MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, January 7, 2025 4 Motion: Moved by Council Member Dugan, seconded by Council Member Puy to   adopt Ordinance 02 of 2025, amending the zoning of the properties at   approximately 238 South Concord Street and 1255 West Pierpont Avenue   from R-1/5,000 (Single-Family Residential District) to RMF-30 (Low-Density  Multi-Family Residential District).  AYE: $OHMDQGUR 3X\ &KULV :KDUWRQ 'DQLHO 'XJDQ 'DULQ 0DQR 6DUDK <RXQJ (YD /RSH] &KDYH] 9LFWRULD 3HWUR Final Result:  ±  3DVV C.POTENTIAL ACTION ITEMS: 1.Ordinance: Northpoint Light Industrial Zoning Text Amendment The Council will consider adopting an ordinance that would amend various sections of Title 21A of the Salt Lake City Code creating a new section 21A.28.040 Northpoint Light Industrial (M-1A) Zoning District that aligns with the goals, policies and future land use recommendations established in the Northpoint Small Area Plan. The proposal would include providing an environment for light industrial, office, and research uses, while reducing the impact on adjacent agricultural and residential properties and native habitats. This is a City Council-initiated petition. Other sections of Title 21A – Zoning may also be amended as part of this petition. This project is within Council District 1. There were no questions for the Mayor or Staff. 2.Comments to the City Council. (This is a one-hour time slot for the public to comment on any City business not scheduled for a public hearing. Each person will have two minutes to talk. General comment registration closes at 7:30 p.m.) Council Member Petro reviewed the rules of decorum. David Waldman stated as the steward of public lands Council should be doing more to protect them; spoke to vegetation damage along Edgehill Road, explained what should have been done to prevent the damage and what would be required to repair it.  Susan Dawson stated a petition was submitted to Council regarding parking restrictions along the west block of Edgehill Road and asked Council to assist in addressing the turnaround at the top of Edgehill Road. Lilah Rosenfield asked Council to vote no, when addressing the Campaign Finance Amendments Ordinance to allow additional public review/comment on the proposed changes. Mona M spoke to issues of abuses and mistreatment of the members of the Church of Scientology and asked Council to intervene in the practices of the Church before it was too late. Cheneil Hill spoke to issues, abuses and treatment of the members of the Church of Scientology, asked Council to respond to the proposed policy, submitted at a prior Council meeting. Katie Romney spoke to the petition submitted by residents of Edgehill Road regarding damage created by the power line project’s access road and asked for the turnaround at the top of Edgehill Road to be addressed before spring. Sara Malik spoke to the treeline along Michigan Avenue and the urgent need to treat the sick trees before they were lost forever. Byron Little stated there were ailing sycamore trees throughout the city and asked Council to assist in saving the trees before they were lost to disease.  Chris Carignan spoke to the nature of the Church of Scientology, the lack of response from Council and City Officials to the warnings being provided each week  andencouraged City Officials to act before it was too late. The amendments would include: • increasing the maximum allowed hedge height to 6 feet along side yard property lines in front of the primary structure’s primary facade, exclusive of defined clear view standards and, MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, January 7, 2025  4.Legislative Action: Height Restrictions Hedges and Fences The Council will consider adopting a legislative action that would initiate a zoning petition for City staff to research and draft an ordinance that would update the Salt Lake City Code to increase the maximum hedge height to 6 feet (currently 4 feet) in the front and side yards in front of the primary façade. The request arises from residents' concerns about the current code, which may unintentionally limit safety, privacy, and functionality for properties incorporating ADUs or pursuing higher-density living solutions. In addition, the maximum height of a fence, wall, or hedge located behind the primary façade would be increased to 7 feet (currently 6 feet). AYE: Alejandro Puy, Darin Mano, Sarah Young, Eva Lopez  Chavez, Victoria Petro NAY: Chris Wharton, Daniel Dugan Final Result: 5 – 2 Pass Council Member Petro reviewed the purpose of the Ordinance stating it did not change Council’s base pay; it offered stipends for those in leadership positions.  Council Member Puy expressed appreciation for the discussions regarding Council Members’ roles, different leadership positions, options for compensation and for the outcome of the discussion thus far. Council Member Wharton stated a formalized process to review compensation was requested and it was his preference to wait until the formalized data was provided therefore, he would be voting against the proposed Ordinance. MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, January 7, 2025 11 Council Member Dugan expressed appreciation for the discussions regarding the proposed Ordinance and for current leadership and the work accomplished in their leadership role. However, additional compensation was not necessary; therefore, he would be voting against the proposed Ordinance. Council Member Young stated the increase in compensation should be given to %oards Commissions citywide. In addition, Ordinance illustrates an acknowledgment that while  Council Members in leadership positions have an increased workload, they also have a  duty to notify fellow Council Members of important issues in a timely manner which  would then allow for key discussions with constituents. The policy development aligned  with the State Legislature and other municipalities. Jennifer Bruno stated there was a typo on the agenda listing the item as a Resolution instead of an Ordinance and asked for the motion to reflect the correct language. G.CONSENT: 1.Ordinance: Library Budget Amendment No.1 for Fiscal Year 2024-25 The Council will set the date of Tuesday, January 21, 2025 at 7 p.m. to accept public comment and consider adopting an ordinance that would amend the budget for the Library Fund for Fiscal Year 2024-25. Budget amendments happen several times each year to reflect adjustments to the City’s budgets, including proposed project additions and modifications. The proposed amendment includes re-appropriating $190,000 in the Library’s FY25 budget from unused employee benefits to help pay for the Main Library roof renovation project.
