07/12/2022 - Formal Meeting - MinutesThe City Council of Salt Lake City, Utah, met in Formal Session on Tuesday, July 12, 2022.  The following Council Members were present: Daniel Dugan, Darin Mano, Amy Fowler, Ana Valdemoros, Chris Wharton, Victoria Petro- Eschler, Alejandro Puy Present Legislative leadership: Cindy Gust-Jenson, Executive Director; Jennifer Bruno, Deputy Director; Lehua Weaver, Associate Deputy Director Present Administrative leadership: Mayor Erin Mendenhall; Rachel Otto, Chief of Staff; Lisa Shaffer, Chief Administrative Officer Present City Staff: Cindy Lou Trishman – City Recorder, Amanda Lau – Public Engagement & Communication Specialist, Ben Luedtke – Senior Public Policy Analyst, Thais Stewart – Deputy City Recorder, Mark Kittrell – Deputy City Attorney, Taylor Hill – City Council Staff, Matthew Brown –  Minutes & Records Clerk  Council Member Petro-Eschler presided at and conducted the meeting. The meeting was called to order at 7:02 pm. MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, July 12, 2022 1 A.OPENING CEREMONY: 1. Council Member Victoria Petro-Eschler will conduct the formal meeting. Minutes: Council Member Petro-Eschler welcomed everyone to the meeting and explained that the July 19  Council Meeting would take place at the Sorensen Unity Center. 2. Pledge of Allegiance. Minutes: The Pledge of Allegiance was recited.  3. Welcome and Public Meeting Rules. Minutes: Council Member Petro-Eschler read the rules for public meetings. 4. The Council will approve the work session meeting minutes of May 10, 2022 and May 24, 2022 as well as the formal meeting minutes of June 1, 2021; May 17, 2022; June 7, 2022; and June 14, 2022. Motion: Moved by Council Member Puy, seconded by Council Member Fowler to approve the work session meeting minutes of May 10, 2022 and May 24, 2022 as well as the formal meeting minutes of June 1, 2021; May 17, 2022; June 7, 2022; and June 14, 2022. AYE: Daniel Dugan, Darin Mano, Amy Fowler, Ana Valdemoros, Chris Wharton, Victoria Petro- Eschler, Alejandro Puy Final Result: 7 – 0 Pass B.PUBLIC HEARINGS:   1. Resolution: Capital Improvement Program Projects The Council will accept public comment and consider adopting a resolution for project funding allocations in the Capital Improvement Program, which involves the construction, purchase or renovation of buildings, parks, streets or other city- owned physical structures. Generally, projects have a useful life of at least five years and cost $50,000 or more. The Council approves debt service and overall CIP funding in the annual budget process, while project-specific funding is approved by September 1 of the same year.    th MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, July 12, 2022 2 FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Tuesday, June 7, 2022; Thursday, June 9, 2022; Tuesday, June 14, 2022; and Tuesday, July 12, 2022 Set Public Hearing Date - Tuesday, June 7, 2022 Hold hearing to accept public comment - Tuesday, July 12, 2022 and Tuesday, August 9, 2022 at 7 p.m. TENTATIVE Council Action - TBD    Staff Recommendation - Refer to motion sheet(s).   Minutes: Ben Luedtke introduced the Capital Improvement Program (CIP) funding log which included over 90 projects and explained that the public could access the current funding recommendations at http://tinyurl.com/slcfy23cip.  Lary Suggars: Expressed interest in implementing speed limiting and improving lighting within the 900 west corridor. George Chapman: Spoke in opposition to the 1100 East project, the Pioneer Park project, and spending money on new landscaping. Nigel Swaby: Advocated for improvements for street safety on 1000 West and for improvements to Madison Park.   Motion: Moved by Council Member Dugan, seconded by Council Member Fowler to continue the public hearing to August 9. AYE: Daniel Dugan, Darin Mano, Amy Fowler, Ana Valdemoros, Chris Wharton, Victoria Petro- Eschler, Alejandro Puy Final Result: 7 – 0 Pass C.POTENTIAL ACTION ITEMS: NONE.   D.COMMENTS: 1.Questions to the Mayor from the City Council.   MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, July 12, 2022 3 Minutes: Council Member Petro-Eschler expressed appreciation for the Jordan Park laser show held on July 2, 2022. 2.Comments to the City Council. (Comments are taken on any item not scheduled for a public hearing, as well as on any other City business. Comments are limited to two minutes.)     Minutes: Jefferey Wood: Spoke about their personal experience with Jordan River and expressed concern about drug use near the recreational area.  En Canada: Advocated for various projects and programs that they would like the City to implement. Katie Pappas: Advocated for environmental justice in Inland port contract negotiations involving the City and described different ways the City could pursue this goal.  Richard Holman: Overviewed environmental justice assessment next steps. Described the necessity for public involvement and lasting assessments included in City negotiations regarding the Inland port. David Maxfield: Expressed concern about storm drains above 1100 East. Carolyn Erickson: Discussed environmental injustices relating to the Inland port and argued for an environmental impact study. Cindy Cromer: Spoke about her experience with inaccessible housing and displacement caused by housing insecurity. George Chapman: Spoke about the homelessness issue and described a necessity for improved housing because of its impact on public safety. Charlie Mont Blanc: Requested the City Council to create a cat park. Council Member Wharton expressed concern about the straw poll held during the work session for the sales tax bond and emphasized the time sensitive content and the work needed by the administration in order to address the bond requests in proper time. Council Member Dugan agreed and explained that additional data and information about specific project costs could be provided, and acknowledged the desire to be timely in the discussions scheduled. The Council discussed the possibility of holding a meeting on July 26; Council Chair agreed to be in touch with the Council Members.
