Office for Victims of Crimes
The Council will accept public comment for a grant application request from the
Police Department to the Utah Office for Victims of Crime.If awarded,this grant
would continue to fund the Victim Advocate positions.The grant application also
covers funding for costs associated with Rita,the Police Facility Dog.Additionally,
there are costs related to supplies for the program,emergency funds for assisting
victims,and training for Advocate staff included in the application.

The Council will accept public comment for a grant application request from the
Police Department to the State of Utah,Commission on Criminal and Juvenile
Justice.If awarded,this grant would fund confidential informant funds to enhance
investigations in narcotics-related cases.

4.Resolution:Intention to Designate Central Business Improvement
Area 2022
The Council will accept public comment about a resolution of intention to
designate Central Business Improvement Area 2022 (CBIA-22).The area is made
up of about 50 city blocks and is currently managed by The Downtown Alliance
under a contract with the City that expires April 2022.The resolution is the first
step in establishing a funding tool for downtown marketing,promotion,business
advocacy,and initiatives such as The Blocks,The Farmer’s Market,holiday
lighting,and other programs.This resolution would re-establish a special
assessment on commercial property in the boundary area (same boundaries as
2019)for a three-year period as well as designate a separate assessment area for
holiday lighting.

5.Ordinance:Rezone at Nielsen Estates at 833 West Hoyt Place and 834
West 200 North
The Council will accept public comment and consider adopting an ordinance that
would amend the zoning map pertaining to two parcels located at 833 West Hoyt
Place and 834 West 200 North.The proposal would rezone the parcels from
R-1/5,000 (Single-Family Residential District)and R-1/7,000 (Single-Family
Residential District),respectively,to SR-3 (Special Development Pattern
Residential District).The applicant would like to rezone the properties for a future
Planned Development that would include the preservation of the existing home
and add six new single-family attached homes with access coming either from
Hoyt Place (private street),or 200 North.However,the request is not tied to a
specific development proposal at this time.Consideration may be given to
rezoning the property to another zoning district with similar characteristics.

Brian Fullmer provided an introduction to the ordinance.
Pachuco Lautaro spoke in opposition to the ordinance and said it would negatively
impact the community,people of color were being pushed out of the neighborhood,and
suggested a park or garden for the community.
Michelle Watts spoke in opposition to the ordinance and urged the City to keep the
home (not demolish)and not allow for the proposed roadway.
Nigel Swaby spoke in support of the ordinance and said infrastructure had been put in
place (work had already occurred)and requested the developer reach out to the
community with updates on the project.
Keiko Jones spoke in opposition to the ordinance and said the area was already
encroached by TSA zoning,the proposal would destroy affordable home ownership,and
felt her voice was not heard regarding the project.
Polly Hart spoke in support of the existing home being saved for the development but
did not support the proposed zoning change.

to the community.

6.Ordinance:Permitting Restaurants in the Public Lands Zoning District
The Council will accept public comment and consider adopting an ordinance that
would amend Section 21A.33.070 of the Salt Lake City Code to allow restaurant
uses in the Public Lands District.The purpose of the Public Lands zone (section
21A.32.070)is to delineate areas of public use and control the potential
redevelopment of public uses,lands,and facilities.If amended,restaurants would
adhere to the same regulations as other permitted uses in the zone,which requires
permitted and conditional uses to be located on lots with a minimum lot area of

7.Ordinance:Amending City Code Pertaining to Fence,Wall,and Hedge
Height Requirements
The Council will accept public comment and consider adopting an ordinance that
would amend the zoning ordinance regulations to remove the Special Exception
process that allows for over-height fences (Chapter 21A.52.030)and to define
instances where a taller fence may be appropriate and approved by right (Chapter
21A.40.120).The proposed amendments would limit fence,wall,and hedge height
to four feet (4’)in front yards and six feet (6’)in the side or rear yards for all
zoning districts,except for a few specific instances.Those instances include when
a residential district abuts a nonresidential district,manufacturing and extractive
industries zoning districts,public facilities and recreation facilities where a greater
height is necessary to protect public safety,private game courts,and construction
fencing.Additionally,the Planning Commission and the Historic Landmark
Commission would have the authority to grant additional fence,wall,or hedge
height as part of a land use application.The amendments proposed to Chapter

Nick Tarbet provided a brief introduction to the ordinance.
Nigel Swaby spoke in favor of the proposed ordinance and said it would provide the
necessary privacy/protection for residents next to mixed-use developments.
George Chapman spoke in opposition of the proposed ordinance and said the issue
required additional analysis and public engagement,safety construction fencing in the
City was lacking,and he urged the Council to not approve the ordinance.
Jason Seaton said fences higher than six feet should be allowed for certain situations in
the City (more options should be available).

Members Lounge

would authorize a waiver of lease fees at the Salt Lake City International Airport to
facilitate the operation of an Airport Military Service Members Lounge operated
by United Service Organizations (USO),a nonprofit corporation.The USO lounge
would feature comfortable furniture,donated snacks,beverages,entertainment,
and free Wi-Fi to active duty,Reserve,and Guard service members and their
families at no charge,365 days per year.

2.Comments to the City Council.(Comments are taken on any item not scheduled
for a public hearing,as well as on any other City business.Comments are limited
to two minutes.)
Minutes:
Polly Hart spoke regarding serving on the Parks,Natural Lands,Urban Forestry &Trails
Advisory Board (PNUT)and not receiving board memorandum in a timely manner,being
left off a board-wide email,and said transparency was an issue.
Mary Wright spoke regarding the Inland Port and said there were no environmental
restraints and spoke on concerns of water use in the Port (setting limits).
Daniel Schelling spoke regarding the Foothill Trails Master Plan and provided cost
saving suggestions for trail building and urged the Council to set aside funding for needed
studies (environmental,ecological,etc.).
Eric Edelman spoke regarding the Foothill Trails Master Plan and said there was no
proper due diligence in regards to building new trails (habitat was destroyed,habitat was
not documented,no active maintenance on trails,etc.),and stressed the important to
preserve the natural environment.
Paul Taylor spoke regarding the Foothill Trails Master Plan and shared an experience of
finding artifacts on City trails.

John Giles spoke regarding water conservation,preserving the Great Salt Lake,and
cautioned of the bleak future of Utah should the lakes dry up (negative environmental and
health impacts).
Hilary Jacobs spoke regarding the Foothill Trails Master Plan and the issue of the plan
being changed to the Foothill Trails System and urged the Council to review the issue.
Michael Valentine spoke of the Pantages/Utah Theater and said the property was
recently filed to be on the historic registry and urged the Council to support the theater.
He said he supported stopping the building of trails to preserve historical/indigenous
artifacts,and provide protections for the Great Salt Lake.
George Chapman spoke regarding an additional proposed shelter in the Ballpark area
and the need for additional police presence (crime was increasing)and said the City
should allow for more affordable housing.

1.Ordinance:Racial Equity in Policing Commission
The Council will consider adopting an ordinance that would amend section
2.07.020,section 10.02.040,section 10.02.110 and enacting chapter 10.06 of the
Salt Lake City Code pertaining to the Racial Equity in Policing Commission.These
changes will formalize the Commission as a permanent body,similar to other City
boards and commissions.It is charged with advising the Mayor and Council on
matters related to eliminating racial discrimination in policing practices in Salt
Lake City,among other powers and duties.The Commission completed its first
year of work under a joint resolution of the two branches,and in June issued
formal recommendations on Police Department policies and practices,officer
training,and school safety.

3.Resolution:Utah State Infrastructure Bank Loan Application
The Council will authorize an application for a Utah State infrastructure bank loan
for a neighborhood parking structure between 400 West and 500 West and 600
South and 700 South.The loan would be used to allocate public parking and allow
for an improved design that contemplates future diminished need for vehicular
traffic in the neighborhood.

Councilmember Valdemoros inquired about the City’s liability if the State were to default
on the loan.Cindy Gust-Jenson explained that the commitment of the State was the
same as the City appropriating funding for salaries and said ultimately the City would be
liable should the State default,however;the situation would be highly unlikely.

Councilmember Dugan reiterated for the public that the parking lot would reduce the
footprint of parking lots in the area (not increasing parking/footprint of parking in the
area).

property located at 461 South 400 East from R-MU-45 (Residential/Mixed Use
District)to TSA-UN-C (Transit Station Area Urban Neighborhood Core District),
and would amend the Central Community Master Plan Future Land Use Map.The
proposal to rezone the site is to accommodate a future redevelopment of the site to
include residential,retail,and live/work units while eliminating the parking
structures which front 500 South and Denver Street.The proposed amendment
would also change the Master Plan Future Land Use to High Density Transit
Oriented Development.Consideration may be given to rezoning the property to

The Council will set the date of Tuesday,October 5,2021 at 7 p.m.to accept public
comment and consider adopting an ordinance that would amend the zoning of
properties located at 203 East 2100 South,221 East 2100 South,and 1991 South
200 East from RMF-45 (Moderate/High Density Multi-Family Residential
District)to FB-UN2 (Form Based Urban Neighborhood District)and would
amend the Central Community Master Plan Future Land Use Map.The intent is to
allow development of a mixed-use project which includes multi-family housing on
the subject parcels.Mixed-use is not allowed under the current RMF-45 zoning.
No specific site development proposal has been submitted at this
time.Consideration may be given to rezoning the property to another zoning
