Rachel Otto reviewed the COVID-19 death statistics for the US and the City,effectiveness of vaccinations and booster shots,vaccination and waste water statics in Salt Lake. Weston Clark reviewed the Community Engagement Highlights, www.slc.gov/feedback/–Transportation –1100 East Reconstruction,2100 South Reconstruction,Main Street Restriping;Public Utilities –Watershed Management Plan, Water Reclamation Facility,and Public Utility Rate Increase;and Housing Stability –HUD Home-ARP Draft Allocation Plan. Andrew Johnston reviewed the occupancy rates for the homeless shelters,the State Homelessness Dashboard,upcoming reports from the state and winter overflow shelter, Cleaning and Abatements –Folsom Trail,Resource Fair-Friday May 13,2022 at Fairmont Park,Kayak Court –Friday May 20,2022 at the Jordan River;Winter Overflow Shelter 2023 and the process to select a location for the shelter. Council Members and Mr.Johnston discussed the process to select a site for the winter overflow shelter and ensuring not just one City was being made to host the shelter year after year. The Council will receive a briefing about the proposed Police Department budget for Fiscal Year 2022-23. FYI –Project Timeline:(subject to change per Chair direction or Council discussion) Briefing -Tuesday,May 17,2022 Set Public Hearing Date -Tuesday,April 19,2022 Hold hearing to accept public comment -Tuesday,May 17,2022 and June 7,2022 at 7 p.m. TENTATIVE Council Action -TBD Minutes: Ben Luedtke reviewed the location of the Police budget request in the budget book;total proposed budget amount and what the budget amount would cover. Chief Mike Brown spoke to the nature of the Salt Lake City Police Department and the need for a budget that allowed for community needs,equity,diversified response,customer service and efficiencies.He highlighted program based budgeting,Civilian Response Team, Victim Advocate Program,Promising Youth Project,Community Outreach and Recruiting, Versaterm Case Service/Upgrades,and GRAMA Programs requested as part of the budget. Council Members,Chief Brown,and Shellie Dietrich discussed the Full Time Employee (FTE)request for the Special Victims Unit (SVU)being funded from the general fund versus the current grant funding;the nature of the youth program and if they could be consolidated with other City youth programs;the Civilian Response Team communicating with Police to learn from each other to best facilitate the needs of the community,when the program would be put in place and the nature of calls the response team would respond to;the role of the Civilian recruitment employee and the importance of keeping recruitment diversified; how and who would coordinate mental health calls and the process 911 dispatchers would use to determine the best team to respond to particular calls;proposed alternative response programs being activated to address all types of calls in the City;Council’s role in the budget process and ensuring tax payers dollars were being spent effectively;GRAMA requests and why there was a request for an additional employee,crisis intervention training;the number of officers responding to individual calls;and metrics to track the effectiveness of the programs. Mayor Mendenhall thanked everyone for the work that had been done to diversify responses to calls,and encouraged the police department to work with the metrics to determine what programs to keep funding. FYI –Project Timeline:(subject to change per Chair direction or Council discussion) Briefing -Tuesday,May 17,2022 Set Public Hearing Date -Tuesday,April 19,2022 Hold hearing to accept public comment -Tuesday,May 17,2022 and June 7,2022 at 7 p.m. TENTATIVE Council Action -TBD Minutes: Allison Rowland,Blake Thomas,Orion Goff,and Tammy Hunsaker presented the FY23 Department of Community and Neighborhoods budget highlighting Sustainability, Equity,Growth and Opportunity,the request for Building Services –two Building Inspectors and one Civil Enforcement Officer,Planning –one Economic Development Business Coordinator and Historic Preservation Survey;Transportation –Livable Streets Program Launch,Frequent Transit Network,On-Demand Ride Service,School District Bus Passes,Housing Stability –Community Commitment Program Specialist Coordinator and City Ambassador Program;Real Estate Services –Maintenance of Vacant City Owned Properties and Community Connections Center Lease;and Youth and Family –Senior Community Program Manager and Community and Program Manager. Council Members,Mr.Thomas,Mr.Goff,and Ms.Hunsaker discussed the backlog for the Fix the Bricks program,the funding request for the Livable Streets program,funding for Funding Our Future;possible public transportation for the new prison,the cost to hire additional employees and why the request was for only 10 months in the budget request;how to adjust the Fix the Bricks program to make it more equitable,name change for Downtown Ambassadors,more information on the Youth City programs and their diversity,audit of Building Services to ensure the programs were working effectively;possibilities to increase the HEART Program funding in regards to resource fairs,Civil Enforcement Officer being paid for with the funds from the boarded buildings program;and where people could turn to for issues with uninhabitable apartments. Ms.Rowland stated Community and Neighborhood Staff would submit information to the Council regarding measurable metrics for the HEART Team,participation in the youth programs,traffic calming information,total cost of all new Full Time Employees and boarded building fees. Andrew Johnston reviewed the earmarked funds for Police Department positions that were funded with State Mitigation funding. Jonathan Larsen reviewed the Frequent Transportation stops and how they were tracked through the City. David Salazar presented the FY2023 Compensation Budget including the City’s Commitment to Pay Equity and Non-Represented Employee Salaries and Wages. Council Members,Debra Alexander and Mr.Salazar discussed the issues with turnover in some of the departments and how Human Resources was addressing those issues. Council Members and Ms.Alexander discussed the space needed for the new full time employees,options to make it flexible,the funding for Risk Management and what was included. 6.Board Appointment:Sugar House Park Authority Board of Trustees –Sarah Sherer ~5:30 p.m. 5 min The Council will interview Sarah Sherer prior to considering appointment to the Sugar House Park Authority Board of Trustees for a term ending May 17,2026.
