Be it ordained by the City Council of Salt Lake City: PREAMBLE Chapter 2, Title 59 of the Utah Code states that the governing body of each city shall, by ordinance or resolution, adopt a proposed tax levy or, if the tax rate is not more than the certified tax rate, a final tax levy on the real and personal property for various municipal purposes. Chapter 2, Title 59, of the Utah Code provides for certain notice and hearing requirements if the proposed tax rate exceeds the certified tax rate. In that event, the proposed tax rate does not become final unless approved by resolution of the City Council following such notice and public hearing. It is the intent of Salt Lake City to comply with the mandate of the Utah Legislature, but reserve in itself the power to amend the tax rates set herein to guarantee, after final appraisal figures have been determined, that it does not exceed the amount required for its governmental operations and taxing authority granted by the Legislature. It is the intent of Salt Lake City to adopt a total final tax rate for the general fund that will raise $106,568,124, including $364,464 in new growth property tax revenue. Similarly, it is the intent of Salt Lake City to adopt a final tax rate for the Library that will raise $20,979,2019 including $328,046 in new growth property tax revenue, which the City acknowledges will require a truth in taxation hearing. Further, it is the intent of the City to levy an additional tax, if necessary, to cover costs of State legislative mandates or judicial or administrative orders under Chapter 2, Title 59 of the Utah Code. SECTION 1. PURPOSE. The purpose of this ordinance is to adopt a final tax levy, which includes the amount of the final library fund tax levy previously adopted, pursuant to Chapter 2, Title 59 of the Utah Code, upon all real and personal property within Salt Lake City made taxable by law during fiscal year 2021-2022 to defray the necessary and proper expenses of Salt Lake City to maintain the government thereof and for operating and maintaining its libraries and reading rooms and to pay for costs of State legislative mandates or judicial or administrative orders under Chapter 2, Title 59 of the Utah Code. SECTION 2. FINAL TAX LEVY: 2021-2022. The City Council hereby adopts the following final levy, subject to Chapter 2, Title 59 of the Utah Code, upon all real and personal property within Salt Lake City made taxable by law, for the fiscal year of Salt Lake City beginning July 1, 2021, and ending June 30, 2022, a tax of .004076 on each dollar of taxable valuation of said property apportioned as follows: a).002854 shall be credited as revenue in the general fund, generating $88,819,132 of ongoing revenue; and b) .000014 shall be credited to the judgment levy for the general fund, a one-year adjustment generating $433,129 of one-time revenue; and c).000649 shall be credited as revenue in the special library fund, generating $20,979,219 of on-going revenue; and d) .000556 shall be credited toward repayment of General Obligation Bonds, generating $17,315,863 of on-going revenue; and e).000003 shall be credited to the judgment levy for the library fund, a one-year adjustment generating $83,5554 of one-time revenue. The City Council hereby further levies a tax to cover the costs of State legislative mandates or judicial or administrative orders under Chapter 2, Title 59 of the Utah Code as determined by the Utah State Tax Commission and the Salt Lake County Auditor’s Office. Said tax levies in this Section 2 shall be subject to Mayor approval and City Council reconsideration pursuant to § 10-3b-204 of the Utah Code. SECTION 3. CERTIFIED TO AUDITOR. The tax levies hereinabove determined and levied shall be certified by the City Recorder to the Auditor of Salt Lake County, State of Utah, pursuant to the provisions of Chapter 2, Title 59 of the Utah Code. SECTION 4. RESERVED POWER AND RIGHT TO AMEND. Years of pleading,flashing speed trailers,police presence have FAILED.The only solution is traffic calming devices such as raised crosswalks is the only permanent solution on East Capitol Boulevard. There is no need for continued traffic studies and police presence.The only solution is a physical barrier to prevent speeding.The residents in this area pay property taxes at a higher rate than most. The least you can do is supply funding to install raised crosswalks at frequent intervals for the entire length of East Capitol Boulevard.Please do not let this issue continue until somebody is hurt or killed. We have already had a recent incident over the 4th of July where a speeding vehicle hit a parked car and tried to flee the scene.Enough is enough.The only other recourse is the neighborhood taking matters into their own hands which means I will be sitting vigil and using my own measures to reduce 8/12/202115:21 Lori Dalton traffic and speed.Lori Dalton CIP FY2021 12:38 PM 8/17/2021 Page 1 Public Comments 08.11.2021-08.17.2021 Date/Time Opened Contact Name Comment Greetings:Today(August 7)I hiked a loop of the trail network,both old and new trails,from the top of Terrace Hills Drive.I was particularly interested in seeing the effects of last weekend's deluge on the trails.I was gratified to see that there was NO EROSION AT ALL ON THE NEW TRAILS!So kudos to the constructor!The older trails are a mixed bag.The old road from the top of Terrace Hills to City Creek Saddle has a berm(a raised ridge of dirt above the road surface)on the downhill side of the road,as would be left by a bulldozer.As a result runoff cannot go over the side so is channeled down the road,leading to major erosion gullies.The city built some water bars across the lower part of the road,and they helped,but there are no water bars across the upper part and consequently there was more erosion.In my opinion it will be necessary to remove the berm to prevent channeling.The network of steep social trails in the area has badly eroded.No surprise there.In certain places,the old Bonneville Shoreline Trail has developed a berm that channels rain down the center of the trail.I don't know,but would guess,that this berm developed over years of heavy use in all weather.Last summer,on my trail runs,I noticed your trail constructor cutting gaps in the berm on the section of trail between City Creek Saddle and Dry Gulch(I thanked him for doing this).This needs to be done in a few more places.I noticed that the new trails were constructed without a berm,which might be 8/12/202117:48 Walt Haas one reason there was no erosion on them.I hope this feedback is useful.--Walt Foothills Trail System 12:38 PM 8/17/2021 Page 2 Public Comments 08.11.2021-08.17.2021 Date/Time Opened Contact Name Comment To the City Council,We live on East Capitol Boulevard(ECB)just above the Capitol.We're sending this email regarding the noise,speeding and general vehicle mayhem that occurs on ECB.It's been a problem for a while but the situation has deteriorated over the last Covid year and since the Capitol Building parking area has become a collecting and cruising area on many evenings.ECB is a wide, climbing street with no traffic lights or stop signs;it has become a street of choice for evening cruisers who like to blast their way up,loop through the neighborhood and then backfire their way down;it's speed and noise the whole way.Stationing a patrol car sporadically has been tried and not been a deterrent;stationing a full time patrol car is not feasible.Raised crosswalks and stop signs will be a real help,as they have been for the exact same conditions on 11th and 2nd Ayes.The mitigation on the Avenues has been in place for years and has proven effective without impacting city services(fire, plowing,etc.).Please,before the problem gets worse or there is a person injured one night(some of the boulevard doesn't have sidewalks),find some funds for this fairly uncomplicated solution.Thank 8/12/2021 22:16 Dennis Glass you,Dennis Glass Susan Corth CIP FY2021 Hello Council,I am contacting you regarding the capitol improvement program.We believe strongly that not only improving the infrastructure of the building is important but improving the security of the building as well.My company has a very unique ballistic shield that can be folded down to the size of a laptop and carried in a bag while still giving you over 5sgft of ballistic protection when deployed.The shield is very light,only weighing 81bs which is a game changer compared to a regular shield that weighs upwards of 801bs.Our shields are currently being used in courthouses,hospitals, and by police departments throughout the state.We are a local company(West Temple to be exact) and would love to help protect the people who lead our awesome state as well as the awesome people who protect them.We would love to get this product in front of the Council and are requesting a short time to present our product on the 17th.Please let me know what is required or how much time we will have so that we can be as prepared as possible.I look forward to hearing 8/12/2021 22:31 Tyson lex from you soon.Best regards,Tyson lex CIP FY2021 12:38 PM 8/17/2021 Page 3 Public Comments 08.11.2021-08.17.2021 Date/Time Opened Contact Name Comment Speeding vehicles on East Capitol Boulevard are a growing threat to public safety.Noise associated with speeding and mufflerless vehicles disrupts the community at all hours of the day and night. Years of temporary measures,such as flashing speed trailers or occasional police presence,have failed to solve the problem.Painted lines in the roadway(which we were informed by Chris Wharton were supposed to slow traffic)have only exacerbated the problem,giving the impression that this is not a residential neighborhood,but rather,it is a"Speedway"where you can go as fast as you'd like. We have seen cars top 100 miles per hour with crowds of young people cheering them on.Many of the cars clearly have noise-increasing mechanics,given the decibels recorded by the news recently. Obviously,this is a known issue,and young people are taking advantage of the problem,especially on weekend nights,when the police are otherwise occupied.Again,this is a huge safety issue,with young,inexperienced drivers racing without concern about other traffic or individuals on the road,let alone the safety of the ones in the reckless cars.Traffic calming devices,such as raised crosswalks, can have a permanent impact on East Capitol Boulevard,as they have elsewhere in the city(such as 15th East and 11th Avenue).We do NOT need more traffic studies or a supposed expanded police presence.We DO NEED physical structures to prevent speeding.This is the only way to stop this.The word is out that this is the place to speed and race.It is beyond ridiculous,and behooves the City to prevent any type of tragic situation,given the notice it has already received for years.As an attorney, I would not want to defend that case.Please put raised crosswalks on East Capitol Boulevard 8/12/2021 22:49 Cheryl Mori immediately!Thank you,Cher Mori and Chris Warner East Capitol Blvd. CIP FY2021 12:38 PM 8/17/2021 Page 5 Public Comments 08.11.2021-08.17.2021 Date/Time Opened Contact Name Comment We have lived on East Capitol Blvd for 6 years.We have noticed an increase in speeding vehicles as well as noise associated with acceleration at the curve of our address every year since our move to SLC.We did speak with the traffic engineer and as a result,flashing speed trailers were placed on both sides of the street around our address.Sometimes the flashing speed on the trailer seemed to bring attention,other times,not at all.As soon as the trailers were removed,speeding and noise resumed as before.Traffic calming devices such as raised crosswalks,especially in areas especially prone to acceleration on this wide blvd could have a positive and permanent impact on East Capitol. runner.I enjoy the foothills for both purposes.I think we need more trails for both groups.More mountain bike only trails(especially downhill only)and hike only trails.It will separate the users.As a mountain biker I love choosing the downhill bike only options.I know I don't have to be as worried about encountering hikers on the up.And as a trail runner it is nice to not have to worry about fast opposition to consideration of including funding for Phase 2 of the Foothills Trails Master Plan in the funding of Capital Improvement Projects at this time.The implementation of Phase 1 of the Foothills Trails Master Plan demonstrates the inadequacy of the Master Plan.Over many objections,the Master Plan was developed and adopted with a faulty methodology supported by data and surveys that were designed to support a predetermined agenda.It is unclear whether the surveys used to create the Master Plan separated the responses of city residents from those of the surrounding areas.The implementation of Phase 1 ran slipshod over objections by,and unkept promises to,many stakeholders.This necessitated a pause in the implementation of the Master Plan that is an admission by the city that while the residents are being asked to'reimage natural lands,'the city should be'reimaging'the Foothills Trail Master Plan.If the Master Plan is in question it is irresponsible to be discussing any further funding of the Master Plan at this time.Among the many deficiencies in the Master Plan are:-There was inadequate study of natural resources impacted by the Plan.The negative impacts to the protected watershed areas at Spring Gulch(with its wonderful waterfall)and the fragile ecology of Dry Creek are just two of the areas given insufficient attention in the Master Plan.Salt Lake City residents deserve better stewardship from their elected officials.-There was a prioritization of biking and hiking use of the limited foothills resource.Our dramatic hillsides are now forever scarred by trails gouged into them to the detriment of city residents who choose not to see our foothills used in that fashion.Parks like the 11th Avenue Park and Popperton Park are being made unusable as parks as the parking lots for each is overrun by hikers and bikers,many of whom are not city residents but nonetheless were irresponsibly encouraged to come and congregate during an unprecedented *Continued 2/2*The infrastructure for supporting the hoards of users being invited to come to the area by the foothills trails is treated as an afterthought.As already mentioned,the parking is totally inadequate.The traffic control needs to be rethought in light of the increased use by motor vehicles, bikers and hikers.Narrow roads like Popperton Park Way cannot handle the vehicular traffic when congested with bikers blocking the road as they unload,regroup and then head off often riding 4 or 5 abreast.As was painfully evident during the Connecticut Fire last year,Popperton Park Way is the ONLY access for residents of the Federal Pointe subdivision and now those residents must contend with groups of people seeking recreation who feel entitled to block the road on invitation of the city.- The opportunities for the handicapped are extremely limited."The Americans with Disabilities Act (ADA)prohibits discrimination against people with disabilities in several areas,including employment, transportation,public accommodations,communications and access to state and local government programs and services."The city has chosen to violate federal law by removing handicapped parking spaces at places like the 11th Avenue Park and Popperton Park.It is a sad commentary to note that a bicycle tire pump was installed at Popperton Park to meet the needs of those bikers who
