The Council has returned to a hybrid meeting approach. The hybrid meeting
enables people joining remotely or in-person to listen to the Council meeting and
participate during public comment items.
Public Comments: The public can give comments to the Council during the
meetings online through Webex or in-person in Room 326 of the City and County
Building. In-person attendees can fill out a comment card and online participants
will register through Webex in order to be added to the comment queue.

(A phone line will also be available for people whose only option is to call in.)
Public Health Information: Masks are no longer required in City Facilities, but
are welcome for any attendees who prefer to continue using them. We will
continue to monitor the situation take any reasonable precautions for the public
and staff.

B.PUBLIC HEARINGS:
1. Ordinances: Truth-in-Taxation Hearing for Fiscal Year 2022-23
The Council will accept public comment and consider adopting one or more
ordinances adopting the final rate of tax levy, for all City funds including the
Library Fund, in an amount greater than the Certified Tax Rate, upon all real and
personal property within Salt Lake City made taxable by law for Fiscal Year 2022-
23 and adopting the final budget, including the Library Budget, for Fiscal Year
2022-23.

RE:Truth In Taxation Public Hearing and Final FY23 Budget Adoption
MOTION 1 – CONTINUE THE PUBLIC HEARING
I move that the Council continue the public hearing to August 29th at 6pm.
MOTION 2 (close the public hearing and adopt the final tax rate and budget)
I move that the Council close the public hearing and adopt an ordinance establishing the final rate of tax levy,
including the final levy for the Library Fund, upon all real and personal property within Salt Lake City, made
taxable by law for fiscal year 2020-2021, and ratify the budget as adopted by the Council in June.
MOTION 3 (close the public hearing and reconsider FY23 budget)
I move that the Council close the public hearing and reconsider the FY23 Budget and adopt a motion
establishing different rates.
Staff Note: If the Council wants to reduce the final tax rate for the Fiscal Year 2023 budget than
expense cuts and/or efficiency savings corresponding to revenue decreases would need to be identified.
This is required by state law because cities must pass a balanced budget each fiscal year.
