Chief Mike Brown presented the Police Department update including: •staffing issues/concerns including sworn staffing levels from 6/1 to today (down 49 funded positions) •Hiring new class August 22, 2021 – 10 new officers to start mid-July, 56 came in for PT test (50 passed written test),17 passed PT/written/oral boards, totaling 93 candidates, Deputy Chief Brian Purvis provided a brief update on COMSTAT Report (Citywide data on all offenses), tracking crime trends and hotspots. Council Members, Chief Brown and Mayor Mendenhall discussed concerns about police staffing for responses, statistics from across the country about de-funding the police – calls for services would be overwhelmed and if cuts to the police force are considered.   2.Fiscal Year 2021-22 Budget: Unresolved Issues Follow-up ~ 2:30 p.m.  60 min. The Council will receive a follow-up briefing about unresolved issues relating to the proposed budget for Fiscal Year 2021-22. Rachel Otto thanked the Council and Council Staff on behalf of the Mayor   3.Ordinance: Rezone at Approximately 860 and 868 East 3rd Avenue ~ 3:30 p.m.  20 min. The Council will receive a briefing about an ordinance that would amend the zoning map for property at 860 and 868 East 3rd Avenue. The proposal would rezone the parcels from CN (Neighborhood Commercial District) and SR-1A (Special Development Pattern Residential District) to R-MU-35 (Residential/Mixed Use District). The applicant would like to build a multi-family development on the lots, however the request is not tied to a development proposal. Brian Backe and Oren Hilell (applicants) detailed information regarding the proposed re-zone to RMU-35, how the advantages the project would bring to the City (maintains commercial use), greater density in relation to proposed site area, consistent to multi-density dwellings in the area, and how the project would restore landscaping to visually appropriate appearance. Council Member Fowler asked for the item to be placed on the Consent Agenda   4.Ordinance: Rezone and Master Plan Amendment at 850 and 870 East 2100 South ~ 3:50 p.m.  20 min. The Council will receive a briefing about an ordinance that would amend the zoning of properties at approximately 850 and 870 East 2100 South. The proposal would rezone the properties from CC (Corridor Commercial District) to CSHBD2 (Sugar House Business District) and would amend the Sugar House Master Plan Future Land Use Map. The applicant is requesting to amend the Future Land Use Map in the Sugar House Master Plan from "Mixed Use - Low Intensity" to "Business District Mixed-Use - Neighborhood Scale." The intent of the request is to allow more flexibility to develop a future multi-family residential, office, or mixed-use development. Nicole Salazar-Hall (REP Commissioner) reviewed the School Safety Subcommittee including second extension of the Memorandum of Understanding (MOU) on School Resource Officers (for an additional six months or until re-negotiated). Council Members and Nicole Salazar-Hall discussed if Council funding was needed for data collection.   7.Ordinance: Rezone and Master Plan Amendment at 810 East 800 South ~ 5:00 p.m.  20 min. The Council will receive a briefing about an ordinance that would amend the zoning map for a parcel of property at 810 East 800 South. The proposal would rezone the parcel from R-2 (Single- and Two-Family Residential) to CB (Community Business District) and would amend the Central Community Future Land Use Map from Low Density Residential to Community Commercial. The applicant submitted preliminary development plans for a two-story building that would have commercial space on the first floor, residential units on the second floor, and parking located to the rear. The Council will receive a briefing about an ordinance that would amend the zoning map for a parcel of property at 810 East 800 South. The proposal would rezone the parcel from R-2 (Single- and Two-Family Residential) to CB (Community Business District) and would amend the Central Community Future Land Use Map from Low Density Residential to Community Commercial. The applicant submitted preliminary development plans for a two-story building that would have commercial space on the first floor, residential units on the second floor, and parking located to the rear. Consideration may be given to rezoning the property to another zoning district with similar characteristics.
