2.Ordinance:20 MPH Default Speed Limit on City Streets
The Council will consider adopting an ordinance that would amend Section
12.36.020 of the Salt Lake City Code Pertaining to the Prima Facie Speed Limit.
This would change the speed limit from 25 mph to 20 mph.The City's default
speed limit is set in City Code.

MOTION 1 – APPROVE RESOLUTION
I move that the Council approve a resolution designating the boundaries of the City Council Districts
based on the 2020 Census results as shown on the attached map marked Exhibit A.
Staff note: The new boundaries go into effect upon execution of the adoption resolution after all parties
have signed and then it’s added to the public record.

RESOLUTION NO. _____ OF 2022
A RESOLUTION DESIGNATING THE
BOUNDARIES OF THE CITY COUNCIL DISTRICTS
WHEREAS, Section 10-3-205.5 of the Utah Code Annotated provides that within
six months after the Utah Legislature completes its redistricting process, the City Council
must make any adjustments in the boundaries of the City Council districts as may be
required to maintain districts of substantially equal population; and
WHEREAS, Section 2.06.010B of the Salt Lake City Code provides that the City
Council must reapportion City Council districts following each federal decennial census
to maintain substantially equal populations; and
WHEREAS, the State Legislature has completed its redistricting process; and
WHEREAS, the City Council created a resident redistricting advisory
commission, which met six times in February, March and April 2022 and then
recommended six potential maps to the Council for consideration.
WHEREAS, the City Council held a public hearing and discussed the proposed
redistricting maps on April 19, 2022, and held a work session discussion on May 3, 2022
to consider the attached adjustments to the City Council districts; and
WHEREAS, at said public hearing and public meetings, all interested parties for
and against the proposed adjustments to the City Council districts were heard and all
comments were duly considered by the City Council.
NOW, THEREFORE, be it resolved by the Salt Lake City Council as follows:

1. Designation of City Council District Boundaries. The boundaries of the
seven Salt Lake City Council districts shall be comprised of the areas designated for each
council district as shown on the map attached hereto as Exhibit “A.”
2. Effective date. This Resolution shall take effect upon its execution.

MOTION 1 –
I move that the Council adopt a resolution selecting Council Member Victoria Petro-Eschler
to serve as the Council’s representative on the Utah Inland Port Authority Board.

Selection of a Salt Lake City Council Representative as a Nonvoting Member of the
Utah Inland Port Authority Board
WHEREAS, in the 2022 Legislative session, the Utah Legislature amended Utah Code 11-
58-302, and removed Salt Lake City’s voting seats on the Utah Inland Port Authority Board.
WHEREAS, in the amendments to Utah Code 11 -58-302, the Utah Legislature authorized
the City Council to designate a member of the Salt Lake City Council who represents a district
whose boundary includes port authority jurisdictional land, as a nonvoting member of the Utah
Inland Port Authority Board.
WHEREAS, City Council Districts 1 and 2 include port authority jurisdictional land.
NOW THEREFORE, BE IT RESOLVED by the City Council of Salt Lake City, Utah, the
following:
1. The City Council hereby selects Council Member ______________ to serve as a nonvoting
member of the Utah Inland Port Authority Board.
2. This Resolution shall be effective immediately upon passage.

SALT LAKE CITY ORDINANCE

(Ordinance amending Section 12.36.020 of the Salt Lake City Code to Change the Speed Limit
from 25 Miles an Hour to 20 Miles an Hour on City Streets)
WHEREAS, Chapter 12.36 “Speed Limits” sets forth the speed limits for streets within the
Salt Lake City boundaries; and
WHEREAS, Section 12.36.020(B) of the Salt Lake City Code currently sets the prima facie
speed limit for all streets at twenty-five (25) miles per hour, with some exceptions for school zones
and school bus stops; and
WHEREAS, the Salt Lake City Transportation Division is committed to providing a safe
and efficient transportation system for those travelling within Salt Lake City and further supports
the goals of the Vision Zero and Zero Fatalities programs; and
WHEREAS, the Transportation Division has presented evidence that a reduction of the
prima facie speed limit to twenty (20) miles per hour will likely decrease the frequency of
collisions involving motorized vehicles, as well as the severity of outcomes for those involved in
collisions, particularly for vulnerable road users such as bicyclists and pedestrians; and
WHEREAS, the Salt Lake City Council finds that updates to the current ordinance are
necessary to reduce the prima facie speed limit within Salt Lake City from twenty-five (25) miles
per hour to twenty (20) miles per hour to promote public safety and welfare.
NOW, THEREFORE, be it ordained by the City Council of Salt Lake City, Utah:
SECTION 1. Amending Section 12.36.020. Section 12.36.020 of the Salt Lake City Code
shall be, and hereby is, amended to read as follows:
Where no special hazard exists that requires a lower speed for compliance with section
12.30.010 of this chapter, or its successor, the speed of any vehicle in excess of limits specified in
this title is prima facie evidence that the speed is not reasonable or prudent and that it is unlawful:
A. Twenty Miles Per Hour for Special Hazards:
1. Upon meeting or overtaking any school bus which has stopped on the street for
the purpose of receiving or discharging any schoolchildren, provided such school bus bears
upon the front and rear thereof a plainly visible sign containing the words “school bus” in
letters no less than four inches (4”) high which can be removed or covered when the vehicle
is not in use as a school bus;
2. When passing a school building or the grounds thereof, or through a designated
school crossing zone during school recess, or while children are going to or leaving school
during opening or closing hours;
B. Twenty Miles Per Hour. As of the effective date of this ordinance, on any city
streets in which the speed limit is 25 miles per hour, whether posted or not, the speed limit shall
be reduced to 20 miles per hour. The city transportation director shall modify all existing posted
signs to reduce the speed limit from 25 miles per hour to 20 miles per hour.
SECTION 2. Effective Date. This Ordinance shall become effective on the date of its first
publication.
