BACKGROUND/DISCUSSION:
Salt Lake City Justice Court Judge John Baxter will retire from the bench in July 2022. Salt Lake City has
been working with the Administrative Office of the Courts (AOC) since Fall 2021to fill the vacancy he
leaves in the court. To be considered for a justice court judgeship in Salt Lake County, candidates must be
at least 25 years of age, a citizen of the United States, a Utah resident for at least three years, and have a
degree from a law school that would make one eligible to apply for admission to a bar in any state in the
United States. In addition, candidates must be a resident of Salt Lake County or an adjacent county for at
least six months immediately preceding appointment.
This process and accompanying timelines are set forth in Title 78, Chapter 7 of Utah State Code. The process
includes the following steps:
•AOC and Salt Lake City Advertise the Vacancy (45 days)
•AOC Forms the Nominating Commission (45 days)
•Nominating Commission Conducts Interviews (45 days)
•Public Comment Period (10 days)
•Mayor Selects Finalist (30 days)

Pursuant to 78A-7-202(2), membership of the Nominating Commission includes:
• one member appointed by the county commission or council
• one member appointed by the municipalities
• one member appointed by the county bar association; and
• two members appointed by the governing authority of the jurisdiction where the judicial office is
located.
After the Nominating Commission reviewed applications and conducted interviews, five finalists were
forwarded on to the Mayor. Mayor Mendenhall, Chief of Staff Rachel Otto, Chief Equity Officer Kaletta
Lynch, and Director of Homelessness Policy and Outreach Andrew Johnston interviewed all five finalists.
Each of the candidates were tremendous and very well-qualified, and after careful consideration, Mayor
Mendenhall has selected Jojo Chou Liu to fill Judge Baxter’s vacancy. Ms. Liu’s resume and application
materials are attached to this transmittal. She has been a licensed attorney for 21 years, with extensive
experience in juvenile justice, complex civil litigation, and criminal justice policy. She currently serves as the
Director of the Office of Criminal Justice Initiatives and the Criminal Justice Advisory Council in Salt Lake
County.

outdoors.There is no public transit to the foothills!Everyone will have a car.If you are

increase—particularly without any details concerning what it's supposed to achieve.
These increases seem to always be proposed with the salespitch"We need this to make
needed repairs and improvements.."What happened to all of the money in previous
years?What did the previous rate increases achieve?Why are our water systems so
out of order if we've been paying fora budget that should be used continually to make
repairs and improvements.No,l don't accept that explanation.l believe this is another
ploy to increase the budget only to be misused by our inept local officials.

other utility rate increases.This 15%increase seems astonishingly high all at once.
Utilities are constantly being raised every year,which I disagree with in the first place,
and I don't see where or how these extra funds are being utilized.These'proposed'
changes NEVER seem to be the result of a population survey to see what the
communitlffiveryday person need/want,instead the government seems to do what
they want without thinking or caring about the consequences of how this impacts the
everyday citizen.With the cost of living on a major rise this proposed increase comes at
an extremely bad time and is completely unnecessary.

parking their car on the side of the mad and blocking the view for another side of the
traffic so it's almost causing and accident so many many times,!would like to suggest if
we an have the blind spot mirror install at the comer so both side traffic can see

beginning to use a wheel hair more often.While I realize that most people do not
need special access to buildings,those of us with wheelchairs struggle to maneuver
curbs,steps,heavy doors,small elevators,narrow doorways etc.It's a delight for me to
go to health care facilities because they get the fact that not all of us are mobile and
can handle these challenges.I realize SLC is making an effort to meet ADA
requirements,but as I see all the new construction happening here,I hope they are
keeping this in mind.As for older buildings/businesses,they need to update their

opposed to the extravagant rate increases in the last 3-4years.We have had to deal
with rate increases in public utilities,electricity,gas,amongst other utility increases.It
is appalling to me that something like this is even considered seeing the condition in
which SLC residents currently find themselves in.We are being taxed to death!As a
private citizen,my income is barely helping me make ends meet.Unless the city is
ready to allow requests for exemptions to the new rate increases,don't entertain
thoughts of changes to utility services at this time.We are barely making it,even those
of us that have jobs and can support ourselves.Another point to make is that it is
negligent of city leaders to allow so many large scale developments to be built in the
city,which in turn can cause a higher demand on utility services.Rethink that strategy
and make some concessions when it comes to allowing m many projects to go
unchecked and unassessed.Use a moratorium if needed.In closing,it doesn't take a lot
to realize the massive burden that is currently being placed on the backs of the citizens
of this city.I would ask that you not make it difficult for us to enjoy the relative serenity

5/26/202219:08 Nate Grippes D3 Online Forum Budget DLC Feedback on the FY 2023 Proposed Budget After review of the SLC Mayor's proposed FY 2023 budget we would note that the
budget does not appear to mention residents with disabilities or any specific budget
items directed at their needs.We are excited,however,to be a part of the new
Accessibility and Disability Commission,and we hope to see a greater focus on this
community moving forward.On a slightly positive note,the Mayor does propose
roughly$5 million for affordable housing.Unfortunately,that is also roughly the same
amount of funding proposed for golf courses in the City,so we would certainly like to
see more funding targeted at affordable housing.Moreover,we could not find a
definition for"affordable,"making it unclear exactly where those funds will be
targeted.Our recommendation would be to target housing that is deeply affordable.
On transportation,we did really appreciate the continued funding for on-demand
transportation on the westside,given that one of the big challenges we have seen for
Utahns with disabilities and those who are aging is difficulty with the first/last mile.
And the funding for traffic calming is incredibly important for those populations as well.
Finally,a great deal of funding is proposed for the police department including racial
worker programs and even a civilian response team;however,there was little
information on these programs and how it might improve police response to those
with disabilities,who are disproportionately imparted by police brutality.Thank you for

5/22/202215:48 Richard Villata D4 Online Forum Proposed Changes to RMF-30 Zoning District Proposed zoning and residential parking issues. I live in an R2 zone adjacent to an RMF-30 zone(barber shop on 5th south).The city is
proposing to change the off-street parking requirement for rental properties.Elizabeth
Street behind the barber shop is a dead end street with several apartment buildings.
Trash collection can only occur on the west side of the street due to the problem with
turning around.Parking on the city streets is insufficient to accomodate multiunit
apartments,residential rentals to college students,or residence subletting of rooms.
Parting services,private homeowners,and sanitation have requirements that conflict
with one another.Out-of-state,i.e.California developers,are destroying the character
of Salt take City.Many of the apartment buildings in Sugarhouse and downtown SLC
look like cheap NYC tenement buildings.There are numerous examples of some really
nice apartments that are architecturally pleasing.So much of what is being approved
now can only be construed as driven by a slum lord and tax revenue mentality.I haw a
Civil engineer and medical degree so this not something to which I am unaware of the
various es.Stop mining SLC.The downtown area has become something to avoid
most of the time.

column good streets throughout the City,including residential neighborhoods along with
annual painted crosswalks,curb markings,bike lanes,etc.I would also like to see a
priority in the cleaning of streets being free of trash&weeds in median strips,or along
the Sine&UTA stops within the City.Shared Housing and Changes to RMF30 Zoning
information,as I read it,would allow for Boarding Houses,small hotels rentable on a
nightly,weekly,monthly or yearly occupancy.I am against the areas being considered
for rezoning changes to RMF-30.Many areas are zoned adjacent to single family zoned
areas within SLC.The Proposal to Update Off-street Parking Regulations needs not to
be changed.The requirement for at least one parting stall for each unit of apartments,
condos,townhouses being built in the City is best enforced.Exceptions have been
made to not require the number of parking stalls for every unit already.If lam wrong,
please let me know,though on 2100 South the Izry North&Izzy South were granted
exceptions.Comments were made years ago through SHCC about the two large
apartment complexes built along the 5-line on Wilmington Avenue between 600 East
&700 East.The overflow of automobiles parking at night,and on weekends continues
to increase on the surrounding residential streets.SHCC&the City also received
comments reference the two lay complexes that'll cause overflow parking in the
adjacent residential streets.Affordable Housing Incentives Proposal is an acceptable
plan for taller buildings,though how many incentives(tax breaks or reduced permit
sts)does a large developer require?The burden of costs are then passed on to the
City's property owners and residents in the form of increased rates for water,sewer,
storm and property taxes,as well as increased costs for permits when doing
construction projects on a resident's home/property.I know the City workers do a fine
job implementing the services required to be a top care city for residents,and visitors
alike so it is good to read there has been a proposal fora small increase in pay of 4.5%.
A higher increase of 8-10%seems more feasible with the cost of living in SLC and
along the Wasatch Range.

Increase the fees of the two-,no-&90gallon,larger containers.4.5.I am a single man
living in SEC,have used a 40-gallon garbage container for over 10 years,on average I
place it on the curb for pickup once every 3-4 months.I pay my monthly Public
Utilities bill every month in the amount of$15.28 whether I use the service or not.4.I
suggest the implementation of a system that dmrges every time the containers are
being placed on the curb for pickup by 5.having a scanning system developed on the
container&City pickup trucks.The next two comment topics did not have flyers mailed
0 me,nor I guess to any City residents,and they are reference Pioneer Park and City
property taxes.Do not waste any money,definitely not$20 million dollars or whatever
the figure is being proposed to dtange anything with Pioneer Park.The functioning&
beautiful Pioneer Park was updated years ago and is fine still to this day.I've walked
through at night in the dark and there were no issues or observations of concern.The
function of the park is excellent!Finally,I am not in approval or happy with a proposed
property tax increase for residents at 4.9%,and to have the mayor state"necessary"is
debatable at best.Increase business developer fees,taxes on large apartment
complexes,or not provide current or future incentives for housing complexes and keep
the large increase at bay.At minimum keep the proposed increase to half of the
current proposal,a 2.5%increase is more palpable if it is indeed needed.Goodness,
how much more can a SEC resident absorb with City fees&tax increases?The concern
about SLC's increased housing prices forcing manyto move out of the city is evident in
the proposed fees&tax increases for FV2023.I suppose I'll learn more about the
Thriving in Place Study,and provide my input at www.thrivinginplzceslo.org.I hope the
study isn't costing the City taxpayers any money?If anyone has any questions,please

house people that don't have the same kind of personal investment in their properties
and probably wont take care of them well.Also,it's obvious that such housing is
targeted at low-income people that may bring other unwanted social problems to
existing peaceful neighborhoods.Why should people that have purdoased houses have
to put up with this kind of governmental force against their wishes.You should
immediately cancel this autocratic kind of socialist planning and keep zoning laws that
allow individual people to stay in neighborhoods without the governmental threat of
large,unwanted,"shared housing"(which is basically a euphemism for"public
housing"and all the social problems that that suggests).being built in their back yards.
It's a horrible idea.The government should not be in the business of dictating what can
be built or where it can built,in exiting neighborhoods without the consent of the
property owners that live there.Please rescind RMF-30 Zoning Plans immediately-it is
an tin-American idea,disgustingly socialist in nature,and it mikes at the very heart of
the reason Americans work hard to become individual home owners in the first place.

by a significant margin.They are ugly,bad for the environment(heat from asphalt),

forms(walking,public transit,biking).If developers want parking for their customers,
they should be free to build it but the city should not be enforcing arbitrary rules on
private landowners.This is especially true in urban areas.Excess parking greatly

5/31/2022 14:2S Jennie McCullough DZ Council Comments Email Dangerous Situation DZ-CIP Application-Brentwood Dear Ms.Fowler:Several months ago my neighbor,Jennie McCullough,and I contacted
Circle/Wyoming Street flooding mitigation you regarding repeated,significant flooding in our Parleys Way neighborhood.The
Mayor's office advised us to apply fora Capital Improvement Project(CIP)to address
the problem,and we did,on behalf of ourselves and six other neighbors.We recently
heard that the COCIP Board did not send our application forward,which was surprising
given the strength of the application and magnitude of the need.However,we also
understand that a final decision on funding CIP projects has not yet been made.We are
writing today to again request your support for funding the Brentwood Circle and
Parley's Way Storm Water Drainage project.Our CIP application included a plan to
divert Parleys Way storm water away from Brentwood Circle by installing larger catch
basins,replacing transition structures,and enlarging waterways along Parleys Way.In
addition,we requested larger drainage pipes at the bottom of Brentwood Circle.We
understand that this part of the proposal was added to Public Utilities list of ratepayer
project requests.In our proposal we asked that the city share in the expense of
preventing flooding in our neighborhood.My family has spent$56,000 to recover from
flooding and prevent future flooding,and the McCulloughs have spent-$76,000.Two
other Brentwood Circle homeowners spent$20,000 and$30,000 each.In addition,the
MCCulloughs recently had their property re-graded and they installed a concrete
barrier and 2-toohin-diameter pipe to redirect storm water—a project that will cost the
three homeowners involved an additional$30,000.We are asking for further help horn
the cites to protect our properties from flooding damage in the future.I'm reattaching
the materials that we submitted for the CIP application;the cover letter explains the
project in brief.Jennie McCullough and I would like to set up a 10-1S minute phone call
or Zoom meeting with you to discuss the project prior to the City Council's discussion of

very difficult circumstances.I would like to share some input on your Explorers
Program.you are in charge of a very diverse city and in need of a diverse force to
integrate into these communities.The Explorer Program is a unique and effective way
to build this bridge.Asa teacher myself,it is very clear to me,that not just anyone can
be a teacher(contrary to popular belief).you can hand anyone a curriculum,but you
need someone who can connect with the age group being served.you have a unique
opportunity to have someone who can achieve both goals.I have observed Office
Daniel Carlson on numerous occasions working with his Explorers.He is able to engage
them on both an academic and emotional level.He is also an effective communicator
that conveys his care and support of each participant.I know that there is a shortage of
Police Officers,however,in looking back over the statistics,there has always been
some sort of shortage.If you,in fact,value this program and are interested in
developing it to its full potential,I would like to ask you to designate a full time Officer
to the Explorers and consider Officer Daniel Carlson to take that position on a full time
basis.This would be an investment in your city.I know that Officer Godson would not
only teach and lead this group of strong,young people towards a career as Police
Officers,but has positive plans of going out into the community and making contact
with other organizations and school communities to publicize this program.I have seen
him take on extra work on his own time when a project for the Explorers was not going
well.He is always willing to step up and wants this Program to succeed.That can't
happen with only hourly or part-time people in the lead.Officer Carlson would like to
be an Teacher at some point,to he already possesses many of the skills necessary for
this position.I am aware that budgets and money are always an issue,however,an
investment now will only pay for itself over time.There are many people that have
worked with Officer Carlson and would support him leading your Explorer Program
going forward.I appreciate your time and your consideration.

5/31/202217:2M Susan Sandack DZ Online Forum Budget Road Improvement The stretch of road between 2/00 and 3300 South 900 East is in dire need of repair and
bike lane as the city accomplished so well to the north.Because this stretch transitions
to Millcreek jurisdiction at approx 3100 South,my concern is that neither city is
taking responsibility to include it in infrastructural improvements.Please find a way for
the two cities to partner to improve a very neglected and busy street.

lives in a single family dwelling.I have concerns that what makes Sugarhouse great,
including the"neighborhood"feel,will not be retained if multifamity dwellings are
allowed on these small lots.This change to zoning will bring more individuals to the
neighborhood(parking is already an issue),encourage more modern developments
that lack the charm of the old bungalows,and drive out the residents(many of whom
have lived here for decades)that make this neighborhood so great.Please consider
retaining the zoning as is.

on SEC services and projects.Thanks for inviting input.Three things are on my mind for
the City.1.Please do all you can to incentivize,prioritize,or mandate water saving
practices by the city and,to the extent possible in your authority,businesses and
residents of the city.2.Air quality is the single biggest"negative"of SLC.Please engage
experts to advise continuing ways we can improve air quality.This is an extremely
serious health and quality of life issue.3.Public transportation:Support,expand,and if
possible make public transportation free.While I ride free because the univ of Utah
offers this to faculty/staff/students,look for ways to get people out of cars and onto
public transportation and bikes(please expand bike lanes to make it safer!).4.Support
community gardens.The likely partner for this is Wasatch Community Gardens,but
maybe there are others.These build community,encourage healthy eating/lifestyle,
generate food that is shared with food pantries and pedestrians that pass by(plots are
