The following Council Members were present: Alejandro Puy, Chris Wharton, Daniel Dugan, Darin Mano, Sarah Young, Victoria Petro, Eva Lopez Chavez Present Legislative Leadership: Jennifer Bruno – Executive Director, Lehua Weaver – Deputy Director Present Administrative Leadership: Mayor Erin Mendenhall, Rachel Otto – Chief of Staff, Jill Love – Chief Administrative Officer Present City Staff: Mark Kittrell – Acting City Attorney; Keith Reynolds - City Recorder; Cindy Lou Trishman – Deputy Director of Operations and Administration, Michelle Barney – Minutes & Records Clerk, Taylor Hill – Constituent Liaison/Policy Analyst, Sylvia Richards – Public Policy Analyst, Scott Corpany – Staff Assistant The meeting was called to order at 7:08 pm A.OPENING CEREMONY: 1.Council Member Darin Mano will conduct the formal meeting. 2.Pledge of Allegiance. 3.Welcome and Public Meeting Rules. 4.The Council will approve the work session meeting minutes of January 7, 2025 as well as the formal meeting minutes of November 19, 2024; December 3, 2024; and December 10, 2024. Motion: Moved by Council Member Dugan, seconded by Council Member Lopez Chavez to approve the work session meeting minutes of January 7, 2025, as well as the formal meeting minutes of November 19, 2024; December 3, 2024; and December 10, 2024. AYE: Alejandro Puy, Chris Wharton, Daniel Dugan, Darin Mano, Sarah Young, Eva Lopez Chavez, Victoria Petro Final Result: 7 – 0 Pass MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, February 4, 2025 2 5.The Council will consider adopting a joint ceremonial resolution with Mayor Mendenhall recognizing February as Black History Month in Salt Lake City. Council Member Dugan read the Resolution. Jeanetta Williams (NAACP President), James Yapias (NAACP, Education Chair) and George Severson (NAACP, Executive Committee Member) accepted the Resolution and stated it meant a great deal to have the recognition from the Mayor and City Council. Motion: Moved by Council Member Dugan, seconded by Council Member Lopez Chavez to adopt Ceremonial Resolution 03 of 2025. AYE: Alejandro Puy, Chris Wharton, Daniel Dugan, Darin Mano, Sarah Young, Eva Lopez Chavez, Victoria Petro Final Result: 7 – 0 Pass B.PUBLIC HEARINGS: Items B1 – B10 will be heard as one public hearing. 1.Grant Application: Low Carbon Transportation Materials Grant The Council will accept public comment for a grant application request from the Department of Engineering to the Federal Highway Administration (FHWA) Low-Carbon Transportation Materials (LCTM) program. If awarded, the grant objective is to support the use of construction materials, products, and treatments that have much lower levels of carbon associated with the production stage as compared to industry averages of similar materials or products. If awarded, the grant would fund the Increase of floral resources for Monarchs and Bumble Bees with the Utah Pollinator Habitat Program. If awarded, the grant would fund the Jordan River invasive species control and restoration project. MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, February 4, 2025 4 4.Grant Application: Wakara Way Reconstruction Surface Transportation Program The Council will accept public comment for a grant application request from the Department of Public Services to the Wasatch Front Regional Council. If awarded, the grant would fund reconstruction that will address poor pavement and street flooding, while adding safer bikeways and more continuous sidewalks. If awarded, the grant would fund the conversion of a traffic signal at 1700 East and 2100 South to a roundabout to reduce speeds, delays, emissions, and air pollution, and to provide a better connection to a future shared-use path on the southwest corner. If awarded, the grant would fund the addition of water-wise street trees and plants along blocks of the City's 9-Line Trail, which would help to reduce carbon dioxide. If awarded, the grant would fund a comprehensive, destination-based, way-finding approach to ensure that bicyclists know how to get to where they want to go. If awarded, the grant would fund the improvement of crossings and rights-of-way at offset intersections between the Avenues neighborhood and areas to the south. South Temple’s role in the Green Loop will also be evaluated. MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, February 4, 2025 6 10.Grant Application: Assistance to Firefighters Grant The Council will accept public comment for a grant application request from the Fire Department to FEMA, Department of Homeland Security. If awarded, the grant would fund the replacement of five AED devices and seven CPR devices, bringing the department into compliance with the National Fire Protection Association (NFPA) standards. Sylvia Richards provided a brief overview of each grant application. There were no public comments for these items. AYE: Alejandro Puy, Chris Wharton, Daniel Dugan, Darin Mano, Sarah Young, Eva Lopez Chavez, Victoria Petro Final Result: 7 – 0 Pass MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, February 4, 2025 7 11.Ordinance: Budget Amendment No.3 for Fiscal Year 2024-25 The Council will accept public comment and consider an ordinance amending the final budget of Salt Lake City, including the employment staffing document, for Fiscal Year 2024-25. The proposed amendment includes infrastructure development on the Fleet Block, several vehicles for various City operations, including a Justice Bus (mobile courtroom), and protecting the Great Salt Lake watershed, among other items. Sylvia Richards provided an overview of the amendment. Becky Woods thanked Council for their support/willingness to treat the sick trees, spoke to the benefits trees have on the environment and the process of treating the trees. Alek Konkol spoke in support of the budget amendment, specifically to funding the treatment of the trees and transit projects. Bernie Hart spoke to the Justice Bus program and whether it genuinely helped those who used its services. Motion: Moved by Council Member Dugan, seconded by Council Member Young to continue the public hearing and adopt the new Cybersecurity Engineer I FTE from Item A-2 and refer the remaining items to a future date. D.COMMENTS: 1.Questions to the Mayor from the City Council. There were not questions for the Mayor. 2.Comments to the City Council. (This is a one-hour time slot for the public to comment on any City business not scheduled for a public hearing. Each person will have two minutes to talk. General comment registration closes at 7:30 p.m.) Council Member Mano reviewed the rules of decorum. Suzanne Liese expressed frustration with train horns near Gateway and urged the Council to address it as a health concern. Cheneil Hill raised concerns about child trafficking, accountability for those in power, and the need for responses to communication requests. She urged the Council to implement protective measures for Salt Lake City residents. Hilary Jacobs emphasized land stewardship and asked the Council to consider its meaning and purpose while selecting a new Public Lands Director. Mona M advocated for children's welfare, expressed concerns about the Church of Scientology, and urged Council Members to avoid associating with the church or its affiliates. Calvin Fars, President of Carpenters Union 101, thanked the Council for their efforts to protect the environment, public investment, and the local workforce. Annie Isaacson discussed the proposed Mixed-Use (MU) Zoning Consolidation Zoning Text and Map Amendment for the 300 South and 300 East area. She highlighted the impact of construction on historic structures and requested setbacks for new projects adjacent to historic properties. Bryce Hays spoke in support of the Resolution for Collective Bargaining for the Library Employees Union and urged the Council to approve it as presented. Ben Engel addressed the Mixed-Use (MU) Zoning Consolidation Zoning Text and Map Amendment, requesting step-backs next to historic structures, equal consideration for national and local historic sites, and the exclusion of rooftop green space from overall green-space calculations. Bernie Hart stood for a moment of silence. E.NEW BUSINESS: 1.Ordinance: Economic Development Loan Fund - Himalayan Kitchen The Council will consider adopting an ordinance that would approve a $350,000 loan for Gorkha Enterprises, doing business as Himalayan Kitchen at 1388 South 300 West, Suite 350 from the Economic Development Loan Fund (EDLF). Himalayan Kitchen is a downtown restaurant specializing in Indian and Nepali food. This loan will assist in the creation of 15 new jobs in the next year and the retention of five current jobs. AYE: Alejandro Puy, Chris Wharton, Daniel Dugan, Darin Mano, Sarah Young, Eva Lopez Chavez, Victoria Petro Final Result: 7 – 0 Pass Council Member Young acknowledged those involved in the process, including the Mayor, Administration, Library Board, AFSCME partners, and Library Staff, and expressed anticipation for the impact this would have on employees. Council Member Lopez Chavez spoke to the ongoing discussions for expanding the AFSCME union and thanked the librarians for all their work. Council Member Wharton acknowledged fellow Council Members' comments, referenced the history of unions in Salt Lake City, and noted the significance of introducing a new union F.UNFINISHED BUSINESS: 1.Resolution: Collective Bargaining for the Salt Lake City Public Library Board The Council will consider approving the collective bargaining resolution adopted by the Salt Lake City Public Library on December 16, 2024 January 29, 2025. The resolution would enable the Library to begin a Collective Bargaining Agreement (CBA) process with a union following a vote by employees to form a union formally. The development agreement execution condition outlined in Ordinance 33 of 2024 is hereby reset to February 4, 2026.
