Mayor Mendenhall presented the COVID-19 update: Current infection rates by zip code Vaccinations for the Westside areas remained behind the eastside Westside vaccination rates by zip code Fully vaccinated demographic totals countywide Emergency Responder Pandemic Leave (ERPL) usage increased by 39 totaling 1348 utilizations Federal Families First Coronavirus Act (FFFCA) usage increased by 15, totaling 327 utilizations Homelessness update: Homeless Resource Center (HRC) usage slightly up this week Victory Road Resource Fair: Volunteers of America (VOA) moved 28 people into detox or shelter in the week prior to the Resource Fair YWCA engaged between 10 to 15 people, handed out clothing, food, water, hygiene products and backpacks MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, May 18, 2021 2 Asian Association of Utah engaged eight people Ruff Haven engaged nine people Salt Lake County Health Department administered 17 COVID-19 vaccinations Justice Courts resolved seven District Court cases, six Salt Lake City cases, and one West Valley City case Kayak Court was scheduled for May 21, 2021 on the Jordan River Council Members and Mayor Mendenhall discussed options for Council Members to be involved in Kayak Court. Mayor Mendenhall presented the COVID-19 update: Council Members and Mayor Mendenhall discussed options for Council Members to be involved in Kayak Court. 2.Informational: Updates on Racial Equity and Policing ~ 4:30 p.m. 15 min. The Council will hold a discussion about recent efforts on various projects City staff are working on related to racial equity and policing in the City. The conversation may include issues of community concern about race, equity, and justice in relation to law enforcement policies, procedures, budget, and ordinances. Discussion may include: An update or report on the Commission on Racial Equity in Policing; and Other project updates or discussion. Kira Luke provided an update on the City’s work toward racial equity, noted REP’s new webpage tinyurl.com/slcracialequity, and gave an overview of the website content. The Council will receive a briefing about the proposed Police Department budget for Fiscal Year 2021-22. FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Tuesday, May 18, 2021 Set Public Hearing Date - Tuesday, April 20, 2021 Hold hearing to accept public comment - Tuesday, May 18, 2021 and Tuesday, June 1, 2021 at 7 p.m. TENTATIVE Council Action - TBD Minutes: Benjamin Luedtke introduced the budget, stating: Location in the budget book Total Police budget: $83.3 million (5% higher than FY21) Increase included the proposed $650,000 for ongoing overtime funding for the Community Commitment program and new full-time employees (FTE) and $2.8 million ongoing for base operations 2.8 million was put into a holding account and was proposed to be carried over to the next fiscal year 450,000 from Funding Our Future to hire six additional Social Workers, (three funded for six months and three for 10 months) for a total of 17 staff members (16 Social Workers and one Administrative Staff Member) 205,400 in the training holding account created in the last annual budget that would carry over to the next fiscal year 100,000 to hire an in-house mental health counselor that would be available to all employees in the Police Department Items not in the proposed budget of Council concern (from the Police Audit): Civilian Community Officer pilot program that would respond to low priority calls Body worn camera software upgrades Chief Mike Brown presented the proposed Police Department budget, highlighting: General Fund Key Changes Action requirement budget $60,833 (1 FTE) Police officer mental health responder $100,000 (1 FTE – 10 months) Increased mental health responders (funded through Sales tax option – six new social workers) Street racing initiative $70,000 ($30,000 for Police overtime) Police staffing from the 2021 holding account ($2.8 million) Current Salt Lake City Police Department (SLCPD) Sworn Staffing: 569 authorized/funded sworn officers/FTEs (66 of which are Airport employees) MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, May 18, 2021 4 84 total vacant FTEs Calls for service increased 19% Statics for staffing and calls for service regarding separations, retirements, resignations, and department leaves by month Department performance measures Response times Homeless/social worker outreach Co-Response/Responder Model: Currently 10 social workers and one sergeant, four Crisis Intervention Team CIT) officers Additional six social workers would meet the goal of 24 social workers and 24 CIT officers, allowing for 24/7 coverage/response and provide positive community relationships Social Workers would respond to calls for welfare checks, disability, and suicide focusing on mental health crisis, homelessness, and substance use. This would allow for follow up with case management, housing and medication management 2021 Crime Control Plan 2020 Sex Assault Stats COVID-19 Statistics: calls for service, Onview activity, violent crime, and property crime Council Members, Sgt. Jared Gilbert, Mayor Mendenhall, Jennifer Bruno, Rachel Otto, and Chief Brown discussed: Co-responder model and how it could assist with reducing response times The process for assisting individuals with mental health issues What was deterring sexual assault victims from proceeding with prosecution On-badged enforcement officer taking response call Pilot project consisting of two social workers partnering with officers to assist with non-violent calls Council expressed support to prioritizing additional social workers to accommodate the 24/7 model Reasoning for officers leaving the department and how to incentivize officers to stay REP knowledge/input of the police budget and proposed response models Exploring ways of shifting non-emergency calls to other response models to allow sworn officers the ability to respond to emergency/violent calls Response models needing to assist all areas of public safety How many overtime hours were equated in the $650,000 Council wanted further discussion on the hours and pay for overtime 4.Fiscal Year 2021-22 Budget: Community and Neighborhoods Department ~ 5:15 p.m. 30 min. enforcement operations continuing at a record pace More than $2 billion in project valuations More than 60,000 inspections Nearly 10,000 applications processed Telecommuting yielded substantial environmental improvements including: 360,000 miles reduced 512,000 less pounds of paper used 3,000 pounds of atmospheric hydrocarbons prevented from our airshed Coronavirus Aid, Relief and Economic 79 permits including vending cart renewals, special events, entertainer and artists, temporary outdoor dining, and residential revocable permits Developed a business permit that allowed outdoor dining, under certain conditions, where it may not have been previously allowed Engineering: Funding our Future projects of 2000 East, 700 West, and 500 East Expansion of green infrastructure through the Three Creeks Confluence construction project Received prestigious Utah Ready – Mixed Concrete Association Award for Excellence in Concrete Pavement (700 South from 5600-5000 West) Completion of the Artesian Well Park project Requesting one Architect, two Landscape Architects, one Engineer IV, and one Information Records Specialist Proposing move to Public Services Department Housing Stability: COVID-19 responder funding resulted in unprecedented $28.8 million in grant programs, including $1.1 million in City housing stability investment, serving approximately 20,000 households Launched the Community Commitment Program, which included seven resource fairs Requesting one Community Commitment Program Specialist and one grant funded Office Facilitator II Proposing re-branding from Housing and Neighborhood Development to Housing Stability Planning: Over 3,500 housing units approved in 2020 Over 12,500 people engaged during online open houses On pace for a 4% increase in land use applications for FY19-20 Requesting three Associate Planners Transportation: Project highlights including: Complete street makeovers for 600 North, 300 West, 900 South, 200 South and 900 East 300 North Pedestrian Bridge Folsom Trail, Life on State Pedestrian and Transit enhancements Westside Neighborhood Byways Safety enhancements at nearly 20 crosswalks Oversaw approximately 60 projects and plans – over 700 services request and reviewed 3,154 permits Requesting Transportation Right of Way Utilization Manager Youth & Family: Expanded program hours Partnered with Nourish to Flourish to from $287,635 to $568,039 Added three emergency childcare locations for first responders Requesting COVID-19 Programing Continuation funding including one full- time employee (FTE) and one Program Manager Proposing move to Community and Neighborhoods Department Future Vision: Nimble and Adaptive Budget Summary Council Members, Blake Thomas, Mary Beth Thompson, Orion Goff, Lani Eggertsen-Goff, Nick Norris, and Jon Larsen discussed: Proposed plan to fund positions if the American Rescue grant was not received Council support for three Associate Planner positions, efficiencies, purpose and proposed tasks along with a clearer job description Council requested information regarding if the current consolidated fee schedule included Police/Fire response fees for boarded buildings The $250,000 funding for Youth and Family operational costs – to cover cost incurred during the COVID-19 Pandemic and expansion of services The Housing and Neighborhood Development (HAND) Office Facilitator position funding and duties Reasoning for additional Director position when departments were being moved/eliminated Grant funding not being used for employees Funding/timeline for Transportation projects on the Westside Council wanted further information on new department structures Status of funding for traffic calming and prioritization Council wanted more information on the The Council will receive a briefing about a resolution that would authorize the sale of Airport Revenue Bond issues to continue to finance construction of the new Salt Lake City International Airport. The resolution would involve the sale of up to $1 billion in limited obligation bonds that would be repaid solely by revenue generated at the Salt Lake City International Airport. The project is scheduled to be fully complete in 2024. Brian Butler presented the bond request, highlighting: Financing schedule for the 2021 Bonds shows closing in August Series 2021 Bond highlights: Asking for authorization to borrow $1 billion of general airport revenue bonds with a plan to sell $900 million Assumed interest rate was 3.57% based on current market conditions with a not to exceed rate of 6% 40-year maturity life with capitalized interest to help pay debt service until Concourse A East and Central Tunnel were put into service in 2023 Total Capital Costs of New SLC Airport were estimated at $4.45 billion Additional financing was planned to fund the New SLC Estimated sources and uses of funds for the series 2021 Bonds Estimated debt service on the series 2021 bonds Bill Wyatt stated the proposed bond would be close to the last bonding required to complete the Airport reconstruction. 8.Advice and Consent: Debbie Lyons – Director of the Sustainability Department ~ 6:35 p.m. 10 min. The County will reimburse the City up to $55,365 for reconfiguration of the 900 South and Gilmore Drive intersection and other related improvements. Budget amendments happen several times each year to reflect adjustments to the City’s budgets, including proposed project additions and modifications. The proposed amendment includes a request to increase the Library’s General Fund budget to account for pass-through property tax revenue collected by Salt Lake County which goes directly to the Utah Inland Port Authority and the Convention Facility.
