Andrew Johnston presented the homelessness update:

Council Members, Andrew Johnston and Chief Mike Brown discussed status of
homeless encampment re-location, clean up efforts, issues with coordinating resources
and addressing constituents concerns.
Chief Mike Brown provided Community update:
•20 new officers welcomed to the Salt Lake City Police Department (SLCPD)
•Promotions for existing officers
•Police Department Staffing levels - Recruiting was a priority as 23% of staffing was
currently unavailable for response
•June 25, 2021: Salt Lake City announced 30% increase in pay for new, entry level
officers
•In the first 12 days of July – 8 people applied for lateral positions, 53 people
applied for new, entry level potions with SLCPD

available officers, and how many were trained.
3.Ordinance: Goshen Street Alley Vacation ~ 2:30 p.m.

of a City-owned alley at approximately 740 South Goshen Street between Goshen Street
and approximately 1075 West as a public right-of-way. The applicant owns the adjacent
lot north of the alley and would like to incorporate the alleyway with that lot.

to Funding Our Future ( FOF) included within the Bond and $208 thousand to Gas

Jennifer Covino (Simon & Company) presented Federal Funding relief review from
COVID-19 Coronavirus Aid Relief and Economic Security Act (CARES ACT) including:
•City received federal allocations: $7.1M allocated to Salt Lake City from
HUD, $2.4M from FAA for assistance at airport, FTA provided $112M for transit
operations, America Rescue Program Act (ARPA) facilitated $85.4M
•Other monies were allocated additionally amounting to substantial relief all in
support of COVID-19 relief
•White House was against any re-purposing of funds specifically for refinancing any
infrastructure projects
•Some 2020 dollars may be re-purposed for infrastructure
Council Members and Jennifer Covino discussed:
•If mental health funding was available through ARPA – allocation to the City was
eligible for mental health issues,other resources are available from the legislation
aside from ARPA. Other funds available from partnering with the State
•Small business assistance possibilities are expended
•Personal Protective Equipment was now closed
•Grants were available but closing soon for small businesses
•Council leadership was appreciated
•Earmarks are now back after 10-year moratorium
•Process was restored
•Budget and appropriations could be applied for as funding

Abatement District’s intent to levy a property tax increase for fiscal year 2022, as well as
information about the District’s abatement activity in the City. Information to be
provided will include the dollar amount of additional tax revenue to be generated by the
proposed increase, the approximate percentage increase in tax revenue, and the intended
purpose of the additional tax revenue. The District is a taxing entity separate from the
City and has its own ability to propose property tax changes within certain parameters.

Dr. Neil Vickers (Mosquito Abatement) reviewed the tax increase request to improve
and accommodate personnel growth, environmental accountability and research,
precision aerial control and inflation.
Council Members, Dr. Ary Faraji (Mosquito Abatement), Katie Lewis and Jennifer
Bruno discussed the role of the Council in regard to mosquito management, addressing
negative feedback and the requested tax increase amount.
8.Refunding (Refinancing) City and LBA Bonds ~ 4:40 p.m.

Authority (LBA) bonds in order to reduce annual debt service payments. The City’s bonds
were to finance the North Temple Viaduct / Boulevard projects in 2012 and the Sugar
House Streetcar in 2013. The Local Building Authority bonds are related to the
construction of the Glendale and Marmalade Libraries.

Jan Aramaki presented a request from Public Services Department to add Allen Park to
the list of parks in City Code regarding prohibiting dogs, for public safety reasons, habitat
and wildlife preservation purposes.
Council Members and Jan Aramaki discussed who had the authority to allow/ban dogs in
City parks – Parks Department to protect habitats.
10.Resolution: Intention to Designate Central Business
Improvement Area 2022 ~ 5:20 p.m.

The Council will receive a briefing about a resolution of intention to designate Central
Business Improvement Area 2022 (CBIA-22). The area is made up of about 50 city
blocks and is currently managed by The Downtown Alliance under a contract with the
City that expires April 2022. The resolution is the first step in establishing a funding
tool for downtown marketing, promotion, business advocacy, and initiatives such as
The Blocks, The Farmer’s Market, holiday lighting, and other programs. This resolution
would re-establish a special assessment on commercial property in the boundary area
(same boundaries as 2019) for a three-year period as well as designate a separate
assessment area for holiday lighting.

Ben Kolendar gave an overview of the long standing assessment on property owners
that was the basis for economic promotion with an intent to be another contract in place
for future Request for Proposal (RFP) at no cost to the City.
Council Members and Ben Kolendar discussed:
•If the existing boundaries had been changed – last expanded in 2016
•Location of the holiday lights and if requests could be made
•If the Central Business district was the only one having Special Assessment -yes
•Which other districts were contacted if they wanted enhanced benefits
Lisa Shaffer stated special assessment area did not pay for services that had been
referenced, these items are paid for by general fund.
11.Ordinance: Budget Amendment No.1 for Fiscal Year 2021-
22 ~ 5:40 p.m.

The Council will receive a briefing about an ordinance that would amend the final
budget of Salt Lake City, including the employment staffing document, for Fiscal Year
2021-22. Budget amendments happen several times each year to reflect adjustments to
the City’s budgets, including proposed project additions and modifications. The
proposed amendment includes use of federal American Rescue Plan Act (ARPA) dollars
for police officer compensation and salary adjustments for non-represented employees
among other items.

•Proposed salary increases for the police department were now eligible for
American Rescue Plan Act (ARPA) funds
•The proposal was to take the eligible Police funding request and shift it to the
ARPA Grant Fund, reducing general fund costs for the current fiscal year
•The proposal was also to increase salaries for Sargents, Lieutenants, and Captains
to be comparable with the top level police officers
•The proposed resulted in a savings to the general fund therefore, it was proposed
to increase represented employees salaries 4.5%
Council Members, Ben Luedtke, Cindy Gust-Jenson and Lisa Shaffer discussed the
cost of the 4.5% increase, the impact the proposal would have on the general fund –
would be a savings to the general fund allowing the 4.5% increase, need a mission/plan
for allocating the ARPA funds to ensure it was done the best way possible, ensuring non-
represented employees were given the same chances for increases as represented
employees, and that staff would like a Straw Poll to get a sense of where the Council
stood with the understanding that public input was needed before final approval.

to move forward was supported by all present.

Information Needed By Staff
A. Ranked Choice Voting
The Council voted this year to conduct the 2021 municipal elections using the
ranked choice voting (RCV) method, without a primary. Because of the change in
method and timing, existing campaign finance reporting requirements were
rendered partially obsolete. The Council has an option to amend City ordinance
to update reporting requirements.
The Recorder’s office has proposed a specific date that would combine two no
longer applicable reports to be in the middle of the two existing reports – due
September 9, 2021. Council Members might wish to deliberate on the date itself
and other details of the ordinance during a subsequent work session.
Ø Does the Council wish to request a draft of this reporting
requirements amendment from the Attorney's Office? The Council
would anticipate discussing the draft as soon as one of its August
2021 meetings.
Councilmember Fowler said she was in favor of making sure the Council
changes the ordinance to reflect the Council’s intentions, which if it’s
intended to move to RCV forever, then the ordinance would need to be
changed.
Councilmember Wharton cautioned that the State could undo/decline to
continue RCV because it was a pilot program, and said he would be
hesitant to do anything permanent, but he was in favor of making any
changes to require the financial disclosure reporting.
Cindy Lou Trishman informed the Council that it was proposed to be
built within the ordinance, the caveat that reporting would be
enforceable when RCV was selected as the method, and rendered mute if
standard method of voting was chosen.
Councilmember Fowler said the Council needed to review the ordinance
sooner than later considering the timing.
Cindy Lou Trishman also noted that due to technology the reporting
period would need to start before the end of July, and if the end of July
passes, the reporting software will immediately place them into a (post)

primary report, which we don’t have due a primary election not being
held.
Cindy Lou Trishman said a draft copy of the ordinance could be made
available to the Council in this weeks packet for review/consideration.
B. Council School Board Leadership Meeting
The Council/School Board leadership is scheduled to meet on Tuesday, July 27th
from 2:00-3:30 pm.

have on the agenda for leadership to discuss.

C. NEW: 2020 Emergency Management Performance (EMPG) Grant
– Utah State Department of Public Safety
The following grant will be expiring soon and the Administration has requested a
straw poll from the Council, which would allow the grant to move forward.
(Note: This grant will also be listed on the July 20th formal meeting agenda in
order for the public to provide public comment.)
Purpose/Goal of the Grant: If awarded, the grant monies will be used to help
offset the costs of planning and updating emergency preparedness plans,
conducting exercises, and producing materials for public education and outreach
pertaining to emergency preparedness.
Grant Amount: $30,000
Requested by: Emergency Management Services Division of the Fire
Department
Funding Agency: State of Utah Division of Emergency Management/FEMA
Match Requirement: 50% or $15,000 cash match – Source: a portion of the
Community Preparedness Coordinator’s existing salary

A. Hybrid Meetings
As Council Members know, staff has been working with IMS and the Recorder’s
office to prepare for hybrid meetings. As other cities and entities have
experienced, there have been some technology hurdles to ensure that people
connecting remotely (through Webex) and people attending in-person are both
able to completely participate in the meeting. In order to test out the technology
/ audio quality, Council Members and some staff are attending this meeting
(July 13) in person. Staff is also working with Facilities staff to prepare the room
for members of the public to also attend. Based on the outcome of the July 13
test run and room preparations, the Council may begin hybrid meetings for the
July 20 meeting.
16.Tentative Closed Session
The Council will consider a motion to enter into Closed Session. A closed meeting described
under Section 52-4-205 may be held for specific purposes including, but not limited to:
a. discussion of the character, professional competence, or physical or mental
health of an individual;
b. strategy sessions to discuss collective bargaining;
c. strategy sessions to discuss pending or reasonably imminent litigation;
d. strategy sessions to discuss the purchase, exchange, or lease of real property,
including any form of a water right or water shares, if public discussion of the
transaction would:
