B.PUBLIC HEARINGS:
1. Resolution: Issuance of Series 2021 Bonds for Financing the
Construction of the New SLC International Airport
The Council will accept public comment about a resolution that would authorize
the sale of Airport Revenue Bond issued to continue to finance construction of the
new Salt Lake City International Airport. The resolution would involve the sale of
up to $1 billion in limited obligation bonds that would be repaid solely by revenue
generated at the Salt Lake City International Airport. The project is scheduled to
be fully complete in 2024.

George Chapman asked the Council to emphasize the central tunnel
transportation options to help all airline passengers.
Council Executive Director made a clarification on the initial motion to close the
hearing and defer action on this item during the B3 item confirming the intent
was to only close the hearing.
2. Ordinance: Rezone at Approximately 860 and 868 East 3rd Avenue
The Council will accept public comment and consider adopting an ordinance that
would amend the zoning map for property at 860 and 868 East 3rd Avenue. The
proposal would rezone the parcels from CN (Neighborhood Commercial District)
and SR-1A (Special Development Pattern Residential District) to R-MU-35
(Residential/Mixed Use District). The applicant would like to build a multi-family
development on the lots, however the request is not tied to a development
proposal. The properties are located within the Avenues Local Historic District
and any demolition or construction must be approved by the Historic Landmark
Commission. Consideration may be given to rezoning the property to another
zoning district with similar characteristics. Other sections of Title 21A – Zoning

Oren Hillel (applicant) thanked the Council for their time and consideration of

Kevin Blalock stated he was available to answer any questions regarding the

Michael Hardlink stated it was a great idea for housing to be put in and
requested to know the plans for the neighboring house.
Council Member Fowler stated Staff would follow up with Mr. Hardlink on his

3. Ordinance: Rezone and Master Plan Amendment at 850 and 870 East
2100 South
The Council will accept public comment and consider adopting an ordinance that
would amend the zoning of properties at approximately 850 and 870 East 2100
South. The proposal would rezone the properties from CC (Corridor Commercial
District) to CSHBD2 (Sugar House Business District) and would amend the Sugar
House Master Plan Future Land Use Map. The applicant is requesting to amend
the Future Land Use Map in the Sugar House Master Plan from "Mixed Use - Low
Intensity" to "Business District Mixed-Use - Neighborhood Scale." The intent of
the request is to allow more flexibility to develop a future multi-family residential,
office, or mixed-use development. Consideration may be given to rezoning the
property to another zoning district with similar characteristics. Petition No.:
PLNPCM2020-00906 and 00925.

Brian Fullmer gave a brief introduction to the proposal.
Anne Charles expressed that the developer was not supportive of affordable
housing which should be required for developments.
Emily Allworth spoke against the proposal as the developer did not support
affordable housing.
Due to internet connectivity issues, the Council re-opened the Public Hearing as
listed in the second Motion as listed in the minutes to afford an opportunity to
those who had not been able to connect earlier.
Mark Issac thanked the Council for hearing the item, stated reviewed the work
on the proposal with the design guidelines and how the development would
benefit the area.
George Chapman spoke to the great character of the developer, the mixed use
of the development was ideal, neighborhood supported the proposal, please
support the project.

4. Ordinance: Rezone and Master Plan Amendment at 810 East 800
South
The Council will accept public comment and consider adopting an ordinance that
would amend the zoning map for a parcel of property at 810 East 800 South. The
proposal would rezone the parcel from R-2 (Single- and Two-Family Residential)
to CB (Community Business District) and would amend the Central Community
Future Land Use Map from Low Density Residential to Community Commercial.
The applicant submitted preliminary development plans for a two-story building
that would have commercial space on the first floor, residential units on the
second floor, and parking located to the rear. Consideration may be given to
rezoning the property to another zoning district with similar

Zone requirements, proposal would enlarge the bad zoning created with the
Smith’s expansion, need to update zoning/ use the new zones the City created to
encourage developers to meet a level of development that would benefit the area.
Anne Charles agreed with Cindy Cromer’s comments, Staff Reports needed to
be simplified for people to understand the requests, developers donated money to
Council Member campaigns and that should be disclosed when petitions where
presented.
Philip Winston (applicant) reviewed the process of choosing the proposed
zoning, explained his campaign contribution to Council Member Mano, and
reviewed the benefit of the development to the area.
5. Resolution: Capital Improvement Program Projects
The Council will accept public comment and consider adopting a resolution for
project funding allocations in the Capital Improvement Program, which involves
the construction, purchase or renovation of buildings, parks, streets or other
physical structures. Generally, projects have a useful life of five or more years and
cost $50,000 or more. The Council approves debt service and overall CIP funding
in the annual budget process, while project-specific funding is approved by
September 1 of the same year.

Ben Luedtke gave a brief introduction of the proposal.
Eduardo Moreno De La Paz spoke to the Tennis Centers in the City and asked
the Council to support the centers.
Melanie Pehrson spoke to the CIP project she submitted that would update
700 South on the Westside of Salt Lake City, asked the Council to use more CIP
funding on the Westside.

Sarah Woolsey spoke to the Sugar House Safe Side Street project that was not
funded, it was an important project that needed to be addressed to help the
neighborhoods and provide traffic calming in the area.
Brett Markum spoke to the Harrison Community Garden, asked the Council to
approve funding for the garden as it would be a great benefit to the neighborhood
and deter crime in the area.
Anne Charles spoke in supported of pickleball courts, Tracy Aviary and
Odyssey House, three creeks park, and community garden development.
Kim Cherrine spoke in favor of the 10 West/South Traffic calming as it would
be a great improvement to the area.
Emily Allworth spoke to Stream Bay project regarding storm water pollution,
camping resistant landscaping should not be supported or installed as it is
inhumane and violent architecture, rock scapes are not a solution, park
improvements should be a priority as well as drought tolerant plants.
Kali Mower spoke in regard to the Odyssey House funding, the nature of the
program and who the program helps.
Jim Webster spoke to the Miller Park CIP request, need to provide the
necessary funding for all parts of the project were necessary to protect the area.
Taylor Anderson spoke to the Kensington Neighborhood Byway project.
** Comments given during item number 1 but applied to this area – George
Chapman stated CIP projects previously approved should be completed before
other projects were funded such as Miller Park and Seven Canyons Artwork, items
8 and 30 required more than 70 thousand, railroad study was great but pavement
upgrades are needed now, more playground equipment is unnecessary, camping
resistant landscaping is needed on 1300 south, and steel plates are the best for
traffic calming.
Council Member Fowler stated there would be another public hearing on CIP
applications.

Cindy Gust-Jenson mentioned that by continuing the public hearing
those who spoke tonight could not speak again at the next hearing on
the same topic, if the hearing was closed and another hearing was set
the people could be heard twice.

2.Comments to the City Council. (Comments are taken on any item not scheduled
for a public hearing, as well as on any other City business. Comments are limited
to two minutes.)
Minutes:
Rebekah Huber, Madaline Vecchi Allison Dietrerle, and William
Huff spoke in favor of the Harrison Avenue Community Garden project, asked
the Council to support the garden as it would greatly support the neighborhood.
Brian Moench (Utah Physicians for a Healthy Environment) spoke to the need
to address clean-air, regulate the Mosquito Abatement District – do not allow the
increase use of pesticides.
Polly Hart spoke in regard to the Parks, Natural Lands, Urban Forestry and
Trails (PNUT) Board’s role in processes of the City, the lack of communication to
the Board from other Boards and Commissions in the City, it was not being used
as it should and the Board needed more support from the City Council and
Mayor.
Emily Allworth, Lee Stanhope, Melinda McIlwaine spoke in opposition to
Inland Port, need to conduct environmental studies to address traffic,
environmental issues, water/air pollution, the birds should be protected, where
were the resources for this project going to come from and what was the role of
the City in ensuring it was not a determent to the city residences.
Anne Charles spoke in support of hybrid meetings, the danger of pesticide use
and expressed disappointed in the pay raise for Salt Lake City Police Officers.
Jim Webster spoke to the state program to address wildlife infractions, need to
address the issues with cutting trees during nesting season and deleting fire fuels
from the parks.
Cindy Cromer thanked the City Council and Recorder’s staff for the hard work
to keep meetings aligned with requirements and considering access during the
past hard year.
George Chapman stated there should be sign-on and retention bonus for police
service to retain the officers on staff, one dollar transit fares should be supported
by UTA, security around the homeless centers should be increased and include
drug dogs to lessen drug use and crime, need more bike lanes in the City,

residents did not accept a tax increase from the mosquito board and the Council
should be complaining about it.
Council Member Fowler echoed Cindy Cromer’s comments regarding the work of
City Staff’s great work.

The Council will consider a motion to ratify the Chair’s determination to continue
meeting remotely and without an anchor location due to the health and safety of

the Certified Tax Rate, upon all real and personal property within Salt Lake City
made taxable by law for Fiscal Year 2021-22 and adopting the final budget,
including the Library Budget, for Fiscal Year 2021-22.

3. Ordinance: Budget Amendment No.1 for Fiscal Year 2021-22
The Council will confirm the date of Tuesday, July 20, 2021 at 7 p.m. to accept
public comment and consider adopting an ordinance that would amend the final
budget of Salt Lake City, including the employment staffing document, for Fiscal
Year 2021-22. Budget amendments happen several times each year to reflect
adjustments to the City’s budgets, including proposed project additions and
modifications. The proposed amendment includes use of federal American Rescue
Plan Act (ARPA) dollars for police officer compensation and salary adjustments
for non-represented employees among other items.

4. Mosquito Abatement District Intent to Levy a Property Tax Increase
for Fiscal Year 2022
The Council will set the date of Tuesday, July 20, 2021 at 7 p.m. to accept public
comment about the Mosquito Abatement District’s intent to levy a property tax
increase for fiscal year 2022, as well as information about the District’s
abatement activity in the City. Information to be provided will include the dollar
amount of additional tax revenue to be generated by the proposed increase, the
approximate percentage increase in tax revenue, and the intended purpose of the
additional tax revenue. The District is a taxing entity separate from the City and
has its own ability to propose property tax changes within certain parameters.
