If awarded, the grant would fund four new full-time positions and 18 existing full-time positions. If awarded, the grant would fund employee wellness and peer support teams training; wellness books, program education materials, annual recertification manuals and wellness bags for peer supporters; and a subscription to a wellness app for on- demand resources for employees and families. Jeffery Wood expressed concerns over the decline in the area around the Jordan River, the need to address issues with drugs and alcohol abuse for homeless individuals and urged Council to support the Jordan River grant that would aid in creating a safe and inviting environment for the community. The line of credit is a financing tool that provides up to $400,000,000 in funding with lower interest rates until the next round of bonds are issued, likely in 2025. The Council's action includes authorizing the execution of a parameters resolution holding a hearing in August, and other documents as needed. The subject portion of 700 South abuts the north side of the applicant’s property. A new section of 700 South was constructed which connects to 5600 West north of the old 700 South street segment. Form Based Districts were adopted in 2016 and amended in 2023. It has been found that certain standards are incorrect, inconsistent, or incompatible with the intent of the chapter. The proposal would create consistency and update the standards for projecting business signs in commercial and mixed-use districts. The proposal would add a new definition for “Distribution Center,” as well as prohibit distribution-related uses on the site. The intent of the proposal is to avoid the concentration of a single land use and to allow for diverse uses as outlined in the Northwest Quadrant Master Plan. Generally, projects have a useful life of at least five years and cost $50,000 or more. The Council approves debt service and overall CIP funding in June with the annual budget process, while project-specific funding is approved by September 1 of the same calendar year. Ben Luedtke gave a brief overview of the Capital Improvement Program (CIP) budget. Mary T Calhoon (First Step House) spoke to the request for a mid-block crosswalk at 500 East, the number of people who use the Smith’s and bus stop in the area would greatly benefit from the project and the crosswalk would improve pedestrian safety and quality of life for the residents of the neighborhood. Jen Colby noted the backlog of projects waiting for funding; stated free parking should not be offered anywhere in the city and expressed support for all projects that improved biking and walkability and reduced car dependency. Damon Talbot congratulated the Council on compiling/presenting a diverse CIP package, expressed excitement over the Transportation projects, but concern over the number of unfunded requests; urged Council to keep unfunded requests at the forefront of their minds when reviewing alternative funding resources and work to move the Green Loop project forward. Melainie Pehrson Noyce supported the CIP program and the benefit it brought to the community; stated public/family space was critical to everyone who lived in and visited Salt Lake City however, Salt Lake needed to enhance open space, encouraged promises made to the Westside neighborhoods by the Council be fulfill regarding improving open spaces. MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, August 13, 2024 10 Doug Flagler expressed support of the Harvey Milk Boulevard project; noted the enhancements to Central 9th space and how the improvements benefited the community. Riley Richardson spoke to the possibility of a park being constructed on 1000 West and how much a park would benefit the area. Lee Farnsworth expressed frustration with parking on Fayette Avenue adjacent to his property; the number of large apartment complexes increased the parking issues in the area due to the lack of on street parking, curb and gutter, requested Council to approve the CIP project for installation of curb and gutter along Fayette Avenue that would improve the area and provide parking on both sides of the street. Mike Wheeler pled with Council to address the safety issues on Fayette Avenue regarding the lack of lighting, sidewalks, and curb and gutter before someone was seriously injured. Joseph Leyba asked Council to support upgrades to Fayette avenue by funding upgraded lighting, curb and gutter from 200 West to 240 West Fayette Avenue where the street was not paved. Kerri Nakamura spoke to the benefits of the CIP program; asked Council to consider funding the improvements along Fayette Avenue regarding lighting which was the largest concern on the City owned lots that were unkept and hazardous. Craig Ogan spoke to the Parks Department request for light posts and updates to Memory Grove, thanked Council for consideration of the application, listening and doing what was best for Salt Lake City. AYE: Chris Wharton, Daniel Dugan, Darin Mano, Sarah Young, Eva Lopez Chavez, Victoria Petro ABSENT: Alejandro Puy Final Result: 6 – 0 Pass MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, August 13, 2024 11 14.Ordinance: Sports, Entertainment, Culture, and Convention District Text Amendment The Council will accept public comment and consider adopting an ordinance that would amend the D4 Secondary Central Business District zoning district to support the creation of a Sports, Entertainment, Culture, and Convention (SECC). The proposed text amendments would make the following changes to the D4 zoning district: 1.Modify the maximum height allowed through design review from 125 feet to 600 feet. 2.Modifying the required front and corner yard setback requirements are changing to clarify that buildings with plazas and other similar public spaces are allowed to exceed the maximum setback. 3.Change the table of allowed uses for the D4 zoning district would change as follows: o Stadiums change from a conditional use to a permitted use. o Commercial parking would be changed from a conditional use to a permitted use. (A current requirement prohibiting the demolition of a building for principal use parking on the property would remain.) 4.Expand the existing sign overlay that applies to the Delta Center to extend to the blocks that contain the Salt Palace. This allows more flexibility for signs related to the entertainment venues within the overlay and allows modifications to signs through the design review process for buildings that are subject to design review. MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, August 13, 2024 12 Nick Tarbet gave a brief overview of the Text Amendment. Lori Wike expressed concern regarding the proposed sign overlay and potential building height under the new zoning; asked Council to remove Abravanel Hall from the sign overlay zone, reject the deviation from standard practice, understand the importance of the Planning Commissions role in the approval process and honor the petition to save Abravanel Hall. Jen Colby spoke to Planning Commission’s negative recommendation to the text changes, read Planning Commissioner Scheer’s comments regarding the proposal, and objected to the proposed allowable height of the proposed buildings. Liz Ward thanked Council for comments/recommendations regarding setbacks relating to religious centers in Japantown; asked for language to be added regarding lighting, fencing materials, festivals and daily operations be included in the agreement to guarantee activities in Japantown would not be hindered during construction. Scott Johnson spoke to Mr. Bruner’s comments during the July 9, 2024, meeting regarding revitalization; asked why the process was required to move at such a fast pace as time should be allowed to consider Planning Commission’s opinion/direction, to allow for different processes, and for bidding and to focus on real solutions that would result in the best solution for the city without increasing taxes. Damon Talbot supported the convention district but was concerned over the fast process, stated Planning Commission’s oversight was necessary to make the plan successful and balance the goals of downtown while giving the public a chance to be part of the process. Jann McConkie stated she did not like the changes and the new projects cost too much money. Council recessed the Formal Meeting to hold the Truth In Taxation meeting at 7:00 pm Returned to the Formal Meeting at 7:06 pm Mercedes Smith spoke to Smith’s Entertainment Group’s (SEG’s) request for special treatment from the Planning Commission, what special treatment would mean for surrounding structures and asked where did the special exceptions for this company end. Mercedes Smith asked the Council to exclude Abravanel Hall from the sign overlay. Brent Koga thanked Mayor and Council for helping Salt Lake Buddhist Temple and Japanese Church of Christ, more needed to be done to help the churches such as eliminating loading and unloading of freight in front of the churches. Brent Koga stated meetings between SEG and the Churches needed to be held monthly/weekly not every six months. James Longstaff supported the increased building height in the proposed zone, suggested adding levels of housing above entertainment structures and stated parking above ground should be restricted as it was a lost opportunity for housing. MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, August 13, 2024 13 Craig Ogan spoke to Council ability to protect Abravanel Hall and the importance of keeping Abravanel Hall for the residents of Salt Lake City. Bree Scheer (Salt Lake City Planning Commissioner) spoke to the Planning Commission’s negative recommendation, explaining that under the proposed zoning amendment a development could deliberately pass by the Planning Commission which in her opinion was a huge mistake. Commissioner Scheer assured the Council that the Planning Commission had both the competency and training to handle the process of reviewing large developments such as SEG’s and to make the right decisions for the residents and visitors of Salt Lake City. Jeff Carleton expressed support for the overall plan and additional building height as a downtown should have tall buildings that could accommodate many uses and asked Council to support the proposal as presented. Andrew Marwick stated Salt Lake was more than just the area surrounding the Delta Center, encouraged Council to research similar developments in neighboring states and the impacts of the development; listen to the residents who live with the aftermath of developments that never fully developed. Andrew Marwick stated there was no guarantee the project would succeed, or the developer would build what was proposed. Council Member Young thanked the public for attending and speaking at the meetings, explained that comments were taken into consideration and Council was doing everything they could to ensure the public had opportunities for input in the process as the project moved forward. Scott Johnson asked the Council if the sales tax study accounted for shoppers avoiding the sales tax area and what would happen when the businesses inside the entertainment area started closing. Scott Narus spoke to the water stabilization fees specifically the amount town home owners were assessed versus single family homeowners and how unfairly water usage was measured/assessed throughout the city. Jenn Colby expressed concerned over the statements in the 2023 Olympic Bid award, regarding anti-doping, and stated Council could turn down the tax increase and and the Jazz could located somewhere else.
