The Council will receive a follow-up briefing about a proposal that would amend the zoning of property at 675 North F Street from FR-3/12,000 (Foothills Residential District) to SR-1 (Special Development Pattern Residential District). The ordinance would also amend the Avenues Community Master Plan Future Land Use Map from Very Low Density to Low Density so that the master plan will correspond with their requested low-density zone. The requests are intended to accommodate two pending Planned Development and Subdivision requests from Ivory Development for a 19-lot single-family dwelling development titled "Capitol Park Cottages." Consideration may be given to rezoning the property to another zoning district with similar characteristics. FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Tuesday, October 18, 2022 and Tuesday, December 13, 2022 Set Public Hearing Date - Tuesday, October 18, 2022 Hold hearing to accept public comment - Thursday, November 10, 2022 at 7 p.m. TENTATIVE Council Action - Tuesday, December 13, 2022   Minutes: Council Member Wharton joined the Work Session meeting during this agenda item. Nick Tarbet provided an update for the item and detailed the motions before the Council. Peter Gamvroulas (Applicant) spoke on the conditions he was amenable to: restricting accessory dwelling units (ADUs) in the rear yard along the western boundary, restricting second levels from being within 30 feet of the western boundary, making the open space accessible to the public, ensuring there were no short-term rentals in ADUs by deed restriction or documented within covenants, conditions, and restrictions (CC&Rs) of property, and proceeding with the building process on any retaining walls. (Everything inclusive of Motion 3.) Peter Gamvroulas noted a letter sent to the Council regarding the retaining walls intended to assure that the retaining walls would be inclusive of best/standard practices of the industry and building code and engineering reviews (designed to the safest manner possible) and further stated the site plan was not yet complete and there were no known walls at this time. MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, December 13, 2022 3 Council Member Mano stated the requested density was appropriate for the area but he was not supportive of the retaining wall question – being an overreach for the Council to require conformity regarding the walls for this project where other projects would need to go through a process for an exception for the same thing. Daniel Echeverria and Nick Norris provided information regarding: •Confirmation that four-foot retaining walls required compliance with Building Code and a permit would be required •Retaining walls four feet and higher required a licensed Engineer’s stamp/approval •Three-foot setback requirement was added to provide a break in the monotony of tall walls Council Member Wharton explained his current position on the matter and reasoning for an opposition vote. (There was no certainty/assurances for the neighborhood that the retaining walls would be engineered/built safely.)   3.Informational: Thriving in Place Update ~ 3:45 p.m.  60 min. The Council will receive a briefing from the Community and Neighborhoods Department (CAN) about progress on the City’s anti-gentrification and anti-displacement plan, known as Thriving in Place. This will include discussion of proposed policies and programs that are considered feasible and effective, with particular focus on those which can be implemented within two years. Nick Norris clarified that at current, there was nothing in City Code that identified when an update to a plan was required (when associated with a zoning amendment), the plan was to add language to the City Code that defined when that would happen and would not require an update to all master plans.   Informational: Discussion of Options for Council's Routine ~ 4:45 p.m. MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, December 13, 2022 5 4.Oversight Audits  30 min. The Council will discuss options for potential oversight audits in the coming year. Legislative oversight is a key component of the Council's role in this form of government, and the Council has ongoing budget and firms on contract to help perform this function as topics arise. Baxter Justice Court” Written Briefing  - The Council will receive a written briefing about the naming of the Salt Lake City Justice Court Building the “John L. Baxter Justice Court.” Judge Baxter served Salt Lake City for more than 20 years as a Justice Court Judge. He was dedicated to serving some of the most traditionally underserved people in the City, making sure that they were not just processed through the justice system, but that they received the support they needed to be successful in society. Jan Aramaki spoke of her early days on the job, appreciation for the work and many roles held, and thanked the Council, Cindy Gust-Jenson, Mayor Mendenhall, the many mentors and colleagues over the years that she considered family.   12.Report and Announcements from the Executive Director -  - Report of the Executive Director, including a review of Council information items and announcements. The Council may give feedback or staff direction on any item related to City Council business, including but not limited to; •Final 2023 Annual Meeting Calendar; and •Scheduling Items.    Minutes: No discussion was held.   13.Closed Session -  - The Council will consider a motion to enter into Closed Session.
