OpenedDateMme 4/5/2023 8:46 Esther Hunter ADU adoption Dear City Council,We would like to thank you so very much for listening.This has been one of the other beautiful hallmarks of your council,(and this administration)that you truly listen,find real and thoughtful solutions.We appreciate and honor you for this effort more than you may realize.We are very grateful for your work on this ordinance and the additional housing it can bring to our area.We believe this combined with other key pieces from Nicks team such as the affordable housing ordinance and hoping for the ability to more easily legalize additional dwelling units,(also the U's ability of finding additional approaches to meet their high demand),all the while sorting out enforcement,inspections,Airbnb's,etc.will make a real difference without destroying our neighborhood fabric.Due to what we call patchwork zoning,our area has organically grown an extensive mix of housing types(and rents)that we believe the City is hoping to create in more areas.Because of our many zones and exceptions over the years,we have a very diverse housing stock which has helped to create a very inclusive and diverse community that we love.We would not have it any other way.Due to our location between downtown and the U,we also have some of the most significant pressure to eliminate the very housing stock that provides a home to such an extensive amount of interesting neighbors and affordable housing units.Your action tonight allows our organic growth to continue and in a way that offers more opportunity without hurting this precious area of our city.So again,thank you for your actions in being so thoughtful and deliberate,In behalf the the East Central Community Executive Board, Esther Hunter 4/5/2023 8:59 Esther Hunter ADU ordinance-East Central Community Council Dear Members of the City Council,Please vote for equality.We ask that you vote to make the ADU ordinance Position changes citywide.We have long believed this is what the current City Council has as one of its core tenants- equality for the people of Salt Lake.We ask that you include our neighborhoods in this equation rather than making our homes your primary target area for this expanded ordinance.We strongly support the ADU ordinance being applied consistently across the entire city which would bring a proportional response throughout the city.In order to help be a solution to the current housing crisis we believe the best course is one that does not require a homeowner be on site.Costs to create an ADU are untenable causing the ability to use this options to be out of reach for most.However,it this position is too bold,keeping the homeowner on site could be applied for a short timeframe such as 12 months to see if the numbers of available options can be increased with the other changes being made.In either case,we ask for equality both for those seeking to create ADU's and those that seek to live in them by allowing the ordinance to be applied consistently City wide.The majority of East Central is family residential despite an R-2 classification.If you limit the homeowner requirement to all residential areas of the city but East Central's,you are effectively painting a bullseye on this area that incentivizes the destruction of our neighborhoods with an accelerator for this area.East Central has long supported the ADU ordinance.When the entire city feared its initial creation, East Central willingly stepped forward as the pilot area.We believe if expanded it can help to fill a needed and significant niche.The amount of benefit that this expanded ordinance can bring to all those who are desperately seeking to establish quality living for themselves,families of all configurations,students,older adults who need added income in these troubling times,needed affordable options,etc.are significant. However,without the homeownership requirement and or without appropriate and effective enforcement, the net result will not bring the needed housing anticipated in this area.It will bring serious negative consequences.We ask that you include the East Central R2 neighborhoods to the same safety net as your own neighborhoods to give us the same quality of life as those of your neighborhoods or better yet that the ordinance be opened without a residential requirement throughout the city.With best regards,Esther Hunter OpenedDateMme 4/5/2023 9:21 Joan Gregory Homeless Resource Center-40 not 10-return to Councilman Darin Mano,I understand that the city council is considering a plan to limit the new Homeless the original plan Resource Centers to a maximum capacity of 10 people(the original proposal was 40),which would effectively render the whole plan pointless.Please do not do that.We do not have the capacity we need.Please adopt the planning committee's original proposal(capacity:40)instead.Joan Joan M.Gregory 4/5/2023 17:03 Kathy Bray April 4:Homeless Resource Center Text Dear City Council Members,Thank you for reviewing the important Homeless Resource Center Text Amendment Amendment.Overall,Volunteers of America is pleased to have had the opportunity to help shape the document with both the Planning Department and members of the City Council.We appreciate the long-term partnership with Salt Lake City to assist some of the most vulnerable people in our city.Our perspective is informed by our organization's experience as the owner and operator of the Youth Resource Center,service provider at the Geraldine E.King Women's Resource Center,Homeless Outreach Program service provider, and mitigation partner for HRCs in Salt Lake City.Volunteers of America,Utah is in agreement with the Salt Lake Valley Coalition to End Homelessness's input related to the Resource Center Text Amendment.In addition,it should be reasonable for an organization to successfully get through this new process to help house more people experiencing homelessness.Containment of the timeline is essential.Would it be possible to have one public hearing versus two(Planning Commission and City Council)?Thank you for your time and attention to this important matter. 4/5/2023 17:05 Laurie Hopkins Homeless Resource Center Zoning Amendments Dear Salt Lake City Council Members,Shelter the Homeless has appreciated the opportunity to participate and provide feedback throughout the Homeless Resource Center(HRC)Text Amendment process.The Shelter the Homeless Board of Directors and staff support the Salt Lake Valley Coalition to End Homelessness input and feedback about the proposed process.We are appreciative of the thoughtfulness and professionalism of the SLC Planning Department in managing the proposal process and are grateful for the ongoing partnership with Salt Lake City Corporation. 4/6/2023 14:58 William Brass Funding for TUNA Councilwoman Fowler,I just learned that The Utah Nordic Alliance(TUNA)has been grooming East Canyon road for well over a decade through the generous donations of skiers at Mountain Dell Golf Course.A fee box provides the meager money that allows the volunteers to pay for gas,snowmobile repairs,grooming sleds, etc.East Canyon provides a great X-Country skiing experience each year for City residents and yet the group that maintains the trail has to pay for the ability to do so.Because East Canyon is a watershed they must pay for a permit to operate in a watershed,which is understandable yet you can see the irony,I am hoping that Salt Lake City will support finding Zoo Arts and Parks tax dollars to help fund this valuable service provided by TUNA.They support the citizens of Salt Lake City,fully half or more of the people who utilize this groomed track are fro.SLC.I want to find a way to get them funded for their efforts.It shouldn't take much but it will pay huge benefits to all who love and enjoy fresh air,exercise and the outdoors,Salt Lake City has been doing much in outdoor recreation as of late and this would fit well into the master plan.Please help me in this valuable endeavor and guide me in how we can provide funding.I will hope to hear from you or your office soon.Regards,Bill Brass OpenedDateMme 4/7/2023 8:45 Deanna Dee Taylor SLC Public Lands threatens community garden?? Hello Council Member Dugan,I'm writing to urgently ask for your support for the Og-woi People's Orchard and Garden(Og-woi)[1].The Og-woi is a community based project modeling how food can be free and accessible along the Jordan River Parkway trail,created lovingly by,and for,the people.The Og-woi started in a neglected lot on the Jordan River Parkway with a fruit tree planting on Earth Day 2020.Volunteers thereafter returned each Sunday planting the Og-woi.Salt Lake City officials soon approached Og-woi volunteers,proposing to negotiate a formal agreement recognizing the garden.An extensive process has ensued.Og-Woi volunteers established an expert advisory board and adopted'Garden Volunteer Safety Measures',to address contamination issues that occur in the soil throughout the valley[2].In the subsequent years Og-woi volunteers invested thousands of labor hours and tens of thousands of dollars,planting and tending to the garden and orchard.Salt Lake City conducted a public engagement process in 2022 and made an initial decision to uphold the Og-Woi project,finding overwhelming support for the Og-woi[3,4]. UTA is undergoing a 5-year master plan and these popular places aren't included.•This is the Place Heritage Park•Red Butte Garden•Hogle Zoo•The Museum of Natural History•Bonneville Golf Course Best,Jan 4/10/2023 9:06 Elizabeth Bussler Community Analysis Project Good afternoon,My name is Elizabeth and I am currently a graduate student at Boston University.As part of my Communities and Organizations class,we are completing a community analysis group project.One of our group members,Andre Salehi,lives near the Glendale area and our group has decided to focus on this community.I am completing the local government portion of our analysis and was hoping to get some input from you regarding the council and its connection to the community.I have reviewed the District 2 website and it looks like there are so many great things happening!I have also done some preliminary research on community members'concerns and ideas for making Glendale a strong community.The top 3 needs I identified from community members were safety,transportation,and preservation of green spaces and other community assets like cultural centers and eateries.Are there any other concerns or ideas you feel that the community may have?I'm including in my project the city council's plan to revitalize the former Raging Waters water park,as well as the recent grant and project to address transportation safety and efficiency.Are there any other projects or ideas that you think would be helpful to include?Is there anything interesting or important to know about the city council's history?As I said,my focus is on the local government and I'd like to include anything you think would be important.Are there any other actions or plans that have been taken recently to sustain and improve the community?I greatly appreciate your time and any information you can give me so that I can accurately portray the local government aspect of Glendale.I look forward to hearing from you!--Thanks,Elizabeth Bussler 4/10/2023 11:04 Penelope Hebrew 209 New route 209 has had continuous negative impact on our property at 535 9th Ave since inception August 2022.Change was vigorously opposed by residents at the Sweet library meeting and continues to be opposed currently.My house was built in 1903 as were most other homes on this stretch of 9th Ave.These old homes were simply never built to withstand the constant stress of huge inner city buses rumbling by for 20 hours a day.Our bed shakes literally as badly as it did when the recent earthquake hit last year.I was in bed then and it literally feels the same.Windows rattle and all this 60 times a day.My family has NEVER gotten used to the noise which is of industrial strength proportions.It makes enjoying our beautiful yard impossible.Every time a bus passes I look at ridership.I have never seen more than 2 people on a bus at most during all times of the day and most are completely empty-EMPTY.They are well known in Salt Lake as"ghost buses"and for good reason.There are NO businesses in the Avenues except LDS hospital and Smith's grocery complex(on 6th Ave).If you ran a small business and data showed that the product line you were offering was simply not selling and every month you lost money you would quickly adjust your services or go out of business.There is simply not significant ridership on this route to continue a bad money losing decision that punishes the residents that very clearly oppose this route.The old route on 11th Ave was wider,had designated bicycle lanes and ran huge behemoth buses along much more modern and better constructed homes.Though 9th Ave is not in the designated formal historical home district it should be considered as a protected heritage site in this city due to its age.The grade on Virginia street is also gentler and much more accessible and safe in winter.This route 209 was a bad and unpopular decision in the first place and should be discontinued in favor of the old 11th Ave route.4/8/23 Linke Hebrew MD 4/10/2023 13:40 Millie Fletcher RCV/D6 I am writing to ask that you support rank choice voting for Salt Lake City. Russ Naylor will submit information to Nick Norris at the City,and I guess we'll wait to see what happens with the ADU ordinance.I recognize how hard it is to walk the line between what's politically expedient and what may not be popular but ultimately addresses endemic challenges and the best interests of the overall community.Thank you for having an open mind and being available.Best regards,David Weinstein 4/11/2023 15:25 Aline Devaud Rock Turf/D7 Hello City Council,I live in Amy Fowler's district and spoke with her liaison this morning.My comments are regarding the council's efforts in water conservation that limits grass in yards and results in homeowners replacing parts of their yards with rock.The most obvious problem I see with this is the creation of less shade and more heat in the city reflected from the hard surfaces and thus resulting in people using more resources to cool their homes which contributes to negative climate change.Another concern I have with people landscaping their yard with rocks and gravel is that grass and weeds will grow on top of the rocks and I see this occurring soon after the rocks have been placed.Then,I foresee that people will use herbicides to kill the weeds on their rocks thus endangering bugs,birds and pets.Additional use of herbicide may also result in more of this running off into gutters thus doing more harm.I recommend that the Salt Lake City Council exercise caution in their recommendations that reduce the amount of plants,trees and shrubs in Salt Lake City neighborhoods.I support the Salt Lake City Urban Forestry plan and spoke about this to the council when it was up for public comment.Thank you.Aline Devaud 4/11/2023 15:28 Morgan Moffitt Parks and Open Spaces/D7 Hello,my name is Morgan Moffitt and I am a student at East High School.I live in East Salt Lake City.I am very impressed with the plans to help create new parks,trails and open spaces.I think that this is something that will be very beneficial to our community.As someone that lives near lots of parks I think it's very important to have these places for people to go too.I think the plans for the new Glendale park is going to be amazing and really help bring the community together and bring lots of activity to the west side.I think since you are creating such a large space you should not limit a certain amount of the 80 million dollar budget to this park. This is something our city needs and doesn't have.It should be open to creating a new space like nothing we've seen or had before.I appreciate the work you've put into this Bond and I can't wait to see the benefits!
