Mayor Mendenhall presented COVID-19 update including: •Current Metric for infection/vaccination rates •Vaccination locations and schedules •Emergency Responder Pandemic Leave, and the Federal Families First Coronavirus Act/ Emergency Pandemic Leave Andrew Johnston presented the Homelessness updated including: •Shelter capacity •Community Commitment Program •Resource fair scheduled for June 16 at Cottonwood Park •HEART Team was working with Advantage Services to place trash receptacles throughout the City in places that frequently see abandoned debris •Overflow shelter locations and availability •Donation Drive for used or new kitchen supplies – June 12 Magnolia Apartments MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, June 8, 2021 2 Council Members, Mayor Mendenhall, Andrew Johnston discussed the process regarding who was and would occupy the Magnolia Apartments and contact information for donations. Chief Mike Brown and Sgt. Mason Givens presented the Police Department accomplishments from January to June of 2021, and 2021 Selection Process Analysis including: •Applicant demographics •New Hire Statistics ◦Utah Residents – 468 new hire sworn applicants are residents of Utah ◦Nonresidents – 125 new hire sworn applicants were not residents of Utah •Lateral Hire Statistics   2.Informational: Updates on Racial Equity and Policing ~ 4:00 p.m.  15 min. The Council will hold a discussion about recent efforts on various projects City staff are working on related to racial equity and policing in the City. The conversation may include issues of community concern about race, equity, and justice in relation to law enforcement policies, procedures, budget, and ordinances. Discussion may include: •An update or report on the Commission on Racial Equity in Policing; and •Other project updates or discussion. The Council will receive a briefing about an ordinance that would amend the zoning map for property at 860 and 868 East 3rd Avenue. The proposal would rezone the parcels from CN (Neighborhood Commercial District) and SR-1A (Special Development Pattern Residential District) to R-MU-35 (Residential/Mixed Use District). The applicant would like to build a multi-family development on the lots, however the request is not tied to a development proposal. The properties are located within the Avenues Local Historic District and any demolition or construction must be approved by the Historic Landmark Commission. Consideration may be given to rezoning the property to another zoning district with similar characteristics. Other sections of Title 21A – Zoning may also be amended as part of this petition. The Council will receive a briefing about the Funding Our Future initiative and proposed allocations for the upcoming Fiscal Year 2021-22. Funding Our Future is an initiative to address four critical needs: public safety, affordable housing, improved streets, and better transit options. Voters approved a general obligation streets reconstruction bond and the Council approved a 0.5% sales tax increase in 2018. Funding is allocated to each of those needs during the City’s annual budget process. The Council will receive a briefing about unresolved issues relating to the proposed budget for Fiscal Year 2021-22. Unresolved issues are follow-up items to any questions or requests that Council Members have raised during the Department budget briefings. Minutes: Jennifer Bruno presented a spreadsheet with the unresolved budget items and reviewed the straw-polled items from previous work session. Council Members, Mayor Mendenhall, Lorna Vogt, Blake Thomas, Lorena Riffo-Jenson and Jennifer Bruno discussed: •Update on the re-structure of Public Services Department – creation occurs by staffing documents from Council ◦Whether or not to create a separate Parks Department ◦Full-time Employees (FTEs) were in the budget unless the Council straw polled to remove them ◦The cost savings if a department were not created but the employees were hired -$50,000 ◦All FTEs were for 10-month funding due to time it took to hire employees ◦Duties of the Trails and Natural Lands Technician and Trails Manager positions ◦Duties of the Signage Coordinator ◦Ensuring the base was taken care of such as Natural Resources Technicians and Park Technicians ◦Would additional staff allow for more strategic planning in the department ◦Results of Hiring Fair for Seasonal employees – 5 people applied for positions MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, June 8, 2021 5 ◦Finance Manager position – was it still needed if the Department was not created ◦Duties of Public Lands Planner – 1 FTE ◦Community Partnership Coordinator and why the Deputy Director could not cover this position or using a volunteer coordinator ◦Deputy Director Position duties •Final numbers for the Judgment Levy was $43,000 higher than recommended in the Mayor’s budget •Finance Department ◦Business Analyst positions – 2 FTEs •Construction Mitigation proposal – would it be appropriate for a budget amendment as more time was needed to determine if this could be funded by ARPA dollars ◦Funding for impacts to businesses due to construction ◦Adding small business construction mitigation to CIP projects as a policy ◦A percentage was allocated for mitigation for the 300 West reconstruction project ◦Tech Lake City proposal -$45,000 •Planning Department Planning positions ◦Working with Planning to allocate employees for long range planning efforts ◦Council needed to approve planning projects that were brought forth for approval •City Prosecutors reclassifications and Victim Advocate position ◦Victim advocate may be grant funded – staff will return with information Straw Poll Support to continue the maintenance of new amenities was supported by all Council Members present. Straw Poll Support not to include the Signage Coordinator position in the budget was supported by all Council Members present except Council Member Faris. Straw Poll Support to include the (2) FTE for Trails and Lands Technician and Trails Manager positions was supported by Council Members present except Council Member Rogers. Straw Poll Support to include (1) Finance Analyst position for Parks/Public Lands and was supported by all Council Members present except Council Members Valdemoros, Fowler and Rogers. Board Appointment: Police Civilian Review Board (PCRB) –~ 5:40 p.m. MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, June 8, 2021 6 Straw Poll Support the (1) FTE Community Partnership Coordinator in Parks as proposed was supported by Council Members except Council Members Valdemoros, Fowler and Rogers. Straw Poll Support the (1) Deputy Director position in Parks as proposed was supported by Council Members except Council Members Valdemoros, Fowler and Rogers. Straw Poll Support to keep the Mayor’s proposal to create the Parks Department was supported by all Council Members except Council Members Valdemoros, Fowler and Rogers. Straw Poll Remove the Finance Departments 2 FTEs for Finance Analysts from the budget was supported by all Council Members present. Straw Poll Support the Construction Mitigation program $100,000 with additional $100,000 if available for ARPA funding by the end of the second quarter from the General Fund was supported by Council Members present except Council Member Fowler and Rogers. Straw Poll Support to Planning Department 4 FTE positions was supported was supported by all Council Members present. Straw Poll Support to fund 1 FTE City Prosecutor, 1 City Advocate then reclassifying all of the City Attorneys was supported by all Council Members present. Legislative Intents: Legislative intent for Parks Department and Public Services to return for help with filling/keeping groundskeeper positions Legislative Intent for Signage Coordinator to be resubmitted as a budget amendment. Legislative intent that Parks return with a lower level finance person that could address the position Legislative intent that some of the Planning Positions were not for taking applications but for long range planning purposes Jennifer Bruno stated she would send an email to the Council with the updated version of the unresolved issues.   6. Justin Rodriguez  5 min.
