HomeMy WebLinkAbout03/25/2025 - Formal Meeting - MinutesThe City Council of Salt Lake City, Utah, met in Formal Session on Tuesday, March 25, 2025.  The following Council Members were present: Alejandro Puy, Chris Wharton, Daniel Dugan, Darin Mano, Sarah Young, Victoria Petro, Eva Lopez Chavez Present Legislative Leadership: Jennifer Bruno – Executive Director, Lehua Weaver – Deputy Director Present Administrative Leadership: Mayor Erin Mendenhall, Lindsey Nikola – Deputy Chief of Staff Present City Staff: Mark Kittrell – City Attorney, Keith Reynolds – City Recorder, Michelle Barney – Minutes & Records Clerk, Taylor Hill – Constituent Liaison/Policy Analyst, Isaac Canedo – Public Engagement Communication Specialist, Sylvia Richards – Public Policy Analyst, Scott Corpany – Staff Assistant The meeting was called to order at 7:10pm MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, March 25, 2025 1 A.OPENING CEREMONY: 1.Council Member Dan Dugan will conduct the formal meeting. 2.Pledge of Allegiance. 3.Welcome and Public Meeting Rules. 4.The Council will approve the retreat meeting minutes of January 14, 2025. Motion: Moved by Council Member Wharton, seconded by Council Member Petro to approve the retreat minutes of January 14, 2025. AYE: Chris Wharton, Daniel Dugan, Darin Mano, Sarah Young, Eva Lopez Chavez, Victoria Petro ABSENT: Alejandro Puy Final Result: 6 – 0 Pass 5.The Council will consider adopting a joint ceremonial resolution with Mayor Mendenhall recognizing March 31, 2025 as International Transgender Day of Visibility in Salt Lake City. Council Member Wharton read the joint ceremonial Resolution. Jakey Siolo (Executive Director Nuanua Collective) accepted the Resolution on behalf of the transgender community and the newly formed Utah Trans Plus Coalition, read a speech regarding challenges faced by the transgender community and values/principles of the Coalition, and expressed gratitude to the Council and Mayor for providing the Resolution. Council Member Puy arrived during this agenda item. Motion: Moved by Council Member Lopez Chavez, seconded by Council Member Petro to adopt Joint Ceremonial Resolution 06 of 2025 recognizing March 31, 2025, as International Transgender Day of Visibility in Salt Lake City. AYE: Chris Wharton, Daniel Dugan, Darin Mano, Sarah Young, Eva Lopez Chavez, Victoria Petro ABSENT: Alejandro Puy Final Result: 6 – 0 Pass B.PUBLIC HEARINGS: MINUTES OF THE SALT LA.E CITY COUNCIL Tuesday, March 25, 2025 2 modifications. The proposed amendment includes a grant to mitigate lead paint hazards. For more information visit tinyurl.com/SLCFY25. Sylvia Richards provided a synopsis of the budget amendment.  Ethan Griffin was called to speak but did not have comments for this agenda item. Enri M. requested funding allocated to the police be redirected to community groups better equipped to assist individuals in need.  Motion: Moved by Council Member Puy, seconded by Council Member Mano to close the public hearing and adopt Ordinance 15 of 2025, amending the Fiscal Year 2025 final budget of Salt Lake City including the employment staffing document for all items as shown on the motion sheet. E-1: Lead Hazard Reduction Grant ($3,998,800.21 – one-time Miscellaneous Grant Fund). AYE: Alejandro Puy, Chris Wharton, Daniel Dugan, Darin Mano, Sarah Young, Eva Lopez Chavez, Victoria Petro Final Result: 7 – 0 Pass 2.Grant Application: Coalition for Green Capital – Municipal Investment Fund The Council will accept public comment for a grant application request from the Sustainability Department to ICLEI (Local Governments for Sustainability). If awarded, the grant would fund technical assistance to develop a funding and financing strategy, raise capital, and deploy financing in support of Utah Renewable Communities projects. The City’s goal is to attain 100% renewable electricity by 2030. Sylvia Richards provided a brief overview of the grant.  Enri M. expressed concerns regarding oversight of funding and stressed the importance of ensuring program goals were met. D.COMMENTS: 1.Questions to the Mayor from the City Council. Council Member Dugan thanked the Mayor for attending the meeting and asked for a brief overview on the new Crisis Care Center. Mayor Mendenhall provided an overview of the services/programs and layout of the new Crisis Care Center building (955 West 3300 South) and stated a ribbon cutting ceremony would be held on Friday, March 28, 2025. 2.Comments to the City Council. (This is a one-hour time slot for the public to comment on any City business not scheduled for a public hearing. Each person will have two minutes to talk. General comment registration closes at 7:30 p.m.) Council Member Dugan reviewed the rules of decorum. Margaret Holloway referenced the survey conducted by the Mayor’s Office regarding the Jordan River, inquired about potential steps taken to address identified issues and implement suggested improvements. Angela Morgan addressed continued issues (trash, camping, safety hazards etc.) along the Jordan River Trail, suggested ways to enhance the trail for all residents and questioned when the Westside would become a priority. Cathy Mendez thanked the Mayor and Council for their work, spoke regarding ongoing issues with homelessness/trash along the Jordan River, and emphasized the urgency to take action. Mona M. expressed support for SB 158 (regarding youth services organizations) and a desire for a similar City Resolution to protect youth and spoke to concerns regarding practices of the Church of Scientology. Cheneil Hill expressed support for SB 158, inquired how the City planned to effectively enforce the legislation and urged Council to establish active oversight measures in youth facilities. Wendy Garvin addressed the recent officer-involved shooting of a dog, questioning the MINUTES OF THE SALT LA.E CITY COUNCIL Tuesday, March 25, 2025 4 circumstances of the incident and whether it aligned with proper procedures for the Salt Lake Police Department. Bernie Hart stood for a moment of silence. Enri M. spoke in support of SB 158, emphasizing the importance of transparency, oversight, and public access to background check information for religious entities. Chris Carignan spoke to the lack of updates or current meeting of the Police Commission, emphasizing the importance of transparency for the public. Audilia Weiland spoke about the City’s recognition of Transgender Day and the Church of Scientology’s views on transgender individuals. E.NEW BUSINESS: NONE. F.UNFINISHED BUSINESS: NONE. G.CONSENT: 1.Ordinance: Yalecrest-Upper Yale Local Historic District The Council will set the date of April 15, 2025 at 7 p.m. to accept public comment and consider adopting an ordinance that would amend the zoning map to apply the H- Historic Overlay District, establishing the Yalecrest - Upper Yale Local Historic District. The district would include 24 homes at approximately 1802 to 1885 East Yale Avenue, along both sides of Yale Avenue. The proposal would also update the 2005 Yalecrest Reconnaissance Level Survey. Local Historic Districts are designed to maintain the historic character of a neighborhood by protecting historic features and preventing out-of-character alterations. The properties are located in Council District 6. Petitioner: Patricia Goede. Petition No.: PLNHLC2023-00571. FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Tuesday, March 4, 2025 MINUTES OF THE SALT LA.E CITY COUNCIL Tuesday, March 25, 2025 4 Set Public Hearing Date - Tuesday, March 25, 2025 Hold hearing to accept public comment - Tuesday, April 15, 2025 at 7 p.m. TENTATIVE Council Action - Tuesday, May 6, 2025 Staff Recommendation - Set date. 2.Ordinance: Permitting Outdoor Theaters in Commercial Districts The Council will set the date of Tuesday, April 15, 2025 at 7 p.m. to accept public comment and consider adopting an ordinance amending various sections of Title 21A of the Salt Lake City Code relating to outdoor theaters in Commercial Districts. The proposal would permit live performance theaters, either indoor or outdoor, within the CG (General Commercial) District and other districts that may be appropriate based on intensity, scale, and location. Currently, only indoor live performance theaters are permitted. Other sections of Title 21A may also be amended as part of this petition. FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Tuesday, March 4, 2025 Set Public Hearing Date - Tuesday, March 25, 2025 Hold hearing to accept public comment - Tuesday, April 15, 2025 at 7 p.m. TENTATIVE Council Action - Tuesday, May 6, 2025 Staff Recommendation - Set date. 3.Ordinance: Zoning Map Amendment at Approximately 273 East 800 South The Council will set the date of Tuesday, April 15, 2025 at 7 p.m. to accept public comment and consider adopting an ordinance that would amend the zoning of the property at approximately 273 East 800 South from I (Institutional District) to RMF-45 (Moderate/High-Density Multi-Family Residential District). The proposal would enable a deeply affordable housing project development with 34 one-bedroom apartments available to those with 30% Area Median Income (AMI) or lower. The property currently contains a vacant office building. Consideration may be given to rezoning the property to another zoning district with similar characteristics. The project is within Council District 4.Petitioner: Harold Woodruff, on behalf of First Step House. Petition No.: PLNPCM2024-01153.
