The Council will receive an update from the Administration on major items or projects, including but not limited to: •COVID-19, the March 2020 Earthquake, and the September 2020 Windstorm; •Updates on relieving the condition of people experiencing homelessness; •Police Department work, projects, and staffing, etc.; and •Other projects or updates. The Council will hold a discussion about recent efforts on various projects City staff are working on related to racial equity and policing in the City. The conversation may include issues of community concern about race, equity, and justice in relation to law enforcement policies, procedures, budget, and ordinances. Discussion may include: •An update or report on the Commission on Racial Equity in Policing; and •Other project updates or discussion. The Council will receive a follow-up briefing about Budget Amendment No. 9 for the Fiscal Year 2020-21 budget. Budget amendments happen several times each year to reflect adjustments to the City’s budgets, including proposed project additions and modifications. The proposed amendment includes funding for building office space to accommodate expansion of the Emergency Management Division, technology upgrades for the 911 Department, and reimbursements to the Fire Department, among other changes. FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Tuesday, May 4, 2021 and Tuesday, June 1, 2021 Set Public Hearing Date - Tuesday, May 4, 2021 Hold hearing to accept public comment - Tuesday, May 18, 2021 and Tuesday, June 1, 2021 at 7 p.m. TENTATIVE Council Action - Tuesday, June 1, 2021   Minutes: Ben Luedtke stated: MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, June 1, 2021 3 •This was the second briefing for the budget amendment •A public hearing was scheduled for June 1, 2021 •Council recommendation to reimburse the Fund Balance from American Rescue Plan Act (ARPA) for items that were eligible to be funded with ARPA funding •Salt Laker Card budget ($680,284) •Three pending updates to the Impact Fees Plan for Parks, Fire and Police – currently being reviewed by Administration Council Members, Jennifer Bruno, Mary Beth Thompson and Ben Luedtke discussed the policy questions regarding why reimbursement to Public Utilities and Sustainability enterprise funds were not being recommended. Staff would provide written response to the questions for clarity. Council Members, Mayor Mendenhall and Ben Luedtke discussed the funding for the Salt Laker Card, how to disburse the funds and how to select additional individuals to receive the funds. Straw Poll Support to reload the $500 to the current Salt Laker Card cardholders and giving the Community non-profit groups the remaining $80,000 to disburse to additional individuals was supported by all Council Members present   4.Fiscal Year 2021-22 Budget: Capital Improvement Program Overview ~ 4:25 p.m.  30 min. The Council will receive a briefing about the City's Capital Improvement Program (CIP) which involves the construction, purchase or renovation of buildings, parks, streets or other physical structures. Generally, projects have a useful life of five or more years and cost $50,000 or more. The Council approves debt service and overall CIP funding in the annual budget process, while project-specific funding is approved by September 1 of the same year. The Council will receive a briefing about the proposed Fire Department budget for Fiscal Year 2021-22. FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Tuesday, June 1, 2021 Set Public Hearing Date - Tuesday, April 20, 2021 Hold hearing to accept public comment - Tuesday, May 18, 2021 and Tuesday, June 1, 2021 at 7 p.m. TENTATIVE Council Action - TBD   Minutes: Jennifer Bruno gave a brief overview of the Fire Department budget and MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, June 1, 2021 5 stated Funding Our Future dollars could be used to purchase fire apparatus. Fire Chief Karl Lieb discussed FY2022 proposed budget initiatives/priorities: •Emergency Management Phase II ($236,448) •Reimbursement of SLCFD expenses incurred from fire/medical response at SLC International Airport ($352,300) •Emergency Management Office Build-out ($293,067) •Medical Response Team (MRT) Expansion ($320,223), new apparatus equipment (reduced request of $160,000) •Community Health Case Manager ($84,076), and batter-powered extrication equipment ($70,000) Council Members, Fire Chief Karl Lieb and Jennifer Bruno discussed procedures for MRTs and additional FTEs, recovering costs of service from University of Utah and where the costs were bundled into Budget.   6.Previous Years’ Legislative Intents and Interim Study Items ~ 5:25 p.m.  30 min. The Council will receive a briefing about the Administration’s progress on the Council’s legislative intent statements for Fiscal Year 2021-22, as well as legislative intents from previous years that have not yet been completed. Legislative intents are formal requests the Council makes of the Administration. This briefing will include updates on a variety of subjects, including the crossing guard program, funding for affordable housing, and more. Council Members Allison Rowland and Jennifer Bruno discussed the following: MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, June 1, 2021 6 •Park Ranger program and the Police Department’s role in public park enforcement to be consolidated to a continuing discussion •De-criminalization of the ordinance project and the impact of criminal justice reform •Re-visit the concessions for golf courses, zoning option consideration, and consolidate golf course related intents •Schedule a briefing for the Housing Trust Fund and Loan process briefing outlining the proposed new structure and funding Council Member Mano suggested Legislative intents relating to specific areas be addressed by groups (golf, police, land use, etc). Allison Rowland agreed to group items thematically in the future.   7.Fiscal Year 2021-22 Budget: Unresolved Issues ~ 5:55 p.m.  30 min. The Council will receive a briefing about unresolved issues relating to the proposed budget for Fiscal Year 2021-22. Council Members, Cindy Gust-Jenson, Blake Thomas, Ben Kolendar, Mary Beth Thompson, Kristen Riker and Jennifer Bruno discussed remaining ARPA funding and items that were eligible for funding, Full Time Employees (FTEs) and which postilions were the most important to provide funding for at this time.   8.Board Appointment: Police Civilian Review Board (PCRB) – Joshua Isbell ~ 6:25 p.m.  5 min. The Council will interview Joshua Isbell prior to considering appointment to the PCRB for a term ending September 2, 2024.
