Council Members Valdemoros,Mano,and Petro-Eschler spoke regarding Item D-13, comments included:the cameras were effective in deterring crime in areas they were placed, advocating to place cameras in the City where there were crime hotspots –while keeping flexibility on camera locations,and the importance of ensuring the reasonable right to privacy for the citizens of the City (reviewing of criteria for placement,when it was appropriate to remove them,and who would monitor the data collected). Council Member Petro-Eschler inquired if the 20%match (Item I-1)was enough for the City to be competitive.Mayor Mendenhall said the City was providing a 21.5%match on the grant request which was very competitive and the biggest match the City had provided for a transportation grant. Laura Briefer thanked those involved in the bond proposal process and said due to favorable market conditions the bond process was moved up from FY23 to FY22,there were significant aging water infrastructure and regulatory compliance needs in the City and a large portion of this bond would go towards the continuing construction of the new Water Reclamation Facility.She noted the Council was scheduled to vote on the bond during this evening’s Formal Meeting and that a public hearing was scheduled for May 17,2022. Lisa Tarufelli mentioned that the Staff Report included long-term debt modeling as well as what work was happening now. Council Members and Staff discussed consideration of voting precincts and Census Blocks within the new proposed maps,maps potentially following/not following geographical boundaries (such as the I-15 freeway),having close to an equal amount of constituents in each district,adjustments needed for some districts to avoid splitting voting precincts, coordination with the County Recorder for adjustments to split voting precincts, Straw Poll:Support for tentatively adopting map as proposed on the screen (shared in the live meeting),including recent adjustments.All Council Members were in favor. Mr.Luedtke added he would provide the adjusted map to Council Members,provide access for the public to view the adjusted map,and noted the Council was scheduled to vote on the map next Tuesday,May 10,2022. The Council will receive a follow-up briefing about an ordinance that would amend sections 2.54.030 and 2.54.060 of the Salt Lake City Code Pertaining to the Use of City Owned Motor Vehicles by employees.The changes include:revising personal use allowances,expanding the distance limit from 35 miles to 60 miles from city limits;location monitoring,reporting and enforceability;cleanups to align with state law;and allowances during emergency circumstances. Council Member Fowler expressed support for the proposed ordinance noting is was a good incentive and requested the Administration provide more information on the current status of police vehicles (if new vehicles were needed/acquired,if there were enough vehicles currently,etc.).
