Councilmember Mano requested a small group meeting to discuss other data related to calls
for service.Mr.Brown said more information could be provided to the Council.
Councilmember Valdemoros inquired about policing around Pioneer Park and the associated
problems occurring recently.Mr.Brown said funding had been allocated for officers to be
present for camp abatements and for co-responsive situations,providing overtime to increase
public safety and prevent crime in this and other areas of the City.
Rachel Otto provided clarification regarding the Eviction Moratorium:the Centers for
Disease Control (CDC)had originally intended the moratorium to be extended until October 3,
2021,however;the Supreme Court subsequently decided (end of August 2021)that the
moratorium ended in July 2021.She said the expectation was that evictions would start
increasing,those who were seeking assistance should do so sooner than later,and reiterated
the availability of housing (rent)assistance.
2.Informational:Updates on Racial Equity and Policing ~2:30 p.m.

•An Ordinance was before the Council this evening,formalizing the Racial Equity in
Policing (REP)Commission as a permanent commission for the City
•No interviews would be held next week for the current commissioners (Chair &Vice Chair
opted not to conduct interviews –avoiding any delay to the commission operating in their
new form)
•Advice &Consent to occur on September 21,2021 for current commissioners
3.Ordinance:Rezone and Master Plan Amendment at 554 and 560 South
300 East ~2:45 p.m.

554 and 560 South 300 East from RO (Residential/Office District)to R-MU (Residential/Mixed
Use District),and would amend the Central Community Master Plan Future Land Use Map.
The applicant is proposing to amend the Master Plan to designate the subject sites as High
Mixed Use land use designation,which provides for spaces medium to high density residential
and higher intensity commercial uses.Consideration may be given to rezoning the property to
another zoning district with similar characteristics.

Nick Tarbet provided an introduction to the proposal.
Nannette Larsen and Nick Norris provided information regarding:details of the proposed
amendment,existing/proposed property zoning designations,details regarding the future land
use map,building height limitation considerations in the East Downtown Neighborhood plan,
surrounding building heights,parking requirements for existing/proposed zones,positive
recommendation from Planning Commission,and interest/demand for more mixed-use
buildings in the area.
Mariel Wirthlin (applicant)said there were no specific plans in place at this time and
thanked the Council for their consideration.
4.Informational:Urban Forest Action Plan and Associated Zoning
Amendment ~3:05 p.m.

The Council will receive a briefing about the Urban Forest Action Plan and associated zoning
amendment.Related to the potential regulations of trees on private lands and within public
streets.The Planning division is providing this update early in the planning process so the
Council has a familiarity of the scope of work,the project budget,project timeline,and any
barriers.Additionally,this is the opportunity for the City Council to provide input on the public
engagement process,stakeholders,and provide other information to the consultants that may
help improve the outcome of the planning process.

Nick Tarbet provided an introduction to the plan and associated zoning amendment.
Laura Bandara and Nick Norris provided information regarding:
Urban Forest Action Plan
•Led by a collaborative project team –Planning,Urban Forestry,Sustainability,Water
Quality Managers
•Action Plan Principles –value the urban forest as a public infrastructure,distribute urban
forest benefits equally,etc.
•Urban Forest Benefits –mitigating adverse environmental impacts (reducing air
pollution,uptake of ozone,slowing stormwater flows,etc.),mitigating impacts of urban
heat island effects (reducing peak summer temperatures),reducing energy consumption,
promoting active transportation/safety,improving physical/mental health outcomes
•Anticipated Recommendations –ensure effective protection of the urban forest as a
public good,provide solutions in the right-of-way that would accommodate trees,etc.
•Redlining Analysis –more City trees in wealthier neighborhoods than in low-income
areas
•Canopy analysis (2014 EPA data –canopy cover by 10 acre areas)
•Surface temperature analysis (various areas of the City)
•Redlining Analysis –land surface temperatures vs.redlining districts
•Details of an example solution –suspended pavement technology
•Research to back up how trees reduced crime
Further discussion was held regarding landscaping regulations/considerations for private
property,allowance for certain exceptions to zoning laws in order to preserve mature trees
(using best practices),and current process/requirement for placing trees in the right-of-way.
Councilmember Dugan raised the issue of suspended pavement technology being more
expensive for developers.Ms.Bandara said with feed back received from the public (through
public engagement)and possible coordination with community partners,the goal was to
provide incentives to utilize the technologies,alongside new State requirements that might
come in to play.Mr.Norris said this would also be offered as an option (as an alternative for
certain areas of the City),providing flexibility for developers/property owners to consider.
Councilmember Wharton said he would be interested in more information about trees and
crime reduction and thanked Ms.Bandara for her presentation.
Councilmember Rogers inquired as to why this was an action plan and not a master plan.Ms.
Bandara said it was seen as a City-wide vision and it was a matter of looking at urban forestry
in a holistic view to address the issues and gain more understanding with the goal to

eventually create a master plan with the information gathered through the process.
Cindy Gust-Jenson suggested that Council Staff work with the Administration,Mayor’s
Staff,City Attorneys,and the Planning Department to standardize naming of plans (master,
action,etc.)to avoid further confusion and noted the Council recently adopted the Foothill
Trails Plan as a master plan,but it had since been referred to as some other type of plan.
5.Ordinance:Rezone and Master Plan Amendment at 461 South 400 East ~3:25 p.m.

The Council will receive a briefing about a proposal that would amend the zoning of property
located at 461 South 400 East from R-MU-45 (Residential/Mixed Use District)to TSA-UN-C
(Transit Station Area Urban Neighborhood Core District),and would amend the Central
Community Master Plan Future Land Use Map.The proposal to rezone the site is to
accommodate a future redevelopment of the site to include residential,retail,and live/work
units while eliminating the parking structures which front 500 South and Denver Street.The
proposed amendment would also change the Master Plan Future Land Use to High Density
Transit Oriented Development.Consideration may be given to rezoning the property to
another zoning district with similar characteristics.

(Moderate/High Density Multi-Family Residential District)to FB-UN2 (Form Based Urban

Map.The intent is to allow development of a mixed-use project which includes multi-family

details of the request/proposal,positive recommendation forwarded from Planning
Commission,details of existing property conditions (illegal structures built in the alley),the
proposed ordinance not authorizing the existing structures within the alley (property owners
having to coordinate with enforcement/secure lot line adjustments),details on
surrounding/abutting alleys,power lines (Rocky Mountain Power)existing in the alley way
would require an access easement if the proposal was approved,and lack of use being
reasoning for Planning Commission positive recommendation.
Jonas Sappington (applicant)provided history of the structures built in the alleyway,details

A.Wasatch Front Regional Council Workshop
The Wasatch Front Regional Council plans to hold a workshop November 1 for municipal elected and appointed officials in
northern Salt Lake County to update transportation components of the Wasatch Choice Regional Vision (link here:Wasatch
Choice Regional Vision).The Regional Council revises its plan every four years.The November meeting will run from 4 p.m.
to 6 p.m.
According to the Regional Council,“This workshop is specifically designed for local government leaders in your area -
mayors/commissioners,council members,planning commission,and key staff.”This year’s Wasatch Front Regional Council
Chair Millcreek Mayor Jeff Silvestrini,said at WFRC’s August meeting that the workshop is “a critical …opportunity for
local governments to shape the organization’s Regional Transportation Plan.”Using the plan,the Wasatch Front Regional
Council is a conduit for federal transportation funds.The Regional Council staff has yet to determine where the November 1
meeting will be held,and whether the workshop will be held in person or digitally.
Ø Council staff has added the workshop to the November 1 calendar.

B.Opportunity to Close Previous Years’Legislative Intents before the September 14 Briefing
The Council will have the opportunity to hear the Administration’s preliminary comments and questions on the FY22
Legislative Intents during the September 14 work session.There also may be some time to discuss Legislative Intents that
are pending from FY21 or before.This step is usually taken during the budget discussions but there was not sufficient time
for it this year.
To facilitate this discussion,the Chair and Vice Chair request that Council Members review the list of Previous Years’Intents
which was sent by Allison Rowland last Thursday,September 2.Please alert her of any disagreements or questions you may
have about the “Staff Recommendations”for closing specific Intents—or leaving them open—by Friday,September 10.

This will facilitate the discussion on September 14 and allow the Administration time to notify any department leaders
involved so they can be prepared to respond to questions that day.

a.discussion of the character,professional competence,or physical or mental health of
an individual;
b.strategy sessions to discuss collective bargaining;
c.strategy sessions to discuss pending or reasonably imminent litigation;
d.strategy sessions to discuss the purchase,exchange,or lease of real property,including
any form of a water right or water shares,if public discussion of the transaction would:
(i)disclose the appraisal or estimated value of the property under consideration;or
(ii)prevent the public body from completing the transaction on the best possible
terms;
e.strategy sessions to discuss the sale of real property,including any form of a water right
or water shares,if:
(i)public discussion of the transaction would:
(A)disclose the appraisal or estimated value of the property under
consideration;or
(B)prevent the public body from completing the transaction on the best
possible terms;
(ii)the public body previously gave public notice that the property would be
offered for sale;and
(iii)the terms of the sale are publicly disclosed before the public body approves the
sale;
f.discussion regarding deployment of security personnel,devices,or systems;and
g.investigative proceedings regarding allegations of criminal misconduct.
A closed meeting may also be held for attorney-client matters that are privileged pursuant to Utah
Code §78B-1-137,and for other lawful purposes that satisfy the pertinent requirements of the
Utah Open and Public Meetings Act.
