Council Member Valdemoros invited Samantha Eldridge (University of Utah Director
of the American Indian Resource Center) to speak to the resolution. They thanked the
City Council and Mayor for the resolution and described the importance of the
recognition.

2. Grant Application: 2022 Utah Railroad Safety Grant – Railroad
Crossing at 4900 West 700 South
The Council will accept public comment for a grant application request from the
Division of Engineering to the Utah Department of Transportation. If awarded,
the grant would fund safety improvements to the Union Pacific Railroad crossing
at 4900 West 700 South. The railroad crossing improvements are a component of
the reconstruction of 700 South between 5000 West to 4725 West with the aim to
increase safety for vehicular traffic, rail cars, and travelers who are walking,
biking, or rolling.

3. Grant Application: 2022-23 Child and Adult Care Food Program
YouthCity Snacks Grant
The Council will accept public comment for a grant application request from the
Division of Youth and Family Services to the Utah State Board of Education
administering U.S. Department of Agriculture Funding. If awarded, the grant
would fund reimbursement to provide snacks to YouthCity participants during
the 2022-23 school year.

Minutes:
Sylvia Richards introduced the grant applications and explained what would be funded
by each grant.
George Chapman spoke about the Edward Byrne Memorial Justice Assistance Grant
(JAG) and advocated for using funds for walking police patrols in the Ballpark and North
Temple neighborhoods.
Levy Woodruff argued that additional funding for police equipment is unnecessary and
that mental health related grants would be better for public safety improvements.
5. Ordinance: Ballpark Station Area Plan
The Council will accept public comment and consider an ordinance that would
adopt the Ballpark Station Area Plan. The Ballpark Station Area Plan is intended
to set a framework to help guide growth-related issues and to capitalize on the
Ballpark as the neighborhood’s central public asset. The Ballpark Station Area
Plan will encompass the area that runs roughly between 900 South to 1700 South,
and State Street to I-15. The small area plan’s boundaries are within both the
Central Community Master Plan and the Downtown Master Plan.

Allison Rowland provided an overview of the ordinance.
George Chapman spoke in opposition to the plan citing the lack of public and
pedestrian safety in the area.
Amy Hawkins noted public safety and tree equity as potential revisions to the plan.
Justin Wise spoke in favor of the plan highlighting the value of making the area more
walkable for their local business.

Indiana Avenue, Public Benefits Analysis and a Resolution to
Authorize the Lease Rate and Terms
The Council will continue to accept public comment and consider adopting a
resolution that would authorize the Lease Rate and Term for The Other Side
Village Pilot Project at 1850 West Indiana Avenue. This would allow the City to
enter into a 40-year below-market ground lease agreement with The Other Side
Academy, a Utah nonprofit corporation, in order to facilitate the construction of a
tiny home village with approximately 54 units of affordable housing.

at 1850 West Indiana Avenue and 1965 West 500 South to rezone the parcels
from PL (Public Lands) to FB-UN2 (Form Based Urban Neighborhood). The
proposed uses on the approximately 37.1-acre site would include permanent
supportive housing for homeless individuals as well as services and resources to
include on-site healthcare, medical services, and community gathering spaces.
This request only relates to the zoning designation of the property. No specific site
development proposal has been submitted or is under consideration at this time
and the Westside Master Plan is not being changed. Consideration may be given
to rezoning the property to another zoning district with similar characteristics.

Minutes:
Allison Rowland provided an introduction to the review of the public benefits analysis
and the rezoning of 1850 West Indiana Avenue.
Erik Lopez, Joey Buchan, Scott Howell, Tiffanie Price, Dave Durocher, David
Dixon, Tony Ollerton, Marci Phillips, Fred Conlon, Moe Egan, Robert
Danielson, Eduardo Ortiz, Kristofor Kvarfordt, Brian Billmire, Karen Rowe,
Nigel Swaby, Elna Hamp, Tanya Peatross, Scott Schulte, Ned Skanchy, Rick
Graham, James Behunin, Darin Mann, Alison Lewis, Lew Swain, Levi
Woodruff, Daniel Brigham, and Spencer Bowler expressed support for The Other
Side Village (TOSV) project and described the following as reasons for support:
•The value of providing assistance for individuals experiencing homelessness
•Access to healthcare and mental health support to individuals who will live in the
village
•Efficacy of The Other Side Academy (TOSA) and positive interactions with the
organization
•The value of creating and fostering a community to provide support for individuals
in the village
Jen Colby spoke against the lease and the rezoning for TOSV noting research
questioning the efficacy of tiny homes and the poor location of the project.
Daniel Strong discussed the need for equitable housing development on the west side.
Jason Seaton noted that the Poplar Grove community requires increased support and
argued that projects like TOSV don’t provide the support needed.
Maria Garciaz noted the difficulties that the west side has experienced in the past and
argued that the land could be used by other developers.
Rich Stowell and Esther Stowell spoke in opposition to the project highlighting the
concentration on the west side.
C.POTENTIAL ACTION ITEMS:
1. Ordinance: Green Street Alley Vacation
The Council will consider adopting an ordinance that would vacate a City-owned
alley situated in the Marion Park Subdivision between 1300 South and Harrison
Avenue and Green Street and 700 East. The alley exists on paper only and the
abutting property owners have encroached on the alley and incorporated it into

modifications. The proposed amendment includes $6 million for deeply
affordable housing, purchasing waste and recycling packer vehicles, and a federal

Robert Danielson expressed discontent about permit activity and a Council
Member’s work on their home.
Kirby Croyle spoke about their involvement with the League of Women Voters
and introduced Kate Reddy who will be observing City Council Meetings.

Kate Reddy introduced themselves and explained their affiliation with League of
Women Voters.
Nigel Swaby spoke about the necessity for equitable distribution of housing and
resource centers in the west side.
Cindy Cromer argued that RMF-30 modifications will not provide the desired
outcome and will potentially be harmful.
George Chapman advocated against utilization of consultants and surveys and
argued to instead utilize those funds on projects
Jen Colby spoke about RMF-30 modifications and noted that they don’t
think they are ready for implementation specifically citing issues with parking
requirements.
Jason Seaton asked why Pioneer Park wasn’t specifically listed in the General
Obligation Bond projects information.
E.NEW BUSINESS:
1. Resolution: Annexation at Approximately 2200 West Between 2800
North – 3300 North
The Council will consider the annexation application and petition located at
approximately 2200 West between 2800 North – 3300 North. The City Council
has 14 days from the date of receipt (September 27, 2022) by the Recorder’s office
to accept or deny the Petition, which includes the application.
If no action is taken within the 14-day window, the Petition will be considered
accepted. Accepting the Petition is not approval of the annexation request.
Acceptance begins the next step in the annexation process which includes
notices sent to property owners, a protest period and the final consideration by
the Council. The designation of the zoning of the property will be considered
throughout the process and defined in the ordinance considered by the Council.
The Council has the option to request Planning Commission review the petition in
their public meeting, and forward a recommendation on the proposed annexation
and zoning.

Facilities in the Public Way.

G.CONSENT:
1. Ordinance: Rezone, Master Plan Amendment and Alley Vacation at
1550 S Main Street Assemblage
The Council will set the date of Tuesday, October 18, 2022 at 7 p.m. to accept
public comment and consider adopting an ordinance that would amend the
Central Community Master Plan Future Land Use Map and the zoning of the
properties at 1518, 1530, 1540, 1546 South Main Street and 1515 South Richards
Street from CC (Corridor Commercial District) and R-1/5,000 (Single-Family
Residential District) to FB-UN2 (Form Based Urban Neighborhood District). The
ordinance would also vacate a city-owned alley situated adjacent to properties
located at 1518, 1530, 1540, South Main Street and 1515 South Richards
Street. The intent of these petitions would be to combine all parcels as well as the
alley into one cohesive parcel under the new zoning in order to build a mixed-
use/multi-family development on the site. Consideration may be given to rezoning
the property to another zoning district with similar characteristics. Petition No.:

2. Ordinance: Alley Vacation at approximately 925 South 1200 West
The Council will set the date of Tuesday, October 18, 2022 at 7 p.m. to accept
public comment and consider adopting an ordinance that would vacate a portion
of City-owned alley situated adjacent to the property at 925 South 1200 West, and
a section of the 9-Line trail. The proposal is to vacate an east/west alley segment
and incorporate the vacant land into the neighboring property. Petition
