MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, October 12, 2021 1 Work Session Items   1.Informational: Updates from the Administration ~ 4:00 p.m.  30 min. The Council will receive an update from the Administration on major items or projects, including but not limited to: •COVID-19, the March 2020 Earthquake, and the September 2020 Windstorm; •Updates on relieving the condition of people experiencing homelessness; •Police Department work, projects, and staffing, etc.; and •Other projects or updates. FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Recurring Briefing Set Public Hearing Date - n/a Hold hearing to accept public comment - n/a TENTATIVE Council Action - n/a   Minutes: Council Member Fowler welcomed everyone to the meeting and reviewed the rules for the meeting. Mayor Mendenhall provided information regarding COVID-19: •Council to consider extending mask requirement for K-12 to August 20, 2021 •Current metrics: 4366 statewide cases, down 134 from last weekend, 7 day average is 1399 cases per day •Statewide Child metrics; 21% of 4366 statewide cases •School district case totals (for the first 40 days of mask mandate) •West side vaccination rates (citywide average = 63.73 fully vaccinated) Andrew Johnston – Provided information regarding the Homelessness: •Shelter capacity/bed availability (October 4, 2021 to October 10, 2021) •Resource Fair scheduled in Liberty Park Thursday, October 14, 2021, with additional planned events for November •Cleaning & Abatement was paused for the week due to weather •Coordination/planning/action for implementing solutions; actively working to execute program and address the gaps in the system •Factors involved for when people decline services (trauma, substance use and decision-making) MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, October 12, 2021 2 Council Members commented on how helpful the information was and the need to recognize every experience with homelessness was unique. Chief Mike Brown provided information regarding the Police Department from January to September 2021: •Response Times •Driving factors for response time (staffing volume, distance officers travel, etc.) •Average of 310 calls for service per day •Current Staffing Level: 55 vacant positions, 516 officers, 45 officers in training or recruit status, 5 new lateral officers. •Staffing Projections including new/entry level officers and lateral officers •Staffing the Police Civilian Response Team; dedicated to responding to low-level priority/calls that did not require an in-person response by an officer Mayor Mendenhall spoke on the issue of adding additional police positions and would like vacant positions filled prior to new hires and was open to discussions for the proposition. Council Member Fowler requested a small group meeting to discuss pre-textual stops. Chief Brown said he would be available.   2.Informational: Updates on Racial Equity and Policing ~ 4:30 p.m.  15 min. The Council will hold a discussion about recent efforts on various projects City staff are working on related to racial equity and policing in the City. The conversation may include issues of community concern about race, equity, and justice in relation to law enforcement policies, procedures, budget, and ordinances. Discussion may include: •An update or report on the Commission on Racial Equity in Policing; and •Other project updates or discussion. MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, October 12, 2021 3 The Council is holding an ongoing series of discussions about policing and related topics in the City. This briefing focuses on body worn cameras including recommendations from the Council’s recently completed operations audit of the Police Department, new software programs, policies and laws among other items. FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Tuesday, October 12, 2021 Set Public Hearing Date - n/a Hold hearing to accept public comment - n/a TENTATIVE Council Action - n/a   Minutes: Benjamin Luedtke provided an introduction to the proposal, reminding the Council that the Body Worn Camera (BWC) was adopted in June 2021, final operations audit of Salt Lake Police Department (SLPD) was completed, and various appropriations were made for BWC by the Council. Megan Hardesty (Axon Representative), provided information regarding: Officer Safety Plan 7+ Program (activation, capture, de-escalation, productivity). Chief Mike Brown, Scott Teerlink, and Mason Givens presented the BWC implementation update for SLCPD: •History of BWC use; started in 2013, SLCPD currently equipped with 550 BWC •Recent recognition of SLCPD, Innovation award •Protocol created by SLCPD (data allowed SLCPD to audit/track all BWC issued) •Upgrade to Axon software package (OSP7+) recently funded by the Council - training for new software would be in November 2020 with goal to be fully operational by January 1, 2022 of all Axon features •Matrix Operational Audit Report: maintain currently monthly BWC auditing procedures by supervisors, update BWC policy to include mandatory audits by supervisors, conduct annual random small BWC audits, post BWC compliance on public website, and listing of audit recommendations that other entities were responsible for •Policies and Laws governing BWC’s and video: Utah Code 77-7a Law Enforcement Use of BWC, City Ordinances, City policies/procedures and policy manual •Upgrades to allow automatic activations of BWC: Axon Signal – device automatically activated a BWC installed in vehicle, firearm holster, and in taser. 100 vehicles had device installed to be activated when officer used emergency lights. New Axon tasers purchased (activated when taser turned to the on position) and working through technical glitches to eliminate unnecessary activations, improvements from next generation BWC was funded by the Council (audio/video was much improved, better battery life, and cords had been eliminated) •Developing data dashboard on public website for BWC audits was available for review, June 2021 – audit found officers properly activated their camera 92% of the time Informational: Naming a New Arboretum in the Salt Lake City ~ 5:30 p.m. MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, October 12, 2021 4 Council Member Fowler commended the effort by police officers, and inquired about activation of BWC percentages previously mentioned. Mr. Teerlink responded that the activation percentages were based on training and reporting integration and a new protocol was in place to more efficiently track BWC use.   4.Cemetery as The Mark Smith Memorial Arboretum  10 min. The Council will receive a briefing about the naming a New Arboretum consisting of 50 trees in the Salt Lake City Cemetery as The Mark Smith Memorial Arboretum. Mark Smith served as sexton of the Salt Lake City Cemetery for 17 years. The land is owned by Salt Lake City and managed as a cemetery and park by the Parks Division of Public Lands. Kristen Riker and Tony Gliot presented information regarding Mr. Smith’s history with the City, passion for the cemetery and the unveiling of Arboretum planned for November 6, 2021. Council Member Members spoke in support of the decision and of the impact of Mr. Smith.. Cindy Gust-Jenson and Jennifer Bruno indicated a vote would not be necessary for Arboretum action.   5.Informational: Central Wasatch Commission Update ~ 5:40 p.m.  30 min. The Council will receive an update from the Central Wasatch Commission (CWC) about engagement and other activity related to local mountain areas, such as Millcreek, Big Cottonwood and Little Cottonwood canyons. Ralph Becker, Executive Director of Central Wasatch Commissions (CWC), provided information regarding: •Mountain Accord process of implementation 2013-2015 agreement •Member Jurisdictions, including UTA as ex-officio member •Stakeholders Advisory Council consisting of ski resorts, community councils, private citizens •CWC Pillars for Transportation Solutions in the Central Wasatch Mountains, visitor-use capacity, watershed protection •CWC existed to assist the state in matters pertinent to Central Wasatch Mountains such as conflict resolution, achieve cooperation, and assist the State •Traffic Demand management; parking, bus (or other transit) strategies, integration into the broader regional transportation network year-round transit service, long- term protection of critical areas through Federal legislation Council Member Fowler inquired if there was anything the Council could do to promote the congressional legislation. Mr. Becker encouraged the Council to continue working with the Mayor, the CWC and Laura Briefer.   6.Dinner Break ~ 6:10 p.m.  30 min. The Council will receive a briefing about a resolution that would authorize the donation of certain City computers to benefit disadvantaged communities and low-moderate income families through a Digital Donation Program. The Information Management Services (IMS) is proposing the City donate surplus computers to community organizations that serve Salt Lake City’s low-income families and individuals via an open application process. The organization will then disseminate the refurbished computers to its clients, carry out an initial digital literacy screening and/or training, and provide information and resources on internet access. Nole Walkingshaw and Aaron Bentley provided information regarding: •History and purpose of Digital Equity policy •City’s history of auctioning surplus City computers, working to implement a program to provide computers to the community •The donation of 18 computers to the Sorensen Youth and Family Center for distribution to community members through non-profit partners •Program timeline •Types of computers to be distributed/surplussed •Responsible recycling for electronics Council Member Fowler inquired on the eligibility criteria the Sorensen Center would use in regards to disbursing the computers to the public and if there were plans to assist recipients with technology needed to use the computers. Mr. Walkingshaw reviewed the Digital Navigator Program, confirming United Way and other entities helping to ensure there were no gaps in technology needs for citizens and stated the City would not be providing those services. Council Member Wharton was absent.   MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, October 12, 2021 7 8.Resolution: Local Emergency Declaration Extension (COVID)~ 7:10 p.m.  10 min. The Council will receive a briefing about a resolution that would extend the Mayor’s August 20 proclamation that declared a local emergency related to COVID-19, rising cases, and resurgence of the Delta variant. If extended, the related emergency order for masks in K-12 schools, would also be extended. FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Tuesday, September 14, 2021 and Tuesday, October 12, 2021 Set Public Hearing Date - n/a Hold hearing to accept public comment - n/a TENTATIVE Council Action - Tuesday, October 12, 2021   Minutes: Jennifer Bruno provided an introduction to the resolution and informed the Council that Dr. Angela Dunn would be presenting information regarding the Local Emergency Declaration Extension (COVID) to the Council at a later date. Katie Lewis stated the proposed Resolution would extended the declaration of local emergency/ any related emergency orders and clarified the current order for the K-12 mask mandate. Council Member Faris and Mano inquired as to the scientific standards for mask wearing. Mayor Mendenhall indicated that more information would be forthcoming. Council Members discussed possible lengths of time the emergency order should be extended considering school breaks and Council meetings. Straw Poll: Support to extend to the mask mandate in the formal meeting; all in attendance expressed support to raise the item during the formal meeting with a proposed date of December 20, 2021.   Standing Items   9.Report of the Chair and Vice Chair   Report of Chair and Vice Chair.
