FYI –Project Timeline:(subject to change per Chair direction or Council discussion) Briefing -Recurring Briefing Set Public Hearing Date -n/a Hold hearing to accept public comment -n/a TENTATIVE Council Action -n/a Minutes: Mayor Mendenhall provided information regarding: •High winds (40 to 60 mph gusts)expected this evening from 6:00PM to 9:00AM tomorrow morning (secure items/be ready) •City in high/very high rate of COVID-19 case incidents,further data indicated cases were significantly increasing on the west side of the City. •Mayor’s emergency powers regarding requiring masks in public settings remaining in place until the State’s thresholds (HB 294)were met –Mayor’s 2020 declaration would then be no longer valid •City/County COVID-19 vaccine distribution •Resource fairs/community commitment program updates,including:Fleet Block resource fair recently completed;five Justice Court casesheard,25 COVID-19 vaccines administered,4th Street Clinic provided COVID-19 testing,Work Force Services engaged with 19 persons (employment assistance),Asian Association engaged 10 persons,YWCA and Odyssey house engaged eight individuals,camp abatement/closure of Fleet Block happening April 14,2021 (notice was provided to vacate by 5:00 pm tonight) •Mayor Mendenhall thanked the Council for consideration of extension for land use agreement for Airport Inn shelter (temporary winter housing program)for two additional months •Womens overflow motel program received funding from State for operations until October 15 •Celebrating Salt Lake City’s first responders –first in the nation to be certified by KultureCity Training (sensory inclusion training);911 Dispatch,Police,and Fire Departments having received this training (prepared to encounter persons with sensory needs-autism,PTSD,veterans,stroke,etc.),equipped with sensory bags for clients to process situations they find themselves in •911 Dispatch receiving an award for Communications Center of the Year –Utah Chapter National Emergency Number Association presented the award to 911 Dispatch (Mayor Mendenhall thanked Director Burnette for leadership of the team) Councilmember Fowler also acknowledged the 911 Dispatch Department’s and Director Burnette’s accomplishments. The Council will hold a discussion about recent efforts on various projects City staff are working on related to racial equity and policing in the City.The conversation may include issues of community concern about race,equity,and justice in relation to law enforcement policies,procedures,budget,and ordinances.Discussion may include: •An update or report on the Commission on Racial Equity in Policing;and •Other project updates or discussion. The Council will be briefed about a resolution that would authorize approval of an interlocal cooperation agreement between the City and Salt Lake County for the transfer of County corridor preservation funds.The funds would be used for certain transportation projects within the County and the City relating to the re-construction of 700 South Street. Matt Cassel provided details regarding the existing roadway,boundaries of the property purchased,and history of the project. The Council will be briefed about the Mayor’s recommended budget for the Department of Public Utilities for Fiscal Year 2021-22. FYI –Project Timeline:(subject to change per Chair direction or Council discussion) Briefing -Tuesday,April 13,2021 Set Public Hearing Date -n/a Hold hearing to accept public comment -n/a TENTATIVE Council Action -n/a Minutes: Sam Owen provided an brief introduction,including: •Department of Public Utilities (PU)included four enterprise funds (stormwater, wastewater,drinking water,street lighting,etc.) •Rate increases for water/sewer partially deferred last year,increases proposed this year going to fund debt obligations (waste treatment facility reconstruction,delayed/deferred capital needs for water treatment) •Rate study for street lighting •Proposal included 17 new full time positions Laura Briefer provided information regarding: •Public Utility’s mission and services (water,wastewater,stormwater,and streetlights) •FY2022 budget priorities addressing aging infrastructure invest,water resources/conservation,regulatory considerations,financial,sustainability •COVID-19 considerations for budget included:revenues remained stable through 2020 events,deferral of most planned rate increases in FY2021 (reinstated for FY2022),catch up this year on temporary delay of planned capital projects/programs/staffing,and monitoring increased materials/labor costs for projects •Total PU budget:$420,480,027 (-8.44%) •Proposed personnel adjustments for FY21/22 –highlighting two positions:Project Manager (water utility)and Chief Strategy &Innovations Officer •Water utility budget:$127,365,555 (-21.69%) •Sewer utility budget:$268,213,796 (-0.21%) •Stormwater utility budget:$19,201,013 (-14.25%) •Street Lighting Utility budget:$5,699,663 (+5.15%) •Rate projections/summaries/impacts,including:five year rate adjustment plan (projected)from FY2021/22 to FY2025/26,water/sewer/stormwater rate increase monthly impacts,water rate comparison with nearby states (current vs.proposed –Boise, Denver,Las Vegas,etc.),local water rate comparisons with other municipalities in the State,sewer rate comparisons with nearby states and local cities/districts (current vs. proposed),stormwater rates compared with local cities in Utah (current vs.proposed) •Plans to work closely with lobbyists/delegation/agencies to disperse federal funding (“wet infrastructure”–for water,sewer,and stormwater), •Northwest Quadrant (NWQ)not impacting upgrades to the Water Reclamation Facility MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday,April 13,2021 5 Jesse Stewart provided information on special conditions regarding the 4th Avenue well, including:being in full construction mode now,well expected to be operational by June 1, 2021,and some construction delays due to access of concrete. Marian Rice provided information regarding lead and copper rules/requirements,including: identifying materials of all mains/service lines,replacing any lead/galvanized service lines, sampling of schools/daycares (20%every year),regulatory sampling of homes,significant education/outreach/engagement,how lead and copper were measured (PPB –parts per billion),City not having lead service lines/mains,but concern remaining that older residential plumbing may contain copper and lead. Jason Brown provided information regarding Master Plan impacts from the NWQ and ongoing work on the east-west aqueduct. 5.Informational:Update on the Cartegraph Integration ~5:30 p.m. 40 min. The Council will receive a briefing and overview from the Administration on the implementation of Cartegraph,the recently implemented asset and operations management software. Nole Walkingshaw provided information regarding the Cartegraph program, including:used for asset/operations management (allowing for location of assets,adding attributes to assets,and measure value of assets over time),history of the progress,recieving the Flag Forward Award from Cartegraph (for transforming how the City managed assets), absorbed systems and data (Accela,Micro Main,Streets Tracker,Cartegraph Desktop, employee salary data –now all handled by Cartegraph),top 10 operational transformations (led by a leadership team to guide the project/drive business process improvement –how different departments were utilizing Cartegraph),and next steps (Parks Division tracking integration,Compliance Division integration,and life cycle costing). Lisa Shaffer said she was proud of the work accomplished regarding Cartegraph and the cooperation between individual employees/departments to make it possible. 6.Dinner Break ~6:10 p.m. 30 min. The Council will receive a follow-up briefing about the Mayor’s funding recommendations and an appropriations resolution that would adopt the One-Year Annual Action Plan for Fiscal Year 2021-22.The plan includes Community Development Block Grant (CDBG)funding,HOME Investment Partnership Program funding,Emergency Solutions Grant (ESG)funding,Housing Opportunities for Persons with AIDS (HOPWA)funding.The resolution would approve an Interlocal Cooperation Agreement between Salt Lake City and the U.S.Department of Housing and Urban Development (HUD). Straw Poll:Support for transferring $50,000 to Utah Aids Foundation for mental health therapist position (HOPWA transfer).Council Members Fowler,Valdemoros,Johnston,and Rogers indicated support,Councilmember Dugan abstained,and Councilmember Mano was absent for the vote. Councilmember Johnston said he was supportive of the straw poll,but cautioned the Council needed to acknowledge other staffing recommendations and consider additional factors/needs. MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday,April 13,2021 7 Councilmember Dugan proposed to take $30,000 ($4,700 from HIVE,$5,300 from Donated Dental Services,$20,000 from Gail Miller Resource Center)and move to Catholic Community Services for Data Specialist position. Councilmember Wharton said he was not comfortable taking money from the Donated Dental Services and HIVE pass to fund a position for Catholic Community Services and questioned who would own/utilize the data.Mr.Luedtke said the data would likely be owned by the State. Tony Milner confirmed the Homeless Management Information System (HMIS)data was used by various entities as well as the City and Jennifer Schumann confirmed there was also legislative support for the data collection/creation of the office/position and acknowledged the needed balance between best use/highest need. Councilmember Fowler noted she was but was not supportive of Councilmember Dugan’s proposal and reiterated her support of the previous request for the HOPWA transfer (straw poll). Councilmember Fowler thanked the Housing &Neighborhood Development (HAND)/Community &Neighborhoods (CAN)Staff for their efforts on presenting the information. 8.Ordinance:Zoning Text Amendments for Off-street Parking Follow-up ~7:25 p.m. 30 min. The Council will receive a follow-up briefing about a proposal that would amend various sections of the Salt Lake City Code pertaining to off-street parking regulations.The proposal would: •Update parking requirements to better reflect demand; •Simplify parking regulations; •Address technical issues in enforcement;and •Establish a responsive ordinance to the City’s changing development patterns. Other sections of Title 21A –Zoning may also be amended as part of this petition. Councilmembers discussed the questions posed by the Planning Department regarding off- street parking and the proposed amendment to the ordinance. MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday,April 13,2021 8 Eric Daems and Nick Norris provided information regarding Central Ninth area and addressed the questions regarding off-street parking,including:increased allowed off-street parking,context of existing zoning designations,challenges in the current zones,impacts on Planning Staff,and the need for clarification/input on bicycle parking in commercial/industrial uses. Jonathan Larsen said there was a parking study with focus on Central Ninth/900 South & 900 East and results were forthcoming. Councilmember Mano provided additional information regarding a proposed amendment to the proposed ordinance. Councilmembers agreed on the need to adopt various exiting oversight issues into the proposed ordinance,and to follow up with small group meetings to gather more information, go over any concerns,etc. 9.Resolution:Recycling Market Development Zone Program ~7:55 p.m. 20 min. The Council will be briefed about a resolution that would approve the Sustainability Department’s application to the Recycling Market Development Zone Program.The City has participated in the program since 2010.The State program assists qualifying businesses that use or produce recycled materials in their manufacturing operations,or compost,by providing State income tax credits.Local government entities must apply to participate in the State’s program every five years so qualifying businesses within their jurisdictions can access the tax credits.The City’s application limits its program to businesses in the M-1 and M-2 zoning designations and does not alter what is currently allowed by zoning regulations.
