Work Session Items
1.Ordinance: Jordan River Fairpark District Zoning Map &
Text Amendment ~ 3:30 p.m.

The Council will receive a briefing about a proposal that would amend the City's zoning
ordinance by creating a new zoning district known as the Jordan River Fairpark (JRF)
District at approximately 1500 West North Temple and bounded by the Jordan River,
Redwood Road, North Temple, and Interstate 15. The proposal would rezone
approximately 93 acres across 32 parcels into a single zone to support the area's
redevelopment. The project is located within Council District 2. Petitioner: Snell &
Wilmer, representing Larry H. Miller Development.
1. Zoning Map & Text Amendment: The JRF district would allow buildings up to 400
feet tall. No minimum lot size, setbacks, or open space requirements are proposed,
and developments would be exempt from meeting the City's general plans.
2. Development Agreement: The proposed Development Agreement addresses access
to the Jordan River, open space, roads, and infrastructure improvements and
establishes review processes for development applications. Under new state law, an
agreement must be reached by December 31, 2024, for expedited land use reviews
related to a qualified stadium and related uses. If no agreement is made, the JRF
District will not be subject to the City's zoning regulations.

Council Members, Amanda Roman, Kelsey Lindquist and Nick Norris discussed:
• The Planning Commission’s recommendations for the development agreement
listed on page five of the presentation
• The percentage of affordable family housing included in the plan (it was within
Council’s purview to outline the percentage in the development agreement)
• Next steps for the development proposal
• Larry H. Miller’s (LHM) willingness to include the public benefits in the plan and
be responsive to community needs

Council Members, Nick Tarbet, Wade Budge. Brad Holmes and Amanda Covington
discussed:
•Current zoning / allowed property uses, removal of the light manufacturing use,
Council’s recommendations for LHM to work with the Planning Department on
uses that benefited the development area and neighborhood
•Ensuring a contingent development plan was in place if a stadium was not
constructed
•LHM’s standard of customer service and willingness to work with not only Salt
Lake City, neighboring residents, Utah Fairpark Area Investment and Restoration
District (UFAIR) and other entities who had a stake in the project
•The importance of including family sized housing units, work force development,
apprenticeships, internships, local contractors, free expression protection, etc. as
public benefits in the development agreement
•The potential of creating a separate document outlining public benefits that should
be included in the development and the conversations that would be required
between Council, LHM, staff and the City Attorney’s office to clearly outline how
Council would engage with LHM to ensure the document was binding
Brad Holmes thanked everyone for their comments and stated LHM would return to the
Council for further discussion on the project.
Nick Tarbet reviewed requests from Council regarding free expression,
nondiscrimination, warehouse uses, flex space, family housing, local contractors, work
force development, open space, 24/7 river access, river easements, internships, riparian
corridor, open space and attorney review.
Council Requests
Council Member Puy requested language regarding the public benefit agreement, the
City's recourses if the development was not constructed or the public benefits were not
included in the development, and project deadlines provided in writing to offer
clarification for both parties.
Council Member Dugan requested further discussion regarding the proposed percentage
of annual median income (AMI) and the number of family units proposed to be included
in the development housing plan.
2.Informational: Updates from the Administration ~ 4:15 p.m.

in progress. Topics may relate to major events or emergencies (if needed), services and
resources related to people experiencing homelessness, active public engagement efforts,

Weston Clark presented the Community Engagement Highlights for the week of
November 12, 2024.
Council Member Dugan reported the Public Lands Department was currently taking
public comments for the Donner Park project.
Andrew Johnston presented the Homelessness Update for the week of November 12,
2024.
3.Resolution: Designating The Central Business Improvement
Area and Appoint a Board of Equalization ~ 4:30 p.m.

The Council will receive a briefing to announce the protest tally of property owners
within the assessment area. If the protest tally is less than the threshold set in state law to
prohibit a new three-year authorization, then the Council may consider two resolutions:
one designating an assessment area for downtown economic promotion activities and
holiday lighting to be known as the Salt Lake City, Utah Central Business Improvement
Area from April 2025- April 2028 or CBIA25; and another appointing a Board of
Equalization to hear and consider objections and corrections to proposed assessments;
setting dates for when the Board will meet; and authorizing the City Recorder to publish
and mail a Notice of Assessment and hearing dates.

4.Resolution: Public Utilities Revenue Bonds, Series 2025 ~ 4:40 p.m.

The Council will receive a briefing about a parameters resolution authorizing the
issuance and sale of up to $225,000,000 principal amount of Public Utilities revenue
bonds, series 2025. The bond would finance a portion of water and sewer capital
improvements, funding the City Creek Water Treatment Plant and the City’s new water
reclamation facility. The Council's action includes authorizing the execution of a
supplemental indenture, a bond purchase contract, and other documents as required.

Lisa Tarufelli, Jesse Stewart and Jason Brown presented the Public Utilities Revenue
Bonds, Series 2025.
Council Members, Lisa Tarufelli, Jesse Stewart and Jason Brown discussed:
•The abundant amount of public information available on the Department of Public
Utility’s website
•Ways Public Utilities engaged with the public regarding the needs of the city (i.e.
conservation, volunteers etc.), city programs, and how residents could be proactive
with conservation
•Public Utility’s bond requests for future projects, project timelines/completion
dates for 2027
•Public Utility’s five-year project plan proposal
Council Request:
Council Member Young requested Public Utilities provide more information to broaden
the pool of expertise about the needs of Salt Lake City and distribute awareness of those
needs to residents.
5.Ordinance: Consolidated Fee Schedule Amendment Regarding
the Utility Fee Waiver ~ 5:00 p.m.

The Council will discuss adding language to the Consolidated Fee Schedule to allow the
Department of Public Utilities to waive stabilization fees on certain accounts with non-
use.

Lehua Weaver, Lisa Tarufelli and Jesse Stewart presented the utility fee waiver.
Council Member Wharton thanked Public Utilities for the work on the fee schedule and
stated residents were appreciative of the review.
Lehua Weaver reviewed the next steps for the proposal.
6.Ordinance: Temporary Closure of a Portion of 1000 West
Between South Temple and Approximately 15 South 1000 West ~ 5:10 p.m.

The Council will receive a briefing about an ordinance that would temporarily close a
segment of 1000 West between South Temple and 15 South 1000 West to mitigate unsafe
conditions. State law allows the City to temporarily close certain streets until the unsafe
conditions are mitigated or up to two years, whichever is less. The Federal Railroad
Administration has suspended the Woods Cross Quiet Zone after conducting an
inspection and determining that safety systems and measures implemented at this
crossing are inadequate. Temporarily closing this portion of the road will allow the City
to make improvements to the crossing so that the Woods Cross Quiet Zone may be
restored.

Nick Tarbet presented the proposed ordinance.
Council Members, Mark Stephens, Jill Love and Nick Tarbet discussed:
•The purpose of closing 1000 West and guidelines under the Federal Railroad
Administration (FRA) regulating the closure
•Issues with crossings in North Salt Lake that require repairs to reinstate the quiet
zone and access for Rocky Mountain Power affecting the project
•The repair plan would be presented to the FRA in December 2024, (staff was
uncertain the Salt Lake crossing would be on the December agenda but was

working diligently to get it listed)
•A strategy where the Salt Lake crossing was not tied to the North Salt Lake crossing
to reopen the quiet zone, (the rail line was considered one line), a waiver
application had been submitted to accelerate the process
•Crossings in need of repair that affected the quite zone, crossings with waivers
submitted, typical issues brought to light during a deficiency inspection, suspended
quiet zones and quiet zones that remained open
Mayor Mendenhall thanked the Council for the original plan to quiet the trains;
explained why the increased closings were happening and thanked everyone involved for
the work to quiet the trains in Salt Lake for all the residents.
7.Council Discussion on Compensation Follow-up ~ 5:30 p.m.

TENTATIVE Council Action - n/a
Jennifer Bruno reviewed the Council compensation proposal.
Council Member Petro expressed support for the proposal, stated it was a step in the right
direction; suggested basing Council Member compensation on the population of the
Council District not a portion of the Mayor's compensation, starting with reimbursement
for meetings; stated this was an issue of equity and more work was needed on the
proposal.
Council Member Dugan spoke to the potential consequences if stipends were paid to
different Council positions (i.e Chair, Vice Chair), discord could be created between
members over pay and duties; asked if other boards would be compensated in a similar
fashion; stated this was a large budget request and the City often appointed volunteers to
serve on other boards.
Council Member Puy stated the position of Chair came with a large amount of
responsibility; this was an equity issue and someone wishing to serve should not be
prevented because they could not afford to.

Council Members and Jennifer Bruno discussed the language of the Straw Poll, public
feedback, the effective date for the ordinance, and if prorated language was included.
Straw Poll
Support to move this item forward for action, including motion language, an effective
date and language to clarify not all Council Members served a full year. All Council
Members present were in favor.
Council Member Wharton stated an external committee should review the proposal,
however the issue should not stall and the Straw Poll vote did not commit a Council
Member to a vote in the future.
Council Member Puy stated it was important for any individual (including someone of
color or financially challenged) willing to serve the City as a Council Member, on a board
or commission, be able to do so regardless of their financial standing.
Council Member Dugan opposed to the proposal; stated the conversation should move
forward to the public hearing and allow the conversation to continue.
8.Board Appointment: Arts Council – Cuauhtemoc Sandoval ~ 5:50 p.m.

Arts Council Board for a term ending November 12, 2027.

11.Informational: S-Line Conveyance of Significant
Parcels Written Briefing

The Council will receive a written briefing about the process to transfer significant
parcels of City-owned real property to the Redevelopment Agency (RDA). The RDA
board approved conveying a portion of RDA property along Simpson Avenue to the City
in exchange for property within Sugarmont Drive being conveyed from the City to the
RDA. The City-owned properties were declared surplus by Real Estate Services on
August 30, 2024. The property transfers are intended to facilitate an extension of the S-
Line Streetcar to Highland Drive and an adjacent transit-oriented development.
