06/03/2021 - Work Session - MinutesThe City Council of Salt Lake City, Utah, met in Work Session on Thursday, June 3, 2021 in an Electronic Meeting, pursuant to the Chair’s determination and Salt Lake City Emergency Proclamation No. 2 of 2020(2)(b). The meeting was called to order at 2:00 pm MINUTES OF THE SALT LAKE CITY COUNCIL Thursday, June 3, 2021 1 Work Session Items Click Here for the Mayor’s Recommended Budget for Fiscal Year 2021-22   1.Informational: Updates from the Administration TENTATIVE   The Council will receive an update from the Administration on major items or projects, including but not limited to: •COVID-19, the March 2020 Earthquake, and the September 2020 Windstorm; •Updates on relieving the condition of people experiencing homelessness; •Police Department work, projects, and staffing, etc.; and •Other projects or updates. FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Recurring Briefing Set Public Hearing Date - n/a Hold hearing to accept public comment - n/a TENTATIVE Council Action - n/a   Minutes: Council Member Rogers requested information from the Administration on the police vehicle equipment, protective personal equipment and gear, would like the cost of providing the police force with the up-to-date tools necessary to provide efficient and effective services for the City. No additional discussion was held.   2.Informational: Updates on Racial Equity and Policing TENTATIVE   The Council will hold a discussion about recent efforts on various projects City staff are working on related to racial equity and policing in the City. The conversation may include issues of community concern about race, equity, and justice in relation to law enforcement policies, procedures, budget, and ordinances. Discussion may include: •An update or report on the Commission on Racial Equity in Policing; and •Other project updates or discussion. The Council will receive a briefing about the proposed budget for the Office of the Salt Lake City Attorney for Fiscal Year 2021-22. FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Thursday, June 3, 2021 Set Public Hearing Date - Tuesday, April 20, 2021 Hold hearing to accept public comment - Tuesday, May 18, 2021 and Tuesday, June 1, 2021 at 7 p.m. TENTATIVE Council Action - TBD   Minutes: Libby Stockstill gave a brief overview of the department structure. Katie Lewis presented a brief overview of the department funding requests, outlined the management of the City Attorney’s Office - managed through the District Attorney’s office under an Interlocal Agreement; the department also includes Risk Management and the Recorder’s Office; requesting continued funding for staffing and $15,000 for software needs. Sim Gill (District Attorney) reviewed the request from the City Attorney’s Office for three new full-time prosecutor positions and one full-time victim advocate position. Sim Gill explained the data and the unusual decline of activity due to COVID-19, missing daytime population surges, jail population and daily counts. Council Members and Sim Gill discussed: •Difference between police officer call increase/decrease •Police response times – due to the loss of officers •Case workload and jail bed availability •Addressing repeat offenders •Proposal for new prosecutors, personnel was down to six active attorney’s with a combination of departures and military leave •Office was currently down three prosecutors; numbers were consistency down – look at retention of existing attorneys instead of adding more vacancies (current market and military leave was the issue) MINUTES OF THE SALT LAKE CITY COUNCIL Thursday, June 3, 2021 3 • How was adding more vacancies going to help the 10 attorney’s with the caseload (retention problem) – more than a vacancy • How to become part of a competitive market – efforts of retention •Reclassifying employees working through COVID-19, managing the workload   4.Fiscal Year 2021-22 Budget: Information Management Services (IMS)~ 2:30 p.m.  30 min. The Council will receive a briefing about the proposed Information Management Services (IMS) budget for Fiscal Year 2021-22. The department provides technical support for the City. FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Thursday, June 3, 2021 Set Public Hearing Date - Tuesday, April 20, 2021 Hold hearing to accept public comment - Tuesday, May 18, 2021 and Tuesday, June 1, 2021 at 7 p.m. TENTATIVE Council Action - TBD   Minutes: Kira Luke completed an overview of the Information Management Services (IMS) budget. Aaron Bentley presented the budget highlighting: •Department Mission Statement, Division Composition, Growth within IMS ◦Innovations Division ◾To develop better ways that the City may improve equity ◾Enterprise Resource Planing (ERP) Software Project ◦Media and Engagement Services Division ◦‘Data Analytics and Geographic Information Systems Division •Total Budget requested – $24,302,487 •Total Full Time Employees (FTE) Requested -84 ◦Contractual Increases – $1,129,391 ◾Reflects the increase from the vendors for continuing maintenance and support ◦Technical and Inflationary Increase – $234,449 ◦Items that have a contract with an annual increase associated with the cost ◦New software ◦City was required to perform a bi-annual cybersecurity penetration test of the network ◦Website Enhancements – $125,000 ◾Improve website stability and improve virtual meetings ◾Not a refresh of the website MINUTES OF THE SALT LAKE CITY COUNCIL Thursday, June 3, 2021 4 ◦Server Infrastructure - $180,000 ◾Multiple servers are past their useful lives ◾Offer improved security and enhanced features ◦ERP System Implementation – $2,000,000 ◾Implementation cost for the 2022 Fiscal Year only ◾Did not include the cost of the annual maintenance ◦Base to Base – $206,788 ◾Increased cost of the current employees in IMS •Six Additional FTE requested ◦IMS total FTE would increase from 78 to 84 ◦New Positions include ◾ERP Manager ◾Network Engineer – Cyber Security ◾Network Engineer – Unified Communications ◾Software Services – Data Engineer ◾Network Engineer – Enterprise Backup and Wireless ◾Civic Engagement Specialist Nole Walkingshaw gave an overview of the ERP Project, structured approach brings HR and financial services into common data structure; builds consistency within systems along with a core leadership committee established for efficiency. Council Members collectively expressed enthusiasm.   5.Fiscal Year 2021-22 Budget: Unresolved Issues ~ 3:00 p.m.  90 min. The Council will receive a briefing about unresolved issues relating to the proposed budget for Fiscal Year 2021-22. Unresolved issues are follow-up items to any questions or requests that Council Members have raised during the Department budget briefings. Council Members, Cindy Gust-Jenson, Ben Luedtke and Jennifer Bruno discussed: •Police Department items ◦Civil Service pilot program- alternative response model – funding put $2 million into a holding account from Funding Our Future Dollars ◦Safety was paramount regarding traffic stops and having a trained traffic officer responding to these calls ◦The need for law enforcement equipment ◦Requested full-time employees and social workers ◦Additional Social Workers 3 for six months and 6 for ten months with flexibility to adjust via budget amendment ◦Allocation for potential lease expense for Community Connections Center (CCC) and whether or not to fund a center now or later ◾Operations and interaction with the CCC, office space requirements and if existing facilities could be used ◦Expanding visibility/transparency software through Axon body camera services •Increase employee compensation ($1,750,889 fir each 1% city wide, general fund only) •Additional Capital Improvement Projects (CIP) dollars ◦County Transportation fund, Class B & C to 7% for specific community applications to CIP from Funding Our Future (FOF) – would have to be for FOF eligible projects •911 Communications ◦Implementing the dispatchers, fund for full year •Recapture Fireworks funding due to drought conditions •Non-Eligible – Forest Preservation and Growth – 1 FTE and ongoing equipment •Not Eligible – Forest Preservation and growth one-time •FTEs for Business Analyst for Finance – skip this item to allow for further conservation at a later date Cindy Gust-Jenson stated it was more critical to determine the items the Council wanted to fund, and to further evaluate the source of the funding following that prioritization as there were various sources for this budget year. Straw Poll To support putting $2 million from Funding Our Future dollars into a holding account to be used for the alternative response model related to police reform including traffic enforcement was supported unanimously by all Council Members present. Straw Poll To support social worker funding- (3) for six months and (6) for ten months with the flexibility to adjust/adapt the program as needed was supported unanimously by all Council Members present. Straw Poll To support funding for the purchase of additional software from Axon body camera services was supported unanimously by all Council Members present. Straw Poll To support increasing the CIP fund to 7% for specific community applications was supported unanimously by all Council Members present. Straw Poll To support implementing new 8 FTE dispatchers for a full year to implement 32-hour work week program, with the option to adjust if needed was supported unanimously by all Council Members present. Straw Poll To support the intent of not recapturing the $25,000 funds designed for a City-sponsored fireworks show straw poll was supported by Council Members present except Council Member Mano. Straw Poll To support not funding the FTE for Urban Forest Preservation and Growth (1000 tree program) was supported by Council Members present except Council Member Mano. Council Members determined to continue the conversation regarding Parks and the remaining unresolved issues to another meeting.   Standing Items   6.Report of the Chair and Vice Chair   Report of Chair and Vice Chair.    Minutes: Item not held.   7.Report and Announcements from the Executive Director   Report of the Executive Director, including a review of Council information items and announcements. A closed meeting described under Section 52-4-205 may be held for specific purposes including, but not limited to: a. discussion of the character, professional competence, or physical or mental health of an individual; b. strategy sessions to discuss collective bargaining; c. strategy sessions to discuss pending or reasonably imminent litigation; d. strategy sessions to discuss the purchase, exchange, or lease of real property, including any form of a water right or water shares, if public discussion of the transaction would: (i) disclose the appraisal or estimated value of the property under consideration; or (ii) prevent the public body from completing the transaction on the best possible terms; e. strategy sessions to discuss the sale of real property, including any form of a water right or water shares, if: (i) public discussion of the transaction would: (A) disclose the appraisal or estimated value of the property under consideration; or (B) prevent the public body from completing the transaction on the best possible terms; (ii) the public body previously gave public notice that the property would be offered for sale; and (iii) the terms of the sale are publicly disclosed before the public body approves the sale; f. discussion regarding deployment of security personnel, devices, or systems; and g. investigative proceedings regarding allegations of criminal misconduct. A closed meeting may also be held for attorney-client matters that are privileged pursuant to Utah Code § 78B-1-137, and for other lawful purposes that satisfy the pertinent requirements of the Utah Open and Public Meetings Act.    Motion: Moved by Councilmember Rogers, seconded by Councilmember Wharton to enter into Closed Session for purposes of Collective Bargaining and receive advice of Council.
