08/16/2022 - Formal Meeting - Minutes (2)The City Council of Salt Lake City, Utah, met in Formal Session on Tuesday, August 16, 2022.  The following Council Members were present: Daniel Dugan, Darin Mano, Ana Valdemoros, Chris Wharton, Victoria Petro-Eschler, Alejandro Puy The following Council Members were absent: Amy Fowler Present Legislative leadership: Cindy Gust-Jenson, Executive Director; Jennifer Bruno, Deputy Director Present Administrative leadership: Mayor Erin Mendenhall; Rachel Otto, Chief of Staff; Lisa Shaffer, Chief Administrative Officer Present City Staff: Katie Lewis – City Attorney, Cindy Lou Trishman – City Recorder, DeeDee Robinson – Minutes and Records Clerk, Michelle Barney – Minutes & Records Clerk, Taylor Hill – City Council Staff  Council Member Puy presided at and conducted the meeting. The meeting was called to order at 7:03 pm MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, August 16, 2022 1 A.OPENING CEREMONY: 1. Council Member Alejandro Puy will conduct the formal meeting. Minutes: Council Member Puy welcomed all in attendance and reviewed the purpose of the meeting.  2. Welcome and Public Meeting Rules. Minutes: Council Member Puy reviewed the rules of decorum. B.PUBLIC HEARINGS:   1. Ordinances: Truth-in-Taxation Hearing for Fiscal Year 2022-23 The Council will accept public comment and consider adopting one or more ordinances adopting the final rate of tax levy, for all City funds including the Library Fund, in an amount greater than the Certified Tax Rate, upon all real and personal property within Salt Lake City made taxable by law for Fiscal Year 2022- 23 and adopting the final budget, including the Library Budget, for Fiscal Year 2022-23.    FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - n/a Set Public Hearing Date - Tuesday, July 12, 2022 Hold hearing to accept public comment - Tuesday, August 16, 2022 at 7 p.m. and Monday, August 29, 2022 at 6 p.m. TENTATIVE Council Action - Monday, August 29, 2022    Staff Recommendation - Refer to motion sheet(s).   Minutes: Jennifer Bruno gave a brief overview of the proposal, including the recommendation from staff to continue the public hearing to Monday, August 29, at 6:00 pm due to a noticing issue.  Michael Hughes and Dave Alderman spoke in support of bond/sales tax dollars being used to improve the cemetery infrastructure, expressed the importance in maintaining parks and the cemetery for the future’s enjoyment.  MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, August 16, 2022 2 George Chapman spoke in opposition to the increase, said food tax should be removed, tax increase affected low income people the greatest, and the public hearing should be closed. Bob Barr requested the City publish a detailed budget for all offices and expenses, and included before new projects were created old projects should be completed.  John Gardiner stated the tax increase amount was a burden for people, inflation in all matters was creating issues for people and the cost would be passed on to renters. Mathew C and Jessica C spoke in opposition of the tax increase as it supported gentrification and pushed people out of their homes.   Motion: Moved by Council Member Dugan, seconded by Council Member Wharton to continue the public hearing to August 29, at 6:00 pm.
