Laura Briefer provided information regarding:
2023 Spring Runoff Updates
•Continuing to monitor weather, snowpack, snow water equivalent and projected
run-off
•Sandbag supply information
•Current weather being ideal for a measured run-off
•Continuing to monitor stream flows on all streams
Council Member Puy inquired on how it was determined how much sand was delivered to
each staging location, and if consideration for worst-case scenario on the westside (and
across the City) was being made and how could residents request sandbags. Laura Briefer
said Geneva Rock recently donated enough sand last week to fill 48,000 sandbags which
would be staged at centralized locations for Public Utilities deployment, there was
ongoing monitoring of the Jordan River and pinchpoint locations upstream including
areas where rivers traveled underground, where equipment/sandbags have been staged
to mitigate potential flooding, and residents could request sandbags by reaching out to
the SLC Public Utilities Department and Salt Lake County websites.

Salt Lake City Public Utilities (SLCPU) Proposed Budget for FY 2023-24
•Mission of the Department
•Budget insights for FY24:
◦Assessment/replacement of aging water, sewer, stormwater, street lighting
infrastructure
◦Inflationary pressures for all four utilities have increased costs to replace
aging infrastructure, meet regulatory compliance requirements, and bond for
projects
◦Drought conditions having a significant revenue impact on water utility
($30M in revenue loss)
◦Budget matrix scoring for operational programs for
water/sewer/stormwater/street lighting
◦Proposed addition of 16 full-time employees (FTEs)

The Council will receive a briefing about a grant application request from Economic
Development to the Wasatch Front Regional Council (WFRC). The grant would fund a
consultant hired by Wasatch Front Regional Council to conduct an economic
needs/revitalization assessment and provide a strategy that addresses the needs of the
business environment and surrounding neighborhoods. The plan would address needs
and gaps with incentives to create mixed-use developments which provide access to fresh
food, healthcare, and affordable housing. The study area includes North Temple corridor
between I-15 and I-215.
Lorena Riffo-Jenson, Jacob Maxwell and Roberta Reichgelt provided
information regarding:
North Temple Economic Revitalization Action Plan
•Community feedback regarding North Temple
•Grant information:
◦Awarded a $170,000 grant by The Wasatch Front Regional Council, to be
matched with $20,000 from the City to begin work on the plan
◦Area to be addressed was North Temple (between I-15 and I-215)
◦Economic Development to hire a consultant to conduct the community
engagement and completion of this plan
•Primary scope of work items:
◦Community and business engagement to assess community goals
◦Asset and gap analysis of economic opportunities and activation
◦Incorporating relevant insights from current/previous North Temple area
plans and define Economic Development’s place in the efforts
