HomeMy WebLinkAbout10/11/2022 - Formal Meeting - MinutesThe City Council of Salt Lake City, Utah, met in Limited Formal Session on Tuesday, October 11, 2022.  The following Council Members were present: Daniel Dugan, Amy Fowler, Ana Valdemoros, Chris Wharton, Alejandro Puy The following Council Members were absent: Darin Mano, Victoria Petro-Eschler Present Legislative leadership: Cindy Gust-Jenson, Executive Director; Lehua Weaver, Associate Deputy Director Present Administrative leadership: Mayor Erin Mendenhall; Lisa Shaffer, Chief Administrative Officer Present City Staff: Cindy Lou Trishman – City Recorder, DeeDee Robinson – Minutes and Records Clerk, Ben Luedtke – Senior Public Policy Analyst, Thais Stewart – Deputy City Recorder, Taylor Hill – City Council Staff  Council Member Dugan presided at and conducted the meeting. The meeting was called to order at 7:04 pm.  MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, October 11, 2022 1 A.OPENING CEREMONY: 1.Council Member Dan Dugan will conduct the limited formal meeting. Minutes: Council Member Dugan welcomed all in attendance. 2.Welcome and Public Meeting Rules. Minutes: Council Member Dugan explained the rules of decorum.  B.PUBLIC HEARINGS:   1. Resolution: General Obligation Bond for Parks, Trails and Open Space The Council will accept public comment about the potential issuance of the City’s $85 million general obligation bonds, if approved by voters at a special bond election on November 8, 2022. The bonds would finance the acquisition, improvement, renovation and upgrading of various parks, trials, open space and related facilities and recreational amenities.    FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Tuesday, July 12, 2022 and Tuesday, August 9, 2022 Set Public Hearing Date - n/a Hold hearing to accept public comment - Tuesday, October 11, 2022 and Tuesday, October 18, 2022 at 7 p.m. TENTATIVE Council Action - Tuesday, August 16, 2022    Staff Recommendation - Refer to motion sheet(s).   Minutes: Benjamin Luedtke provided a brief introduction to the resolution, noted an additional public meeting for the Bond would be held next Tuesday, October 18, 2022, detailed the Bond timeline, and explained that more information regarding the Bond and the Council-identified priority projects could be found at slcparksbond.com. Lawrence Horman spoke about homeless in the City; the need to keep City parks, trails, and open spaces clean; and provided a handout that included a detailed concept for an authorized campground for the homeless. George Chapman spoke in opposition to the Bond and highlighted the following items: this year alone included over 100 tax/fee increases, the list of projects were not set and could be changed, the lack of money set aside for MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, October 11, 2022 2 Glendale Park and Fleet Block, contractor/consultant funding not being used for City parks, and Bond arguments being unavailable to the voters on the ballot.  Monica Hilding spoke regarding the pending interlocal agreement between the City and the Inland Port Board. Council Member Dugan advised Monica Hilding that they could provide comment for this topic at the October 18, 2022 Formal meeting general comment period. Richard Layman (Board Member of Sugar House Park) spoke in support of the Bond noting that as the City has grown there have been opportunities to enhance/improve City parks and the Bond would help accomplish that with the priorities the Council had identified. They also thanked the Council for their support of parks and open spaces.  Cindy Trishman clarified for the record that the public meeting, scheduled for October 18, 2022, will include the public reading of the pro and con arguments for the General Obligation bond; however, no con arguments were submitted by a registered voter within the required deadline by state statute.    Motion: Moved by Council Member Puy, seconded by Council Member Wharton to close the public hearing.
