

PUBLIC HEARING
#1. Accept public comment regarding Grant Application: Surface
Transportation Programs Funding for 300 North Street Reconstruction (300
West to 1000 West) , requesting to fund nearly $10 million in federal
fiscal year 2026 funding for the reconstruction of 300 North Street (300
West to 1000 West) . The proposed project includes removal and replacement
of the roadway pavement, as well as curb and gutter, and pedestrian
infrastructure. The project will incorporate Complete Streets concepts
for pedestrian, bicycle, and, transit safety improvements. View

#2 . Accept public comment regarding Grant Application: Surface

fiscal year 2026 dollars for the Parleys Way- Reconstruction project (2300
East to Wilshire Drive) . The proposed project includes removal and
replacement of the roadway pavement, as well as curb and gutter, and

#3 . Accept public comment regarding Grant Application: Congestion
Mitigation/Air Quality Grant Funding for a Westside Multimodal Transit
Hub on North Temple, West of 900 West, requesting to fund nearly $3 . 7
million in federal fiscal year 2026 funding for the Westside Multimodal
Hub. The proposed project would construct a multimodal transit hub on
North Temple west of 900 West (the location will be further defined
through a 2020 study) . The project would function as a key transfer point
for existing bus routes, and include required end-of-line facilities
such as bus bays, operator restrooms, passenger waiting areas, and multi-
modal connections. View Attachments

#4 . Accept public comment regarding Grant Application: Salt Lake
City Ballpark Station Study, requesting to fund $175, 000 to the Wasatch
Front Regional Council to fund a Ballpark Station Study. The City's goal
was to develop transportation planning guidelines that support the
existing character of the neighborhood, integrate Smith's Ballpark
activities into a year-round destination for residents and visitors, and
improve transportation choices for the area. View Attachments

#5. Accept public comment regarding Grant Application: Solar Energy
Innovation Round 2 : Solar in Rural Communities and Commercial-scale Solar
Grant, requesting to fund commercial and multi-family residential solar
deployment. The project will provide energy resource programs to help
resolve solar market barriers and improve grid resiliency and
flexibility. View Attachments

#6 . Accept public comment regarding Grant Application: Salt Lake
City Parking Wayfinding Study, requesting to fund $100, 000 to the Wasatch
Front Regional Council to fund a study of private parking options
currently available in the Downtown Central Business District and the
Sugar House Central Business District. Future public parking options
were limited due to available land for additional surface street parking.
Downtown and Sugar House were selected because they represent envisioned
development for the City and any plans to address parking in these two
areas could be utilized in other business nodes throughout the City.

Councilmember Fowler moved and Councilmember Johnston seconded to
close the public hearing and refer Items 1-6 to a future Consent Agenda
for action, which motion carried, all members voted aye .

COMMENTS TO THE CITY COUNCIL 7:13:54 PM
Cindy Cromer spoke about not using the phrase "housing crisis" . She
said calling the situation a "housing crisis" only made it worse because
people became less (not more) effective in a crisis. She urged the
Council to make a paradigm shift to think about housing as a puzzle.

Cristobal Villegas thanked the Council for taking emergency action
regarding the temporary shelter. He spoke of his disappointment with the
press release saying it felt like it was more of a burden to the Council .
He recited a quote from Martin Luther King Jr.
Daniel Shipp also thanked the Council for their action taken
regarding the emergency temporary shelter. He shared quotations which
had guided his life over the past few years . He spoke about his current
stay in the warming shelter (61 nights) and experiencing the hardships,
trials, and struggles citizens were enduring. He said he hoped the
Council would continue to be mindful of the struggles and hardships
people were experiencing.
Shawn Winter submitted a comment card with written comments
expressing disappointment with how the temporary homeless shelter was
rolled out and not wanting it to be a reoccurring use . He offered his
help to develop a better emergency action plan for next year (until the
housing issue was resolved) .
Tamara Brane Wharton submitted a comment card with written comments
announcing the new Salt Lake Community College (SLCC) Arts Village and
Education Community Council (DBA "SLCC Arts Village" ) , located in the
neighborhood immediately surrounding the SLCC South City Campus . She
expressed excitement about working together to enhance the arts and
education community within this diverse neighborhood.
UNFINISHED BUSINESS
#1. 7:24:18 PM Adopting a resolution appointing Darin Masao Mano as
a member of the Salt Lake City Council to fill the unexpired term of the
vacated office representing District Five. View Attachments
Councilmember Johnston moved and Councilmember Fowler seconded to
adopt Resolution 1 of 2020 appointing Darin Masao Mano as a new member

of the Salt Lake City Council to fill the unexpired term of the vacated
office representing District Five, which motion carried, all members
voted aye.

CONSENT 7:29:47 PM
Councilmember Rogers moved and Councilmember Johnston seconded to
adopt the Consent Agenda, which motion carried, all members voted aye.
#1. Setting the date of Tuesday, February 18, 2020 at 7 :00 p.m. to
accept public comment and consider adopting an ordinance that would adopt
the Salt Lake City Foothills Trail System Master Plan. The plan would
guide work to improve and create trails that were environmentally
sustainable, enjoyable, accessible, safe, and low-maintenance. This is
the first master plan for the Foothills Natural Area, covering from the
North Salt Lake boundary, south to Emigration Canyon. A future plan
update will address the area between Emigration and Parleys Canyons.
