1.Resolution: Budget for the Local Building Authority for Fiscal Year 2024-25
The Board will accept public comment and consider approving a resolution that would
adopt the final budget for the Capital Projects Fund of the Local Building Authority of Salt
Lake City, Utah for Fiscal Year 2024-25.
The LBA’s Capital Projects Fund for Fiscal Year 2024-25 only includes the bond debt
services for the Glendale and Marmalade Libraries. (Other Capital projects throughout
the City are included in the Mayor’s Recommended Budget; see the Capital Improvement
Program Budget Book.) The LBA is a financing tool for cities and government entities, like
libraries, to bond for capital projects at better interest rates. Capital projects are big
construction projects like parks, public buildings, and street projects.

Christopher Jay spoke to the proposed RDA budget and suggested it include no
supposed tax increase revenue and be based solely on corporate sponsorship and private
donations, if the Board decided on a vote for a sales tax increase it was proposed that a
major portion of it should be set aside to renovate Abravenel Hall.

1.Ordinance: Title 18 Text Amendments
The Council will accept public comment and consider adopting an ordinance that would
amend the text of Titles 2, 5, 18 and 21A of the Salt Lake City Code to update references to
state adopted code, modify building code enforcement appeal process, add and increase
building enforcement fines and penalties to match zoning enforcement and cost of
operations. The changes are necessary to bring the City's building regulations into
compliance with state law.

2.Ordinance: Planning and Historic Landmark Commission Membership and
Appeals Hearing Officer Term Limit Text Amendment
The Council will accept public comment and consider adopting an ordinance that would
amend various sections of Title 21A of the Salt Lake City Code pertaining to the
membership and term length of zoning decision-making bodies. The proposal is intended
to reduce the minimum required number of commissioners for both the Planning
Commission and Historic Landmark Commission so that if there is a sudden exit of
commissioners, both land use authorities would be able to conduct City business. The
proposal would also remove the language stating that the appeals hearing officer can
serve no more than two consecutive five-year terms. This amendment will affect Chapter
21A.06 Decision Making Bodies and Officials.

Cindy Cromer spoke regarding the challenges of meeting a quorum for decision making
bodies, and described self imposed hardships such as the impacts of losing highly

11.Ordinance: Compensation Adjustment for Elected and Statutory Officers

compensation adjustment for elected and statutory officers of Salt Lake City.

Jennifer Bruno provided a brief introduction.
Julia McGonigle spoke to Budget Item #11 and being opposed to the proposed
increase in salary for the Mayor and said salary increases should be going to Police and
Fire personnel, other Council Members who were underpaid, and librarians.
Bill Hirt spoke to Budget Item #11 and being opposed to the proposed increase in salary
for the Mayor and cited reporting that this would place the Mayor above or equal to
Mayors of far larger cities in the west such as Sacramento where the population was
much larger than Salt Lake City.
Julian Jurkoic expressed frustrations for lack in funding for the Safer Crossings
Program and spoke to the dangers of many roads in the City, citing a high number of
traffic fatalities and injuries in his neighborhood alone.
Kristina Robb spoke regarding Budget Item #9; the importance of fire/emergency
personnel for their volunteer work and their own personal needs, and asked the Council
to review their pay structure.
Lily Robb spoke regarding Budget Item #9 and to their history/experience working
with Emergency Medical Services (EMS) personnel, the challenges they faced both
personally and monetarily, and asked the Council and Mayor to support Salt Lake City
Firefighters.
Wendy Garvin spoke to being in support of the City providing restrooms for the
unsheltered community and general public and thanked the Council for its serious
consideration of the initiative.
Simon Rucinski spoke to Budget Item #11 and being opposed to the proposed increase

in salary for the Mayor and said the money could be better allocated for issues the City
faced that were not being addressed.
S W spoke to Budget Item #11 and being opposed to the proposed increase in salary for
the Mayor, and said the money could be better allocated for the City’s aging
infrastructure, green space, and trails.
Jeff Bair spoke to the Capital Improvement Program (CIP) grant program needing to
be funded as part of the budget, stated very few CIP proposals were funded over the past
year, traffic calming in the Liberty Wells neighborhood was direly needed, and urged the
Council to fund the grant program.
Roberto Tamayo spoke to being homeless, being witness to addiction, helping those in
need on the streets when necessary, how people treated each other, and interactions with
Police personnel.
Jon Hall spoke to being homeless and the importance of access to
restrooms/showers/food and urged the Council to help with sanctioned camping spaces
for a place to call home and access to showers and restrooms to maintain hygiene.
Kseniya Kniazeva thanked the Council for recent initiatives to assist the homeless
community and advocated for sanctioned camping, safe parking spaces, laundry,
restroom and shower facilities.
Cristiam Quispe spoke of being from Peru and now living homeless in Salt Lake City
for a year now, described difficulties finding safe places to sleep or take showers, and
having no financial means to get immigration paperwork finalized to find employment,
thanked the Council for hearing his story.
Rashad Grey spoke to recently becoming homeless, being asked to leave/getting kicked
out of places near resources like food, having his tent removed while he was away trying
to find a job, the importance of having a safe place to store belongings and restroom
facilities.
Brandon Jeanpierre thanked the Council for appropriating funds for more public
restrooms, spoke to the dire issue of homelessness here and across the country.
Eric Povilus spoke to Budget Item #11 and being opposed to the proposed increase in
salary for the Mayor, citing no justification that merited such an increase especially when
such things as the City’s infrastructure had been neglected, suggested if the Council
thought a raise was appropriate, to provide one equal to the average pay raise for a City
employee.

H.POTENTIAL ACTION ITEMS:
1.Resolution: Authorizing Assistance for Fairmont Heights Senior Housing
Development at 2257 South 1100 East
The Council will consider a resolution that would adopt the conclusions of the public
benefit analysis for the proposed Fairmont Heights Project at 2257 South 1100 East. The
project would provide approximately 110 units of new affordable senior housing on a
0.81-acre property. The Administration intends to use $5.6 million in “dormant” funds
from the Community Development Block Grant (CDBG) program and seeks authorization
from the Council to negotiate final terms with the Housing Authority of Salt Lake City.

This resolution was adopted on May 21, 2024 and was inadvertently added to a new

2.Ordinance: Budget Amendment No.5 for Fiscal Year 2023-24
The Council will consider an ordinance amending the final budget of Salt Lake City,
including the employment staffing document, for Fiscal Year 2023-24. The proposed
amendment includes a single remaining item for traffic safety improvements to the
intersection of 2200 West and 2100 North.

2.Comments to the City Council. (This is a one-hour time slot for the public to

Christopher Jay spoke regarding Abravenel Hall and the symphony being state
treasures, the residents of SLC should not be tasked with funding its renovation, and
encouraged the Council to advocate for renovation to the hall (not replacing/rebuilding).
Russell Erbe spoke regarding the proposed tax increase to develop the area around the
Delta Center, said it would push out current residents and turn downtown areas into
exclusive destinations, urged the Council to find alternative ways to develop the area
without burdening residents with increased taxes.
Jen Colby spoke to being opposed to a 30-year tax increase that would subsidize wealthy
sports team owners vs. all of the other needs in the City such as well designed pedestrian
zones and complete protected bicycle networks throughout downtown, and asked the
Council to reject the proposal.
Bill Hirt spoke to design flaws (in a newly re-engineered street) in relation to a bus
having to stop at the intersection of 900 East and 900 South that blocked west bound
traffic on a one lane street, and said the money it cost to reconstruct could have been
better used.
Misty Meyers reminded Council Members that a cease-fire resolution for Gaza could
still be called for, spoke to the number of victims/deaths in the conflict, and expressed
disappointment with the current proposed budget (the Mayor’s increase in salary) and
the proposed tax increase.
Monica Hilding spoke to being opposed to the sports center development stating the
money could be used in better ways, suggested instead to build a better downtown that
was friendly to pedestrians, bicyclists, and people who used public transportation.
Jeff Bair spoke to difficulties with being able to register to speak during the general
comment portion of the meeting and suggested an online registration method to
accommodate those who could not physically show up before the cut off time for
registering.
Meg Griffes said there was still time, still a chance, and still a request from the public
for the Council to pass a cease-fire resolution, expressed disappointment regarding the
current proposed budget, and suggested the money instead go to community resources
for the public and the un-housed community.
Larry Suggars spoke regarding “line workers” from the City Sanitation and Streets
Departments; helpful City employees who made the city better, thanked Council Member
Puy for raising the speed limit on his street to 30 miles per hour, and questioned why the
cost was so high for keeping chickens, noting a senior discount should be in place.
Kristina Robb spoke regarding joining parents and students of East High School in a
walk to support a new Glendale neighborhood high school, and asked if her group could
get in touch with the Miller Ford Raceway to provide sanctioned racing for the kids.
Council Member Puy took a moment of personal privilege to clarify that there was a way

to register for general comment online and suggested re-sharing that information to the
public.

The Council will consider adopting an ordinance that would approve a $350,000 loan for
Shades of Pale, Inc. at 1388 South 300 West from the Economic Development Loan Fund
(EDLF). Shades of Pale is a local microbrewer with a regional distribution. This loan will
assist in the creation of 10 new jobs in the next year and the retention of 11 current jobs.
