1. Ordinance: Rezone and Master Plan Amendment at Rose Park Lane
The Council will accept public comment and consider adopting an ordinance that
would amend the zoning of property at approximately 1902 North, 1932 North,

1944 North, and 1954 North Rose Park Lane from R-1/7,000 (Single Family
Residential District) to OS (Open Space District). This would also amend the Rose
Park Small Area Plan Future Land Use Map. The property owner intends to
demolish the existing vacant single-family home on 1932 N Rose Park Lane,
consolidate the four parcels and incorporate the land into the Regional Athletic
Complex to the north. Consideration may be given to rezoning the property to

Brian Fullmer gave a brief introduction to the proposal.
Dorothy Owen spoke to the prior conversations about the property, reviewed
the impact to the neighbors, traffic concerns, facility should be available to
everyone in the area not just private leagues and should benefit the
neighborhood.
Ronda Gal Devero spoke to the Planning Commission tied vote, reason the
property needed to be rezoned was because the Regional Athletic Center wanted
to teardown the neighboring trailer home which was appropriate to do but didn’t
require a rezone to complete it, the rezone would allow for taller and larger
buildings to be constructed and the property needed to be cleaned up and
rezoning wait until a plan was in place.
2. Ordinance: Zoning Map Amendment at 858 West and 860 West Hoyt
Place
The Council will accept public comment and consider adopting an ordinance that

would amend the zoning of property located at 858 West and 860 West Hoyt
Place from R-1/5,000 (Single Family Residential District) to SR-3 (Special
Development Pattern Residential District). The two lots are approximately .39
acres (16,988 square feet). If approved, the property owner’s stated intent is to
subdivide the property and build two new single family homes at the rear of the
property. There are two existing single family homes on the property that are
being renovated and will remain as a part of the development. The Master Plan is
not being changed. Consideration may be given to rezoning the property to

West
The Council will accept public comment and consider adopting an ordinance that
would amend the zoning of property located at 805 South 800 West from M-1
(Light Manufacturing District) to R-MU-35 (Residential/Mixed Use District). The
proposed amendment to the Zoning Map is intended to allow the property owner
to accommodate a multi-family or an attached single-family development. No
development plans have been submitted by the applicant at this time. If the
amendment is approved the applicant could develop the site in accordance with
the R-MU-35 zoning standards. The request did not require a master plan
amendment. Consideration may be given to rezoning the property to another

Brian Fullmer gave a brief overview of the proposal.
Judy Short (Sugar House Community Council Chair) liked the rezone, spoke to
the design of the building with the front facing away from the freeway, neighbors
were concerned over keeping the existing grove of trees, and the amount of
parking; recommend the approval of the rezone.
George Chapman spoke in opposition to the rezone as it did not fit with the
surrounding area, trees would be removed, sidewalks needed to be wider to
encourage walkability and proposal did not include affordable housing.
5. Ordinance: R-2 Text Amendment: Building Coverage
The Council will accept public comment and consider adopting an ordinance that
would amend the zoning text of Subsection 21A.24.110.F of the Salt Lake City
Code pertaining to building coverage in the R-2 Single- and Two-Family
Residential District. The Zoning Ordinance currently limits the building coverage
for single-family homes to 40% of the lot and the building coverage for duplexes
to 45% of the lot. The proposed amendment would increase the allowable building
coverage to 45% for single-family homes in the R-2 district city-wide. Petition

Brian Fullmer gave a brief overview of the proposal.
Jim Bradley stated the text amendment was not necessary as the current
ordinance supported the proposal, the zoning preserved the historic nature and
maintained the integrity of the area.
George Chapman spoke in opposition to the text amendment, as it would
reduce the number of trees required in the area, increase building coverage and
density would decrease the walkability and bikeability of the area.
6. Resolution: Capital Improvement Program Projects
The Council will accept public comment and consider adopting a resolution for
project funding allocations in the Capital Improvement Program, which involves
the construction, purchase or renovation of buildings, parks, streets or other city-
owned physical structures. Generally, projects have a useful life of at least five
years and cost $50,000 or more. The Council approves debt service and overall
CIP funding in the annual budget process, while project-specific funding is
approved by September 1 of the same year.

Minutes:
Ben Luedtke gave a brief overview of the proposal.
Tina Bagley and Courtney Henley spoke to the proposal to daylight the
natural spring in Lindsay Gardens to create a pollinator garden on the property,
supported the Seven Canyon’s Plan to daylight the springs, would create a place
for butterflies to lay eggs, and would be a wonderful place for people to learn and
be outside.
Demian Hanks, Marc Buban, Lynn Hall spoke to the repair of alley way
running between Sunnyside Ave and 900 South stating
•Alley was in disrepair and needed to be repaired
•Condition of the alley prevented access to properties and garages
•Prohibited ADU development and access
•Impacted parking in the area
•Make repairs to Storm water drains to allow development of the
neighboring properties
•Alley was unusable
•Repairs needed to be a priority to prevent injury to people/cars using the
alley
David Troester requested the Council to fully fund the Three Creeks West Road
Ways Capital Improvements to improve the sewer systems in the area.
Walt Brooker requested funding for repairs to Benchmark Circle, the road had
not been replaced or resurfaced for thirty five years, encouraged the City Council
to fund the repairs of the street.
Larry Suggars spoke regarding 900 West to beautify the area, slow the cars
down, and add lighting to welcome people to the area.
George Chapman spoke to bonding when the City had money for projects,
traffic circles on roads with four lanes was dangerous, Transportation should do
the traffic study, bus stops/CIP projects should have shade, 400 South bulb outs
were dangerous for bicyclists, ADA infrastructure should be a priority on 400
South, Airport should spend money on cart service for ADA use and to increase
parking, 9-Line was available for federal funding, parks needed more police
patrols and public safety, Sunnyside pedestrian safety improvements did not
include a lane reduction, 1100 East improvements were not wanted, and Sugar
House Safe Streets program needed approval.
Nedra Crow and Maren Jeppsen spoke to the history/celebration and
importance of First Encampment Park on the corner of 500 East and 1700 South;
improvements were desperately needed.

Graham Mather spoke to South Belaire Drive road construction improvement
project, said the road was in disrepair and needed immediate attention.
Council Member Mano asked constituents speaking to the alley way on 900
South to reach out to him for further discussion regarding improvements.
7. Grant Application: Homeless Shelter Cities Mitigation Grant
The Council will accept public comment for a grant application request from the
Mayor’s Office, Housing Stability to the State of Utah Department of Workforce
Services. If awarded, the grant would fund One HEART Business and Community
Liaison for Downtown and Central 9 district, and Twelve Police Officers to
address enforcement needs surrounding the homeless resource centers.

Sylvia Richards gave a brief overview of the proposal.
George Chapman asked where was the Public Safety that was promised for the
area, needed to increase the police officers in the City especially around the
shelter areas.
Amy J. Hawkins stated she looked forward to additional officers around the
homeless center, businesses need compensation from losses of property damage
and customer loss, asked to please develop a mechanism to help the businesses
recoup their losses.
Michelle Goldberg spoke to her experience with a homeless man shutting off

the main breaker to her business in the Ballpark area, the homeless shelter was a
continued problem that affected the surrounding businesses, police presence
needed to be implemented.
Christopher Butler stated the proposal was throwing money at something but
not a solution, needed to find an actual solution (not criminalizing the
unsheltered), asked if there was a plan if the grant was not approved or be the
burden of citizens, police were not the answer.
Council Members and Ms. Bruno discussed the grant funding that originated from
State funding.

problem.
Alex Veilleux, Makaio Kimbrough, Dr. Courtney Henley and Monica
Hilding spoke to the Inland Port stating:
•The dire need of a Human Health Risk Assessment for the Inland Port
•Need to understand the impact of the port prior to construction
•HB44 provided funding and researchers were available for the health
assessments
•The map (located in the packet of materials) regarding the Inland Port
depicting the protected areas in the Northwest Quadrant
•Increase funding for training, inspection and enforcement for the area, to
protect nature and natural areas in the Northwest Quadrant
•The number of deaths in State as a result of air-pollution
•Economic impacts of pollution

•Protecting the natural area north of the Inland Port for migratory birds and
land conservation
Julianna Braun spoke to issues of high traffic in Sugar House, Safe Side Streets
program was not the option, needed options to test and address traffic before
anything was implemented.
Kelly McGriff (Unity Telecom) spoke in support of of the Uniti
Telecom agreement (presented at a prior meeting) and asked the Council to
approve the agreement for implementation.
Ilgar Kassumov spoke to the International Peace Gardens and the request to
put a monument to represent his country and the lack of communication from
those in charge of the park.
George Chapman spoke to the street condition goal, Fleet Block deserved more
priority than Ballpark, crosswalks in the Ballpark should be a priority, help the
businesses around the shelters and listen to complaints from all genders
regarding the issues with the unhoused.
Cindy Cromer spoke of Lee Bullwinkle and his service to Salt Lake City Parks
Department, she thanked him for his 42 years of service.
Christoper Butler spoke to the grant funding for police activity that would need
to be funded by the General Fund in the future, asked the Council to look into
grants that addressed people problems and not just throw money at the police.

1. Resolution: General Obligation (GO) Bonds, Series 2022 Streets
Reconstruction
The Council will consider adopting a resolution authorizing up to $23,600,000
General Obligation bonds of Salt Lake City, Utah; giving authority to certain
officers to approve the final terms and provisions of the Bonds within the
parameters and providing for related matters. These voter-approved bonds for
reconstructing streets were part of the City’s 2018 Funding Our Future initiative.
This would be the last issuance of the $87 million bond total.

1. Ordinance: Budget Amendment No. 1 for Fiscal Year 2022-23
The Council will set the date of Tuesday, August 16, 2022 at 6 p.m. to accept
public comment and consider adopting an ordinance that would amend the final
budget of Salt Lake City, including the employment staffing document for Fiscal
Year 2022-23. Budget amendments happen several times each year to reflect
adjustments to the City’s budgets, including proposed project additions and
modifications. The proposed amendment includes transportation impact fees for
reconstructing streets, public engagement for a potential parks and public lands
general obligation bond, pedestrian and bicycle improvements to the 600
North/700 North corridor transformation project among other things.
