Minutes: Council Member Fowler welcomed attendees, detailed the remote meeting format, and information on the vacant District 1 position. 2. Pledge of Allegiance. Minutes: A moment of silence was held while the American Flag & Pledge were displayed.  3. Welcome and Public Meeting Rules. Minutes: Council Member Fowler reviewed the rules of decorum.  4. The Council will approve the work session meeting minutes of Tuesday, April 13, 2021; Tuesday, April 20, 2021; and Tuesday, September 7, 2021; the formal meeting minutes of Tuesday, September 7, 2021; as well as the meeting minute excerpts relating to Delegating GO Bond actions from Tuesday, September 21, 2021. Motion: Moved by Council Member Mano, seconded by Council Member Faris to approve the Work Session meeting minutes from April 13, 2021; April 20, 2021; September 7, 2021, and Formal Meeting minutes from September 7, 2021; as well as the meeting minute excerpts relating to Delegating GO Bond actions from September 21, 2021. AYE: Dennis Faris, Daniel Dugan, Darin Mano, Amy Fowler, Ana Valdemoros, Chris Wharton Final Result: 6 – 0 Pass 2. Ordinance: Budget Amendment No.3 for Fiscal Year 2021-22 The Council will accept public comment and consider adopting an ordinance that would amend the final budget of Salt Lake City, including the employment staffing document, for Fiscal Year 2021-22. Budget amendments happen several times each year to reflect adjustments to the City’s budgets, including proposed project additions and modifications. This amendment includes re-authorizing $2 million for the nonprofit Switchpoint to assist in their purchase of the former winter overflow shelter at the Airport Inn. Switchpoint, is proposing to purchase the property to provide transitional housing for extremely low-income seniors and veterans.    FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Tuesday, October 5, 2021 Set Public Hearing Date - Tuesday, October 5, 2021 Hold hearing to accept public comment - Tuesday, October 19, 2021 at 7 p.m. MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, October 19, 2021 3 TENTATIVE Council Action - TBD    Staff Recommendation - Refer to motion sheet(s).   Minutes: Ben Luedtke provided a brief introduction to the proposed ordinance.  Nigel Swaby expressed concerns regarding the Airport Inn being a permanent shelter but was concerned over the lack of transparency in the process, supported the facility.  George Chapman spoke regarding the Airport Inn and asked the Council to consider rezoning the International Center to allow housing.    Motion: Moved by Council Member Dugan, seconded by Council Member Faris to close the public hearing and adopt Ordinance 60 of 2021, amending the FY2021-2022 final budget of Salt Lake City including the employment staffing document as shown on the motion sheet. •D-1: Switchpoint Contract Encumbrance Carryforward – ($2,000,000 – General Fund Balance) •I-1: Reclassify a vacant FTE from Council Office Administrative Assistant (grade 24X) to Constituent Liaison (grade 26X) and update the Appointed Pay Plan in the FY2022 Compensation Plan. AYE: Dennis Faris, Daniel Dugan, Darin Mano, Amy Fowler, Ana Valdemoros, Chris Wharton Final Result: 6 – 0 Pass D.COMMENTS: 1.Questions to the Mayor from the City Council.   Minutes: There were no questions. 2.Comments to the City Council. (Comments are taken on any item not scheduled for a public hearing, as well as on any other City business. Comments are limited to two minutes.)     Minutes: Jan Ellen Burton, Katie Pappas and Alice McHugh spoke regarding mosquito abatement, the dangers of pesticides, the Inland Port should pay for its mosquito spraying, spraying did not reduce the effects of the mosquitos but hurt MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, October 19, 2021 7 the animals that ate the mosquitos and there were better ways to address the issues.  Leigh Fullmer, Aubrey White, Victor Foster, Jordan Brown, Michael Westbrook, Zachary Frankel, Chandler Rosenberg, Denise Cartwright, Alireza Vaziri, Krista Parry, Mary Ann Karren, Jess Oveson, Valerie Garrison, Nan Seymour, Sergio Toledo, Alex Veilleux, Lisa Walker, Nate Housley, Lindsey Hutchinson, Browne Sebright, Gregory Wilson, April Zirbel and McKenna Taylor spoke regarding the need to save the Great Salt Lake; comments included: toxic materials exposed when lake bed dried up (harmful to humans/ozone/economy), worsening air quality due to dust, massive ecological implications, request to stop diversion of water to the lake (by 30%), Bear River Development project projected to reduce the lake by two-feet, eminent air-quality disaster should the lake disappear, unable to speak to the Legislature regarding the Bear River Development project, pollution and effects of lake drying up disproportionately impacting Westside community, work to get water into the Great Salt Lake, fear of bird populations declining, secure long-term water rights for the lake’s future, wetlands being important for natural habitat and long-term water storage (important to protect), ski industry would be harmed if the lake dried up, adopt legislation to preserve water levels, poor air quality reduced life expectancy, research confirmed lake contained toxic materials, lake was currently at all time low, learn how other lakes were depleted (becoming dust bowls), and urging the Council to provide leadership for water conservation.  Spencer Marchant spoke regarding the tennis courts at Liberty Park  and thanked the Council for helping to improve the courts.  Nigel Swaby spoke regarding the homelessness situation in the City, the lack of plans for an overflow shelter, suggested sanctioned camping on City property, storage for homeless persons belongings and supported the approval of the temporary zoning regulations to address homelessness.  David Scheer spoke regarding the Utah Inland Port; risks the port imposed (traffic congestion and air pollution) and concern that data had not yet been provided on employment and emission transmission.   Cindy Cromer spoke regarding land use decisions in the City for the past 60 years; and demolishing housing for I-15 corridor, the City Officials needed to review the way housing was addressed to bring back the missing middle.  George Chapman spoke regarding 300 North bike elevators were a crime magnet, stop planting trees in park strips and medians, open the zoning to allow housing in more areas.   Dave Iltis spoke regarding supporting all comments regarding the Great Salt MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, October 19, 2021 8 Lake, 100 South/Complete Streets Ordinance not having a bike lane despite its requirement in the ordinance, creating a negative precedent for the future.             E.NEW BUSINESS: 1. Ordinance: Amending and Restating Salt Lake City Code Chapter 3.04 Relating to Local Sales and Use Taxes The Council will Consider adopting an ordinance that would restate Salt Lake City Code Chapter 3.04 relating to local sales and use taxes.  This is a housekeeping ordinance to align City code with state law.    FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - n/a Set Public Hearing Date - n/a Hold hearing to accept public comment - n/a TENTATIVE Council Action - Tuesday, October 19, 2021    Staff Recommendation - Refer to motion sheet(s).   Motion: Moved by Council Member Dugan, seconded by Council Member Faris to adopt Ordinance 61 of 2021, amending and restating Chapter 3.04 of Salt Lake City Code relating to local sales and use taxes.
