Monson Center, Miller Town Hall Location.  The following Council Members were present: Victoria Petro, Daniel Dugan, Chris Wharton, Alejandro Puy, Darin Mano, Eva Lopez Chavez The following Council Members were absent: Sarah Young Present Legislative Leadership: Jennifer Bruno – Executive Director, Nick Tarbet – Deputy Director Present Administrative Leadership: Mayor Erin Mendenhall, Rachel Otto – Chief of Staff, Lindsay Nikola – Deputy Chief of Staff, Jill Love – Chief Administrative Officer  Present City Staff: Mark Kittrell– Acting City Attorney, Cindy Lou Trishman – Acting City Recorder, Stephanie Elliott – Minutes & Records Clerk, Keith Reynolds – Deputy City Recorder  The meeting was called to order at 11:18 am MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, January 14, 2025 0 City Council Retreat A Retreat Summary Welcome & Sharing Songs Council Member Wharton started the meeting with a group Spotify playlist; each Council Member chose a love song and a fight song representing Salt Lake City's (SLC) resilience and community.  Council & CRA Leadership – Roles Jennifer Bruno presented and led the discussion on the management and workload of the Council Chair and the Community Reinvestment Agency (CRA) Chair for the following topics:  •Coordination – Internally and Externally •Communication – Internally and Externally •Meeting Management •Office Oversight •Decision or Conduct Questions for the Body Council Members and Jennifer Bruno discussed the following related to the Chair roles: •The CRA Chair and Council Chair attend monthly agenda-setting meetings to ensure the coordination of priorities.  •Allowing more Council Members to attend agenda-setting meetings •Conflict resolution for possible disagreements •Accountability and code of conduct for Council Members clarifying what was expected from leadership •Part-time versus Full-time duties •Council and CRA Chair check-ins •New Council Member peer visits and orientation •2025 Legislative Session ◦Nick Tarbet stated that the Legislative Team would give updates to the Council  •Cohesive priorities and metrics for changing society Council Request •Council Member Lopez Chavez requested a dashboard or Internal Management System to track work completed and in progress in the Fiscal Year that the Council Chair was doing. •Council Members Wharton and Petro requested enhanced communication efforts for the 2025 Legislative Session and suggested possible Friday meetings •Council Member Puy suggested an anonymous survey for staff regarding workload and its sustainability.  Lunch (12:40 – 1:15 pm) Closed Session (1:28 – 2:05 pm) Intro to Projects & Priorities Discussion MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, January 14, 2025 1 Jennifer Bruno and the Council discussed the “Council Tools & Strengths In Numbers” handout: •Formal Actions •Preparation for 2025-2026 Fiscal Year Budget •Policy concerns  •Balancing District priorities and projects with the budget •Use of Asana and the introduction as a City Task Manager Program •Tracking Council's priorities and projects in Asana •Customer Relationship Management (CRM) in Salesforce  •Constituent response time •Liaison duties and workload •Council Members and Staff workload and priorities •Three new Full-Time Employees (FTEs) were requested for the 25-26 Fiscal Year Budget  Council Member Wharton drew a pie chart representing workload and available time to showcase how adding new projects or budgetary needs created issues and imbalance for the city’s available resources.  Council Request Council Member Petro requested a communications plan to address policy concerns with fellow Council Members effectively.  District Priorities Council Member Young prerecorded a video with priorities for the year for District 7 that was broadcast during the meeting: •Strategic support for local businesses regarding 2100 S, Fairpark, Green Loop, etc •Support for homelessness service and safety – outcome numbers and how success was measured  •Safe and livable streets – requested updated data sources •Deferred maintenance of City assets •Coordination with Salt Lake City School District with the CRA and City Council  •SLC employee's competitive pay •Redondo Avenue Council Member Dugan stated priorities for the year for District 6: •Top Priorities ◦Street resurfacing and street calming ◦Parks deferred maintenance •Other Priorities ◦Safety concerns regarding school zone security cameras  ◦Home insurance and protection for the community ◦Traffic and Transportation near the University of Utah  ◦Air Quality and Water ◦Healthy tree canopy throughout the city ◦Streets updates and needed construction ◦Rio Grande Plan and Green Loop integration ◦Affordable Living and Housing MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, January 14, 2025 2 ◦Government-funded school lunches for all to create equality Council Member Mano stated the priorities for the year for District 5: •CRA Zoning Reform ◦MU - Zoning Consolidation  ◦RMF-30 Zoning  ◦R1 Zoning  •Development Funding  ◦JapanTown – Bond Funding  ◦Ballpark – Adopting design buildings and sending out Request for Proposal ◦FleetBlock Zoning Council Member Chavez Lopez stated the priorities for the year for District 4: •Middle Housing Homeownership Gaps •Homelessness support and reducing gaps in services •Downtown safety and accessibility  – Green Loop and Mainstreet Promenade Engineering Study •Scooter franchise and agreements budget-neutral FTE to build compliance with scooters •Construction Zone pedestrian divergent for safety •Activation of downtown and Open Streets  •Sound apparatus funding to read sound decibels  •Funding for future elections and expansion of the districts •District 4 surveys to measure the quality of life and success Council Member Wharton stated the priorities for the year for District 3: •Park and Trails Maintenance Plan – including deferred maintenance  •Wildlife prevention and mitigation plan for natural disaster •Historic Preservation •Law enforcement evaluation of effectiveness or response models for policing •Funding for Projects  ◦Thriving In Place ◦Cemetery Master Plan  ◦Memory Grove Improvements ◦Public Art  ◦Traffic Calming Initiatives •Housing for LGBTQ+ seniors  Council Member Puy stated the priorities for the year for District 2: •Code violation statute – review and revise violations, fees, and remedies •Private street lighting remedies for neighbors  •Road and sidewalk reconstruction •Data – funding allocation and required software •National League of Cities (NLC)  Council Member Petro stated the priorities for the year for District 1: •2200 West and Traffic Circles •Wise management of SLC resources – creation of a savings account for emergencies •Data-driven responses and metrics for all projects  •CRM tracking and development  •Asset management MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, January 14, 2025 3 •Cultural district's attention and funding to be widely dispersed Jennifer Bruno and the Council Members discussed the following: •Rio Grande Plan – study completion was necessary before discussion and decision- making could happen •Suggestion to use a bond to encompass multiple projects like the Open Streets and Japantown •Civil commitment to fund homelessness services •Park maintenance would include but not limited to – lamps, sprinklers, facilities, structures (monuments)  •Department Data and how that would become available to the public  •Metrics to be determined from target areas requested and identified by the Council •Fiscally responsible priorities  Council Member Wharton stated the following priorities for the Council Chair: •Agenda Board reactivation to be located in Jennifer Bruno’s Office for reference of projects and priorities •Comments in Council Meeting be requested by raise of hand to be acknowledged by Chair •Calls and Text to the Chair permitted from Council Members to be on the same page Standing Items: 1 The Council will consider a motion to enter into Closed Session. A closed meeting described under Section 52-4-205 may be held for specific purposes including, but not limited to: a.     discussion of the character, professional competence, or physical or mental health of an individual; b.     strategy sessions to discuss collective bargaining; c.    strategy sessions to discuss pending or reasonably imminent litigation; d.    strategy sessions to discuss the purchase, exchange, or lease of real property, including any form of a water right or water shares, if public discussion of the transaction would: (i)    disclose the appraisal or estimated value of the property under consideration; or (ii)     prevent the public body from completing the transaction on the best possible terms; e.    strategy sessions to discuss the sale of real property, including any form of a water right or water shares, if: (i) public discussion of the transaction would: (A) disclose the appraisal or estimated value of the property under consideration; or (B) prevent the public body from completing the transaction on the best possible terms; (ii)     the public body previously gave public notice that the property would be offered for sale; and
