The City Council met in Work Session on Tuesday March 24, 2020, in
an Electronic Meeting, pursuant to Salt Lake City Emergency
Proclamation No. 2 of 2020(2)(b).
In Attendance: Council Members Andrew Johnston, Amy Fowler, Chris
Wharton, Daniel Dugan, Darin Mano, James Rogers, and Analia
Valdemoros.

Councilmember Wharton presided at and conducted the meeting.
The meeting was called to order at 2:06 p.m.

#1. 2:09:03 PM WRITTEN BRIEFING REGARDING THE 2020 AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES (AFSCME) SALARY SURVEY. The intent of the report is to compare Salt Lake
City Corporation's compensation to comparable peer and talent

#2. 2:11:10 PM WRITTEN BRIEFING FROM THE CITIZENS’ COMPENSATION ADVISORY COMMITTEE TO REVIEW THE 2020 ANNUAL REPORT. The report
includes information and recommendations pertaining to the
compensation levels of the City's employees, pay equity, and
turnover data, and is presented for consideration each year prior
to the City's budget review process. View Attachments

#3. 2:11:25 PM WRITTEN BRIEFING REGARDING THE 2019 SALT LAKE CITY BENEFIT AND COMPENSATION ANALYSIS. The study shows how Salt
Lake City Corporation's offered benefits package compares in value
to other employers, where it falls behind, and where potential
opportunities may lie for the City to set itself apart. View

#4. 2:11:40 PM BRIEFING REGARDING AN UPDATE FROM THE ADMINISTRATION ABOUT THE MAYOR’S RECENT EMERGENCY DECLARATIONS RELATING TO COVID-19 (CORONAVIRUS) AND THE MARCH 18TH EARTHQUAKE IN THE SALT LAKE VALLEY. AS PART OF THE UPDATE, THE COUNCIL MAY DISCUSS PUBLIC HEALTH AND OTHER PUBLIC SAFETY, POLICY AND BUDGET ISSUES STEMMING FROM THE EMERGENCY DECLARATIONS. The Council may
also receive information or updates from organizations or experts
related to the emergency responses and coordination, including but
not limited, earthquake damage to City, the functioning of the
Emergency Operations Center (EOC), City response and aid, and the
status of City buildings. View Attachments
Rachel Otto, Mayor Erin Mendenhall, Lisa Shaffer, and Ben Kolendar briefed the Council with attachments. Discussion was held
regarding the Emergency Loan Program, Tip Your Server campaign
(targeted for individuals in the food/beverage industry), allowing
appointment scheduling for Building Services (permits), waiving
take-home City vehicle fees, Federal Emergency Management Agency
(FEMA) assistance for City-wide earthquake damage, possible
federal (mutual aid) assistance for COVID-19, County/State/Federal
resource (financial aid) listings for businesses spearheaded by
Economic Development Department, Fix The Bricks program dollar
availability/utilization, details regarding coordination with the
EOC, ECC (Emergency Communications & Coordination Center), and JIC
(Joint Incident Command), Emergency Declaration
duration/extensions/provisions/scope changes, enforcement of City
mass-gathering prohibition (100 people or more) vs. the State’s
recommendation of gatherings (10 or more people) proclamations,
evictions/rent freezes at the local level, 90-day Redevelopment
Agency (RDA) loan forgiveness, and volunteer opportunity for a
Council Member to join the Economic Development Loan Fund (EDLF)
Committee for an emergency meeting.
Mayor Mendenhall provided the following Emergency Loan
Program details: $500,000 to be allocated per phase, (first phase
received over 300 applications, second phase currently open until

April 2 at midnight), 0% interest, five-year term, no payments
until 90 days after the State of Emergency ceases, and provision
being only for businesses with 50 employees or less.
Councilmember Fowler inquired about the status of the City’s
homeless shelters/resource centers regarding COVID-19. Ms. Otto
said as of today, there had been no diagnosed cases in any of the
resource centers, however; there was concern how the virus would
impact staff, first responders, and residents of shelters/resource
centers. She said the County established multiple quarantine
locations for individuals in shelters, should the need arise.
Councilmember Wharton inquired about the current status of
the City and County Building. Mayor Mendenhall said there were
pending inspections for asbestos, building elevators, and lead
testing for damaged plaster. Ms. Shaffer added there had been two
structural inspections of the building, the base isolators
performed correctly, and plans were being made for possible phased
opening procedures for COVID-19 distancing measures.
Straw Poll: Support for Councilmember Wharton to act as a
representative on the EDLF loan emergency fund committee. All
Council Members were in favor.
#5. 3:19:45 PM BRIEFING REGARDING THE ADMINISTRATION'S PLAN TO IMPROVE AND REFINE THE CAPITAL IMPROVEMENT PROGRAM (CIP) APPLICATION AND FUNDING PROCESS. The Administration will not be
accepting CIP applications for Fiscal Year 2020-2021 and will
instead only fund the City's ongoing debt service and essential,
ongoing projects such as annual safety improvements. Capital
Improvement projects involve the construction, purchase or
renovation of buildings, parks, streets or other physical
structures. Generally, projects have a useful life of five or more
years and cost $50,000 or more. View Attachments
Daniel Rip, Marcia White, and Benjamin Luedtke briefed the
Council with attachments. Discussion was held regarding
goals/components/key elements of the CIP, definition of capital
improvements, examples of capital improvements, creation of
Administrative Policy, proposed timeline, CIP sources/uses, next
steps, and not accepting constituent applications this year.
#6. 3:55:16 PM BRIEFING REGARDING A PROPOSAL TO REINSTATE A CITY TRAFFIC CALMING PROGRAM AS A “LIVABLE STREETS” PROGRAM. During the
annual budget process for Fiscal Year 2019-2020, the Council

allocated funding to support additional traffic calming efforts
and asked that the Administration develop recommendations for how
to use the funds and identify any additional resources needed to
improve traffic calming efforts. The overarching goal for the
program would be to improve the safety, livability and
attractiveness of neighborhood streets. View Attachments
Jennifer Bruno, Jonathan Larsen, Jennifer McGrath, and Benjamin Luedtke briefed the Council with attachments. Discussion
was held regarding traffic calming history in the City,
types/effectiveness of traffic calming measures, development of a
City-wide implementation plan (identifying neighborhood project
boundaries, data collection, analysis/prioritization, project
selection, and development of a neighborhood street livability
toolkit), plan timeline, and possible additional funding tools.
Councilmember Fowler recommended having Transportation
include input from the Bicycle Advisory Board, the Transportation
Advisory Board, school district, and Parent Teacher
Association/other parent boards when putting together neighborhood
plans. She also encouraged creative thinking when it came to what
traffic calming looked like.
Councilmember Johnston inquired how the City could be
responsive if the proposal was not fully funded. Mr. Larsen said
without resources, there was only so much they could do, however;
they could look at other funding options. Councilmember Johnston
suggested with instances where the City had to react quickly, and
if a full plan could not be implemented, to plan how the City could
quickly address neighborhood concerns and find ways to help
mitigate concerns/problems that arise in the short term. Ms.
McGrath said her team could develop criteria for certain situations
requiring immediate attention and pull a percentage from the
allocated amount to respond in a timely manner.
Straw Poll: Support for releasing previously allocated funds
for Transportation to conduct a City-wide traffic calming program

#8. 5:17:09 PM BRIEFING REGARDING BUDGET AMENDMENT NO. 4 FOR THE FISCAL YEAR 2019-2020 BUDGET. Budget amendments happen several
times each year to reflect adjustments to the City’s budgets,
including proposed project additions and modifications. The

proposed amendment includes funding to mitigate impacts related to
the ongoing COVID-19 (coronavirus) outbreak, among many other

Mayor Mendenhall, Benjamin Luedtke, Mary Beth Thompson, Lisa Shaffer, Daniel Rip, and Jennifer Bruno briefed the Council with
attachments. Discussion was held regarding fund balance
status/projections/adjustments, impact fee tracking update,
Funding Our Future revenues update, Financial Risk Assessment
information (possible timeline), new budget amendment items
including: remaining Delong Yard construction costs (General Fund
- $246,000), rail spur removal (General Fund - $46,000), playground
safety surface improvements (CIP - $39,209), bridge to Backman
Project cost increases (Parks Impact Fees - $727,000), Coronavirus
(General Fund - $6,090,000) and possible utilization for
earthquake emergency response expenses, and FEMA reimbursements
(75% COVID reimbursement covering: personal services, personal
protective equipment, shelters, etc.).
Mayor Mendenhall said her priorities were keeping the public
safe, keeping the healthcare system functional/protecting public
safety (911, police, fire), keeping as many City
functions/services operating as possible, and keeping the City’s
economy resilient.
