The Council will receive an update from the Administration on major items or projects, including but not limited to: •COVID-19, the March 2020 Earthquake, and the September 2020 Windstorm; •Updates on relieving the condition of people experiencing homelessness; •Police Department work, projects, and staffing, etc.; and •Other projects or updates. FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Recurring Briefing Set Public Hearing Date - n/a Hold hearing to accept public comment - n/a TENTATIVE Council Action - n/a   Minutes: Rachel Otto provided COVID-19 Updates: •Current metrics; high transmission level across the State •1,343 cases statewide •7-day average: 1,283 cases per day •School-age case rates •Eastside and Westside vaccination rates •Citywide average: 63.73% fully vaccinated •Countywide vaccination demographics Andrew Johnston provided a Homelessness Update: •Shelter capacity/bed availability for Homeless Resource Centers (HRCs) •Outreach events: last Kayak Court was scheduled for October 25, 2021, Salt Lake City Justice Courts next high utilizer day was scheduled for October 22, 2021 •Cleaning and abatement scheduled in Liberty Park and Elizabeth Sherman •Trauma and substance abuse; planning vs. action requires high levels of coordination •Car/RV camping; growing number of vehicles being used as housing, City parking ordinance was not created to address inhabited vehicles, RV Camping Pilot approved by City Council (coordination between City departments, Police, Compliance, and Outreach), goals included assisting in enforcement of camping ordinance and gathering data on current needs MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, October 19, 2021 2 Chief Mike Brown presented information regarding the officer involved critical incident (OICI) update that occurred on October 16, 2021: •Investigation was occurring within the department •Major incidents strain department resources •35% more calls for service on that day •Department vacancy status Council Members Mano and Valdemoros expressed appreciation for the department’s work. Council Member Mano requested information regarding inappropriate graffiti in the Japanese International Peace Gardens.   2.Informational: Updates on Racial Equity and Policing ~ 2:30 p.m.  25 min. The Council will hold a discussion about recent efforts on various projects City staff are working on related to racial equity and policing in the City. The conversation may include issues of community concern about race, equity, and justice in relation to law enforcement policies, procedures, budget, and ordinances. Discussion may include: •An update or report on the Commission on Racial Equity in Policing; and •Other project updates or discussion. FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Recurring Briefing Set Public Hearing Date - n/a Hold hearing to accept public comment - n/a TENTATIVE Council Action - n/a   Minutes: Allison Rowland announced the next Racial Equity in Policing Commission meeting was scheduled for October 27, 2021 at 5:00PM and an update is forthcoming from Kaletta Lynch and Moana Uluave-Hafoka on November 9, 2021.   3.Ordinance: Rezone at 1945 South 1300 East ~ 2:55 p.m.  20 min. The Council will receive a briefing about a proposal that would amend the zoning of MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, October 19, 2021 3 property at 1945 South 1300 East from RMF-35 (Moderate Density Multi-Family Residential District) to RMF-45 (Moderate/High Density Multi-Family Residential). The proposed amendment to the Zoning Map is intended to accommodate a new multifamily residential development. Consideration may be given to rezoning the property to another zoning district with similar characteristics. Nannette Larsen presented information regarding: •Details of the proposal and planned use of the site •Proposed zoning designation •Details of surrounding zoning •Project located within the Sugar House Master Plan •Zone comparison (land use differences, density limitations, yard differences) •Planning Commission forwarded a positive recommendation for the proposal Council Member Mano asked about the public feedback received from the Planning Commission and the zoning history of the property. Max Chang (applicant) explained the following: •History of the property •Reasons for the proposal •Potential proximity to public transportation and interstate •Assurances the project would fit into the existing neighborhood seamlessly Council Member Fowler asked what type of units the new development would include. The applicant indicated nothing larger than a two-bedroom unit, similar in size to the existing use.   4.Informational: Mosquito Management Discussion ~ 3:15 p.m.  60 min. The Council will hear from a community group about ideas for alternative mosquito control or management methods. The group has also invited co-presenters from Colorado and New York, who are involved in practice and study around pesticides and mosquito management. The City Council does not make policy or budget determinations for the city's local Mosquito Abatement District. Dr. Brian Moench (Utah Physicians for a Healthy Environment) introduced Dr. Leonardo Trasande (Pediatrician and Professor at New York University) who spoke about the following: •Overview of effects of pesticides on the human body •Certain types of pesticides harm children’s thyroid function which leads to a variety of brain issues in the child •Economic costs related to pesticide exposure Dr. Moench presented the following: •Research indicated that usage of aerosol pesticides leads to cases of autism •Various points opposing the Salt Lake City Mosquito Abatement District’s (SLCMAD) usage of pesticide sprays •Mosquitos adapt rapidly, so pesticides are ineffective Dr. Rella Abernathy (City of Boulder, CO) provided the following information regarding Boulder’s Mosquito Management Program: •Acreage of open space land where mosquito breeding sites are found •Biodiversity decline through the loss of vertebrates world wide •Insects are disappearing, but mosquitos are increasing world wide •Mosquitos thrive in urban environments while their predators require unpopulated space •Boulder monitored mosquito reproduction sites located on public land and monitored the sites and hired an ecological consultant Katherine Lewis provided clarification regarding the Council’s role with SLCMAD as an entity that was not controlled or regulated by the City, stating the role of the City Council is to appoint members to serve on the board. Council Members Dugan, Valdemoros, and Wharton inquired throughout the briefing: •If reduced spraying decreases mosquito populations and the time frame for seeing results •What other cites have programs that use different approaches Tentative Break ~ 4:15 p.m. MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, October 19, 2021 5 •If other state governments have banned usage of chemicals that are currently used by SLCMAD and if state laws are needed to change before suggestions can be implemented   5.Tentative Break ~ 4:15 p.m.  20 min. The Council will receive a briefing about the Sorenson Impact Center Social Investment study and recommendations. This requests the approval of $150,000 for Phase II and $10m from American Rescue Plan Act (ARPA) in a restricted account contingent upon delivery of Phase II and approval to release the funds with a goal of driving equitable economic development in Salt Lake City. FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Tuesday, October 19, 2021 Set Public Hearing Date - n/a Hold hearing to accept public comment - n/a TENTATIVE Council Action - n/a   Minutes: Jennifer Bruno provided an introduction of the proposal and reviewed the logistical and financial aspects of the proposal which would be brought to the council in budget amendment #4. Mayor Mendenhall discussed the administration’s approach that led to the proposal and explained the importance of the social investment. Ben Kolendar spoke regarding the Social Impact Study in coordination with the Sorensen Impact Center to research what type of investment would provide for an increase in equity. MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, October 19, 2021 6 Kyrene Clarke (Sorensen Impact Center) presented the following items relating to the research and results of the Social Investment Study: •Background of Sorenson Impact Center •Phase I background – looking to identify opportunities to use social impact investment in support of the City’s Economic Development Department goals and priorities •Phase I Method & Process – literature review, data review, interviews/feedback, and a landscape analysis •Opportunity Index score: Dimensions & Indicators – economy, community, education, and health are all weighted equally to establish the index score. •Factors that lead to differences in median household income by race and ethinicity, •Key Findings – concentrations of communities of color, rapidly growing young population, and lower educational outcomes in those districts •Identifying Intervention Sector – need solutions that disrupt generational poverty, increase workforce opportunity, and provide early care and education •Solutions & Opportunities to disrupt the patterns of poverty – workforce development opportunities for young adults, specifically targeting single mothers and heads of households •Supporting next generation – early education, care, and Home Visiting for children •Multi-Generational Interventions – would improve the opportunity index score and having lasting impact •Program Interventions implementation details – identified programs to meet the goals of both the City’s Economic Development team and the Mayor’s Office •Breakdown of estimated cost overviews •Explained the transition to phase 2 of the study Council Member Valdemoros asked how these things are happening on the ground, the specific program’s function, and how the funding was distributed to the programs. Janis Dubno (Sorensen Impact Center) clarified that these interventions would correlate with existing programs and indicated the programs would assist enrollment for the target population, and ensure that they are able to scale their current operations. Council Member Fowler requested the group return on November 9, 2021 agenda to further discuss the item.   7.Informational: Salt Lake County Health Department Update (COVID)~ 5:20 p.m.  30 min. The Council may hold a discussion with Dr. Angela Dunn the Executive Director of the Salt Lake County Health Department (SLCoHD) regarding public health and other public safety issues stemming from the ongoing COVID-19 outbreak. FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Tuesday, October 19, 2021 MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, October 19, 2021 7 Set Public Hearing Date - n/a Hold hearing to accept public comment - n/a TENTATIVE Council Action - n/a   Minutes: Dr. Angela Dunn (Salt Lake County Health Department) provided a COVID-19 Weekly Update: •Overview: Utah in high transmission index, Salt Lake County (SLCO) cases were up, 13% positivity, and ICU utilization. •COVID-19 cases were 21% lower than in 2020 •Case rates were increasing among 5 to 11-year-olds •4,539 school-associated cases since start of school year •COVID-19 case rates by school district for elementary, middle school, and all grades (Canyons, Granite, Jordan, Murray, and Salt Lake City) •Testing and Percentage of positivity by school district (student population tested vs. percentage of positivity) •Hospitalizations were on the rise for most age groups •39 children hospitalized since start of school year 19 of which were school-aged children •Salt Lake County ICU’s were currently at capacity with staffing being primary issue •COVID-19 deaths on the rise since delta – 29 deaths in the past week •12 to 17-year old vaccinations were slightly slowing •Zip codes with the lowest vaccine coverage and highest case rates: West Valley, Riverton, Herriman •69% of SLCO residents 12+ were fully vaccinated •Monoclonal antibody treatment update Council Members and Dr. Dunn discussed the necessity of continuing mask mandate, multiple factors contributing to school-age case rates, and other prevention methods.   8.Board Appointment: Parks, Natural Lands, Urban Forestry and Trails (PNUT) Advisory Board – Nathan Manuel ~ 5:50 p.m.  5 min. The Council will interview Nathan Manuel prior to considering appointment to the PNUT Board for a term ending October 19, 2024. Council Member Fowler said the interview would be rescheduled.   9.Ordinance: Enacting Temporary Zoning Regulations TENTATIVE   The Council will receive a briefing about an ordinance that would enact temporary zoning regulations authorizing temporary overflow homeless shelter use at approximately 235 South Rio Grande. FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Tuesday, October 19, 2021 Set Public Hearing Date - n/a Hold hearing to accept public comment - n/a TENTATIVE Council Action - Tuesday, October 19, 2021   Minutes: Council Member Faris recused himself for the discussion due to his employment with Volunteers of America who was the applicant. Council Member Valdemoros inquired if the topic had previously been presented to the Council. Cindy Gust-Jenson clarified that the item was added to the agenda for the Council to discuss if necessary, and that the Council had received legal advice however, it had not been discussed at a previous Council meeting. Council Members expressed the desire to learn more about the ordinance. Katherine Lewis introduced Hannah Vickery (Senior City Attorney), and provided the following overview of the proposal: •Details of the draft ordinance •Details of the proposal •Council’s ability to override the existing zoning conditions to house the homeless population (temporary period of six months) •Provided clarification that the temporary land use ordinance would allow for the conditional use process to be expedited Council Member Valdemoros clarified the Weigand Center was a daytime shelter, but this ordinance allows for an overnight accommodation and asked how the current loitering problem would be addressed. Ms. Vickery explained that the draft ordinance included a safely and security plan which MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, October 19, 2021 9 addressed loitering issues and indicated that there would be on-site security provided. Ms. Lewis and Ms. Gust-Jenson provided further clarification on how the safety and security plan would operate and what types of activity were included in the plan. Andrew Johnston stated that the same area included other shelters (St. Vincent DePaul and Road Home) had also been granted temporary zoning regulations to allow for temporary overflow.   Standing Items   10.Report of the Chair and Vice Chair   Report of Chair and Vice Chair; •New Staff and Intern Introductions.    Minutes: Council Member Fowler introduced the following new Council Staff/Interns: •Liz Romrell (Liaison Support Intern for District 3) •Thomas Newman (Liaison Support Intern for District 6) •Brian Pantle (Constituent Liaison) •Ariana Williford (Communications Team) •Hassan Abdi (Political Engagement Coordinator) •Lucy Barnes (Liaison Support Intern – District 4). Each new staff member introduced themselves and explained where they would be working.   11.Report and Announcements from the Executive Director   Report of the Executive Director, including a review of Council information items and announcements.
