Minutes:
Jennifer Bruno, Ben Luedtke, Allison Rowland, Kristin Riker, Sylvia Richards, and
Council Members discussed the following items from the staff report:
Potential new growth revenue from the County and State Tax commission could allow the
Council to reconsider previous reductions from the budget. The Council discussed
utilizing General Fund money and its impact on future years and reconsidered the
following options:
•Changing current part-time and seasonal groundskeepers in Public Lands to full
time employees (FTE).
•Reviewed their previous decision to consolidate Public Lands’ request for 2
FTEs into 1 FTE.
•Interest in funding projects that minimize water waste in park irrigation – opting to
further consider this idea with a budget amendment later on.
•Interest in auditing City departments for efficiency and utilizing growth revenue to
supplement the audit budget.
•Considered placing new growth revenue into the General Fund and re-
assessing the proposed property tax increase.
Council Members Valdemoros and Fowler discussed the evaluation of the overall budget
with the potential of a tax increase while also evaluating what may be removed without
completing a tax increase; and improving the evaluation of the budget for the one-time
and ongoing fund distribution from year to year – addition of programs, department
creation, and other items of priority.

Council Member Mano shared that a higher service level is being provided by program
development. Council Member Wharton agreed and noted that the more significant
impact is where there has been unanimous support through budget amendment requests
– responding to the residents requesting a higher level of service and addressing
programs originated in earlier years in response to data, while also managing systemic
change needed for public safety.
Council Member Petro-Eschler shared personal experience regarding the budgetary
impact to residents and maintaining the services for the new 21 century paradigm, and
the assurance of the implementation of programs respond to the needs of the
constituents and the City.
Council Member Puy added his perspective of what may be removed as services or
opportunities if the tax increase was not pursued – including, managing deferred
maintenance, supporting City employees, addressing the insurance necessary for legal
matters, traffic mitigation, security of cyber infrastructure, open space protection, and
public safety.
The Library fund also had potential new growth revenue from the County and State Tax
commission. The Council discussed either utilizing this money to reduce the proposed
property tax increase or adding the money into the Library fund for future needs.
Current values from State Tax Commission established a maximum amount of property
tax that could be utilized for governmental immunity. The Council reconsidered their
previous decision to fund governmental immunity at the maximum amount allowed by
State law.
The Council reviewed potential Legislative Intents that have been discussed as they were
listed on the staff report. The Council added a legislative intent to evaluate the water and
irrigation systems to make improvements that would reduce water waste.
The Council reviewed Potential Conditional Appropriations that were
previously discussed:
•Current Sustainability funds might only be released after the department returns
with draft request for proposals or draft scope documents.
•Funding for employee parking lots at the Airport is contingent on the Airport
consulting with Utah Transit Authority.
•Identify a portion of the City’s Police budget to be contingent on having the City’s
crime map back on the City website.
•Continuing contingency for all Funding our Future sales tax funds to ensure that
accountability is maintained.
Straw Poll- Support for maintaining the previous decision to make the 2
FTEs requested by Parks into 1 FTE. Supported Unanimously by all Council
Members present (Council Member Fowler was absent for the vote)
Straw Poll- Support for using $600,000 to convert 25% of part-time groundskeepers
to full-time. Not supported, Council Members Puy, Wharton, and Mano were in
favor; Council Members Dugan, Valdemoros, Fowler, and Petro-Eschler were not in
favor.

million. Supported, Council Members Fowler, Dugan, Mano, Petro-Eschler, Puy, and
Wharton were in favor; Council Member Valdemoros was not in favor.
Straw Poll- Support for putting new growth revenue into the Library Fund
balance. Supported, Council Members Fowler, Dugan, Mano, Petro-Eschler, Puy,
and Wharton were in favor; Council Member Valdemoros was not in favor.
Straw Poll- Support for funding governmental immunity at the maximum allowed
by State law. Supported unanimously by all Council Members present.

2.Overview Follow-up

The Council will receive a follow-up briefing about the City's Capital Improvement
Program (CIP) which involves the construction, purchase or renovation of buildings,
parks, streets or other city-owned physical structures. Generally, projects have a useful
life of at least five years and cost $50,000 or more. The Council approves debt service
and overall CIP funding in the annual budget process, while project-specific funding is
approved by September 1 of the same year.

The Council will receive a briefing about the Administration’s progress on the Council’s
legislative intent statements for Fiscal Year 2021-22, as well as legislative intents from
previous years that have not yet been completed. Legislative intents are formal requests
the Council makes of the Administration. This briefing will include updates on a variety
of subjects, including the crossing guard program, funding for affordable housing, and
more.

c. strategy sessions to discuss pending or reasonably imminent litigation;
d. strategy sessions to discuss the purchase, exchange, or lease of real property,
including any form of a water right or water shares, if public discussion of the
transaction would:
(i) disclose the appraisal or estimated value of the property under
consideration; or
(ii) prevent the public body from completing the transaction on the best
possible terms;

e. strategy sessions to discuss the sale of real property, including any form of a water
right or water shares, if:

(ii) the public body previously gave public notice that the property would be
offered for sale; and
(iii) the terms of the sale are publicly disclosed before the public body
approves the sale;
f. discussion regarding deployment of security personnel, devices, or systems; and
g. investigative proceedings regarding allegations of criminal misconduct.
A closed meeting may also be held for attorney-client matters that are privileged pursuant to
Utah Code § 78B-1-137, and for other lawful purposes that satisfy the pertinent requirements
of the Utah Open and Public Meetings Act.

enter into Closed Session for the purposes of strategy sessions to discuss the
purchase, exchange, or lease of real property, and attorney-client matters
that are privileged.
