Council Member Dugan presided at and conducted the meeting.

Council Member Dugan reviewed the rules of decorum.
B.PUBLIC HEARINGS:
1. Ordinances: Truth-in-Taxation Hearing for Fiscal Year 2022-23
The Council will continue to accept public comment and consider adopting one or
more ordinances adopting the final rate of tax levy, for all City funds including the
Library Fund, in an amount greater than the Certified Tax Rate, upon all real and
personal property within Salt Lake City made taxable by law for Fiscal Year 2022-
23 and adopting the final budget, including the Library Budget, for Fiscal Year
2022-23.

Hold hearing to accept public comment - Tuesday, August 16, 2022 at 7 p.m. and

Minutes:
Jennifer Bruno gave a brief overview of the budget process and truth in taxation
hearing.
Rusty Cannon (Chair of Utah Taxpayers Association) spoke to the published State tax
rates versus the requested increase and the need to be transparent in the dollar amount
the City was requesting.
George Chapman spoke to the increase in taxes over the last 10 years and the
ramifications of the tax increase to low income individuals.

Michael Bills spoke in favor of the projects outlined in the General Obligations and
Sales Tax Revenue Bonds; stated the tax increase/bonds would help with much needed
improvements to the Westside.
Sandra Chacon spoke about opening a business in Salt Lake City and how to schedule a
Development Review Team (DRT) meeting.
Council Member Dugan stated staff would work with Sandra Chacon to answer her
questions.
Motion:
Moved by Council Member Mano, seconded by Council Member Wharton to
close the public hearing and adopt an ordinance establishing the final rate of
tax levy, including the final levy for the Library Fund, upon all real and
personal property within Salt Lake City, made taxable by law for fiscal year
2022-2023 and ratify the budget as adopted by the Council in June.

Final Result: 7 – 0 Pass
