comments about the proposed 2022-2023 budget-LESS money for golf
courses.Due to the drought and climate change,it seems unwise to invest
more on golf.The proposed park master plan(Reimagine Nature)calls for
rethinking golf courses to include more non-golf activities(e.g.,walking
paths).Unless the increased money goes re making golf courses more multi-
functional so that more community members benefit from them,I am
strongly against spending that money.-MORE money for street safety,
including bike and pedestrian projects.I applaud the recent 20-mph
ordinance and the task force announced by the mayor,but we need more
and we need that fast.-MORE money for affordable housing.Recent rent
increases have been extremely fast and have displaced many residents.And
know that owning a home in SLC is becoming more and more unaffordable.
Also,given the state's preemption on tenant protections,we need to build
more housing and(relevant to the budget)invest more money in creating

ARPA funds for the Sorenson Impact Center were needed.This is$10
million!.Council members asking to review the actual consultant's study so
they may be better informed is good government.Relying only a power
point slide deck is not good government.Where is the latest mayor's formal
transmittal to request this funding?TRANSPARENCY is the hallmark of good
government.If the Sorenson plan now recommends not to have"pay for
performance"baked into the social impact bond for wall street investors-
then the question is why is Sorenenson Impact Center even needed?The
money could be given directly to the organizations the mayor mentioned:
Early Head start and the SLC School Distict fonudation-for these groups to
operate the early childhood programs.I think everyone wants the early
childhood programs-but it must be carefully planned,and not throw$10
million to a Universty think-tank that will use the funds to justify there own
plan and hire there own program managers.Also,why is the fairground SLC
youth program moving out of Rose Park?This I beleive is a grant funded
program-and should not be continued to be funded with SEC general funds.
Childhood and family resources are important,Make existing programs more

individuals that used the garbage cans as a donation.And the lady was acting
rude as I ran pass by.And when I came back,I saw these 3 individuals is still
there.I saw that they are using drug and smoking.I called the slpd so this is
the regular activities that you will see in this area espactually what was
happened tonight is really pissed me off and upset me.There're a lot of the
young kids and juvenile that using this trail and I know that they are seeing
that people are using drugs and it's not ok.I think this need to be done.If you

Liberty Park events.There were questions about fire safety but it looks like
the State of Utah is allowing fireworks on July 23rd.I took this notice directly

change the zoning in Harvard-Vale to permit the building of 4-plexes.It
wasn't long ago that everyone was outraged when the Hubbard House
(garage-mahal)went up.The city counsel spent a considerable amount of
time drafting an overlay to prevent a repeat of this atrocity.Now the plan is
to go back in time,before the overlays,and make it even worse.This time
allowing developers to tear down historic homes,tear out mature trees in
our urban forest,and build 4-plexes.The rationale is to provide affordable
housing,which is a laudable goal.However,the damage to the neighborhood
would be irreversible and it wouldn't do much to provide affordable housing,
flat all.The only beneficiaries would be developers who can now trash the
neighborhood and line their pockets.It would also create more traffic,
making streets more dangerous for pedestrians and bicyclers.Is this really
what the city wants?I look around the city and see dozens of new apartment
complexes going up.Certainly these will provide the needed affordable
housing and in locations nearer to Trax.If the city needs more apartment
complexes,I suggest you look at the blight that exists all over from State St.
and west.There are numerous places that can be redeveloped nearer Trax
where affordable apartments can be built.Let's be wise here and not take a
wrecking ball to historic neighborhoods.Please consider my remarks and

Housing Overlay Plan.It is my opinion that it is not fully thought through and
lacks adequate input my the citizens the proposal affects.I only recently
became aware of the plan thanks to my Neighborhood Council.It is my
opinion the zoning changes and approval process will allow for poorly
planned and destructive projects.The area you represent has over many
years developed a unique,attractive and historical character that potentially
could be lost if the plan is approved.There is inadequate parking to support
multiple dwelling units.The theory that people will utilize mass transit or that
future renters will only rely on one car is erroneous.There are a number,34
thousand apartment units built or being built,I have been told.Has the city
required a percentage of them to be affordable?With lack of water,
increasing crime,traffic congestion,overcrowded local,state and federal
parks perhaps it's time to reconsider how we view growth.We certainly no
longer need to incentives companies to move here.Perhaps we need not
advertise the state's unique resources.Perhaps the Olympics are not truly a
benefit and should more carefully be considered.I appreciate the

incident on Friday evening.One of his neighbors about 5 house down was
having a loud party,he did not mind the party except the music was so loud it
was shaking the windows on his home.He called dispatch at 6:00pm,they
said they would send an officer out.No one came,the gentelman then called
again at 7:00pm and 8:00 pm,plus his wife had called twice and the dispatch
informed them other neighbors has also called.Finally a response came at
about 9:00 pm and the music was turned down.His frustration is the lack of
response.He feels that if he lived in a"richer"area,the police would have
responded much faster but that since they live in tone Park that they are not
cared about enough.Their areas are neglected by everyone and he is hoping
someone can help them change this stigma of the Rose Park area.

make this a fair increase.But it would be even better if you did$0,$3.25,
$11.50 so that people had much more incentive to go to the smaller can,and
so that the price per gallon is the same across the can size.Essentially,the
current and proposed pricing are cheaper per gallon for the larger can,and
this isn't a good way to do things.We are guessing that you have some sort
of base fee for the weekly pickup,and then a size surcharge on top of that,
but the pricing structure seems opaque.Here are the current prices per

council concerning the budget on Tuesday,July 7th.First,thank you far
attending and being willing to listen to people as they gave their thoughts
and ideas.A couple of my own points:The budget at the city level is different
than I thought it would be or think that it should be.It seems that the mayor
and other city officials kink of think about what they want to spend,build a
budget and then raise taxes to accomplish those objectives.I would think
that the Mayor and city council would work together to prioritize
responsibilities of the city government,allocated accordingly and then if
there was left over money then it could be spent on extras.A prioritized list
might look like this:Clean Water City safety Garbage and Recycling Roads
and maintenance Parks and recreation Licensing and enforcement Of course
everyone might order the list differently but nevertheless priorities to act as
a guide.It makes sense that a city should do something things for the
citizenry for mutual benefit and efficiency.A list of city responsibilities should
be kept just to keep the city within the bounds of its responsibility.When the
city steps outside of its realm of responsibility then one would have to
wonder if money or power is being taken from citizens unnecessarily.Having
said that,I would like to comment on a couple of comments made that night

courses are large and do require resources but so are parks.Like parks,golf
coues are open spaces that very few citizens would be able to afford on
their own.I used to golf until the city over priced it.As for being an amenity
of rich white guys,I think the city should price the green fees so that more
have access instead of fewer.Aker all,Tony Finau came from District one
and got his start on public courses and used clubs from the second hand
store,I could go on about that and have some ideas but I'll save that for
another time.Someone said that the city should be looking for ways to cut
costs.This is true.They should always be looking far ways to make their
buying power and needs advantageous for the citizens and not business.
Business should be taken into consideration when the government needs to
protect the rights of those businesses.Some in the meeting asked to be
considered for part of the budget.It is not the city's responsibility to serve
special interest goups.Many groups tap the government because it is easier
than fundraising.Let's eschew making all citizens pay for what a few citizens
think is important.I am tot saying that may of these things are not
worthwhile endeavors.They are just not in the purview of the city.One
gentelmen talked about the city breaking its own rules when doing road work
and not including bicycles in the plan.Is this true?I agree with him 100%that
there is little recourse when this happens.We need to look to the council to
make it right and something needs to be done to put checks and balances in

Project been involved in advocating for a CIP traffic calming project(the McClelland
Trail Neighborhood Traffic Calming project)which actually spans both District
5 and District 7.I am writing to urge the Council to consider allocating
additional funds($150k)to this project that is critically needed for pedestrian
and bike safety but due to three years of delays in construction has an
insufficient allocated budget.After years of community safety concerns and
tremendous support for the CIP proposal,our project was funded in Summer
2019.The neighborhood kids actually circulated petitions to be signed by
local residents in August 2018 for support of getting some safety measure
we don't die crossing the street"and many of those same kids are now in
High School which is just so disheartening.Three long years have passed;
despite the recognized pedestrian and bike safety issues that led to the
approval of this project,no project has been constructed.The transportation
planner and assigned engineer alerted the neighborhood that they were
finally able to bid out the project this summer but we were just alerted last
week that the bids came in at least$150,000 over the allocated budget and
thus the project cannot be built this Summer.Given that the budget was
allocated in 2019,this is not surprising due to rising costs.However,if this is
the lifecycle of a CIP project—that it is permissible for the project to be bid
out 3 years after approval,there should be a process to allocate more
funding so this approved and very much needed project can be built.Thank
you for considering this request.The traffic problems(speeding specifically)
are only getting worse as the SLC area becomes more densely populated and
a tragedy really is inevitable.

6/14/2022 13:16 Anonymous Constituent D6 Online Forum Budget FY23 2023 SLC Budget Hello Ana,I was in attendance at the ECC meeting last week where you spoke
about the vote coming up on the SLC budget.Thank you for bringing that to
our attention.I too,am concerned about the lack of analysis of the last
budget and the addition of services that will be paid for this year from
outside sources,but in the future budgets will be the taxpayers responsibility.
There seems to be a lack of just plain common sense here with no
understanding of unintended consequences.I support a no vote on this
budget.A University area resident.
16/14/2022 Robert Williams D1/D2 Phone Call Thank you Fairpark Learning Center Phone Call:Constituent called to give compliments to the Fairpark Learning
center staff,in particular Lindsey,along with Council Member Alejandro Puy.
He stated that Lindsey works in the computer lab,she helped him when he
was having tech issues,gave him great suggestions and appreciated how
much she cared.He gave compliments to Alejandro for being so friendly and
ring.He is very happy that the West side has such a dedicated team of
individuals who care,and wanted everyone to know how much he
appreciated the staff and Council Members.
