1.Resolution: Budget for the Local Building Authority for Fiscal Year 2024-25
The Board will accept public comment and consider approving a resolution that would
adopt the final budget for the Capital Projects Fund of the Local Building Authority of Salt
Lake City, Utah for Fiscal Year 2024-25.
The LBA’s Capital Projects Fund for Fiscal Year 2024-25 only includes the bond debt
services for the Glendale and Marmalade Libraries. (Other Capital projects throughout
the City are included in the Mayor’s Recommended Budget; see the Capital Improvement
Program Budget Book.) The LBA is a financing tool for cities and government entities, like
libraries, to bond for capital projects at better interest rates. Capital projects are big
construction projects like parks, public buildings, and street projects.

The Council will consider approving a grant application request from the Department of
Public Utilities to FEMA, Department of Homeland Security. If awarded, the grant would
address seismic, flooding, and drought vulnerabilities of the Big Cottonwood Treatment
Plant and Parley’s Water Treatment Plant to ensure safe and continuous delivery of clean

2.Grant Application: Building Resilient Infrastructure and Communities Grant
– Sewer Trunkline Improvements
The Council will consider approving a grant application from the Department of Public
Utilities to FEMA, Department of Homeland Security. If awarded, the grant would fund
the purchase and installation of sewer improvements, including pipe liner and reinforced
plastic pipe through the 1200 West trunk line, as well as lining or replacement of
manholes.

3.Grant Application: Building Resilient Infrastructure and Communities
Grant - Fix the Bricks
The Council will consider approving a grant application from the Department of
Communities and Neighborhoods/Housing Stability to FEMA, Department of Homeland
Security. If awarded, the grant would continue to fund seismic improvements on private
single-family residences and duplexes. Additionally, the Administration is requesting to
continue funding of one existing full-time employee and two additional full time
employees. The estimated budget reflects a three-year performance period.

4.Grant Application: Building Resilient Infrastructure and Communities
Grant - Community Rating System Enrollment
The Council will consider approving a grant application from the Department of Public
Utilities to FEMA, Department of Homeland Security. If awarded, the grant would fund
the document preparation needed for enrollment in the Community Rating System (CRS)
program, to implement the strategies and maintain requirements to attain a community
rating. The department will also engage in a public outreach program to educate
homeowners about a reduced rate for FEMA flood insurance and educate contractors and
developers about requirements for building in a floodplain.

5.Grant Application: Cornell Wetland Demonstration Space – Jordan River
Commission Weed Maintenance Program
The Council will accept public comment for a grant application request from the
Department of Public Lands to the Utah Division of Forest, Fire and State Lands. If
awarded, the grant would fund the removal of invasive species and begin the restoration
of upland and wetland habitat on the Jordan River from 700 North to 1000 North.

6.Grant Application: UDOT Safe Sidewalk Program – Sidewalk Construction
and Crossing Improvements on Redwood Rd.
The Council will accept public comment for a grant application request from the
Department of Transportation to the UDOT Safe Sidwalk Program. If awarded, the grant
would fund a wide sidewalk along Redwood Road from 900 South to Indiana Avenue
and make crossing improvements to the Redwood Road and Indiana Avenue intersection.

7.Grant Application: Utah Department of Public Safety First Responders
Mental Health Grant
The Council will accept public comment for a grant application request from SLC 911
Communications Bureau to the Utah Department of Public Safety. If awarded, the grant
would fund one year of a comprehensive mental health and wellness platform tool for first
responders, including wellness sessions, web-accessible peer support, a wellness resource
toolkit, learning modules and wellness sessions available online to first responders, their
families and retirees for early detection and intervention. Training will also be provided
for SLC 911 personnel.

Sylvia Richards introduced the grant items.
Ryeleigh Hewlett spoke against using city funds for outside projects or entities and
requested grants to seek money elsewhere.
Kristina Robb supported the Utah Department of Transportation Safe Sidewalk
Program and the Utah Department of Public Safety First Responders Mental Health
Grant due to the massive public benefit from both items to the community.
Council Member Petro commented that Grant Item 6 did not clearly state wage funding
sources and requested review by the City Attorney and Staff before further discussions
were held.

8.Resolution: Authorizing Assistance for Fairmont Heights Senior Housing
Development at 2257 South 1100 East
The Council will accept public comment and consider a resolution that would adopt the
conclusions of the public benefit analysis for the proposed Fairmont Heights Project at
2257 South 1100 East. The project would provide approximately 110 units of new
affordable senior housing on a 0.81-acre property. The Administration intends to use
$5.6 million in “dormant” funds from the Community Development Block Grant (CDBG)
program and seeks authorization from the Council to negotiate final terms with the
Housing Authority of Salt Lake City.

Ryeleigh Hewlett supported tax money for clean drinking water and stated that
everyone worldwide needed access.
Council Members Puy and Lopez Chavez supported the tax increase, which would invest
money in the city and secure water conservation and safety for the citizens.

10.Ordinance: Library Budget Amendment No.3 for Fiscal Year 2023-24
The Council will accept public comment and consider adopting an ordinance that would
amend the budget for the Library Fund for Fiscal Year 2023-24. Budget amendments
happen several times each year to reflect adjustments to the City’s budgets, including
proposed project additions and modifications. The proposed amendment
includes required annual true-ups of property tax increments that go to the Utah Inland
Port Authority, Convention Center Hotel, and the Redevelopment Agency of Salt Lake
City.

16.Ordinance: Appropriating Necessary Funds to Implement Provisions of an
MOU between Salt Lake City and AFSCME for Fiscal Year 2024-25
The Council will accept public comment and consider adopting an ordinance
appropriating necessary funds to implement, for Fiscal Year 2024-25, the provisions of
the Memorandum of Understanding (MOU) between Salt Lake City Corporation and the
American Federation of State, County, and Municipal Employees (AFSCME) Local 1004,
representing eligible employees.

Jennifer Bruno introduced the item.
Ryeleigh Hewlett spoke against the compensation adjustment for the Mayor and
Council, they should not receive a salary raise when the money could be applied to help
the citizens who could not afford to eat and live.
En Canada spoke against the police budget increase, stating that the funds should be
used for other city improvements, such as street lighting updates, and informed the
Council of the importance of upholding the First Amendment right.
Chris Butler spoke against the police budget and overtime increase and stated that
social workers should be given more funding to support citizens instead.
Ernest Sanchez spoke against the police budget and other tax increases and discussed
the inability to retire due to so much taxing from the City.
Kristina Robb asked the Council to fund the building and code enforcement grant to
preserve the ability of current residents to rent and limit short-term rentals.
Julian Jurkoic urged the Council to fund the Greenwood Project and make Public
Land projects more of a priority for the City.

Nick Tarbet introduced the item.
Mike Maughan (Smith Entertainment Group) spoke on the proposed
development and their plan with Abravanel Hall to maintain its public benefit while
connecting all sides of downtown to create a cohesive community.
Council Member Wharton reminded the public that the development was moving
quickly due to the time frame set by the Legislature to create the district.
Bim Oliver spoke against the revitalization zone's flawed plan and lucrative return
promises and suggested the Council set aside money from the district to fund the
renovation of Abravanel Hall to maintain it in the community.
Meg Averett urged the Council to spend the funds on renovating the current
Abravanel Hall instead of demolishing it for a hockey stadium.
Levy Woodruff spoke of the need to create more affordable housing to ensure that
citizens who pay taxes on this revitalization zone could afford to live there and to
require more minimum affordable housing units within the development.
Ryeleigh Hewlett spoke against the revitalization zone, stating the need to keep
affordable housing available for residents.
Traci O'Very Covey supported the revitalization zone and spoke on the need to fund
the rebuilding of the Utah Museum of Contemporary Art (UMOCA), keeping that vital
part of the community active.
En Canada spoke against the revitalization plan and stated concern that the money
earned from the district would only go to developers.
Nathan Phillips supported the revitalization zone, addressing positive results for both
private and public sectors.
Dee Brewer supported the revitalization zone and the downtown growth it would
support in Salt Lake City's future.
Laura Allred Hurtado spoke in support of the revitalization zone that would rebuild
UMOCA and support the arts.
RJ Walker spoke on creating more free and affordable crafting spaces for local artists
when creating the revitalization zone to ensure a venue to continue their projects.
Rick Seven (owner of Squatters Brewery) supported the revitalization zone and
detailed its impact on their business and the ability to support their employees.

Carolyn Abravanel voiced opposition to the destruction of Abravanel Hall and the
need to protect the historic building when creating the revitalization zone.
Frank McEntire supported the financial bill to renovate UMOCA and keep the arts
alive in the City.
Richard Walje (President of the UMOCA Board) supported the revitalization zone
and expressed excitement for the future of art within the new development.
Dan Hayes (General Manager for Salt Palace Convention Center) supported the
creation of the revitalization zone and requested that the benefits of including the Salt
Palace in the redevelopment plans and not mislabeling the location as a divider be
reviewed.
Samuel Adams asked the Council to review the plan to mitigate displacement risk by
establishing an affordable housing stock in the plan and implementing long-term homes
for small businesses around the Delta Center.
Karen Platis urged the Council and Mayor to find a way to implement the sports
district while keeping the music hall and arts alive within the City and expressed dismay
towards massive screens lining the streets around the new zone.
Patricia Kingston spoke on the need to preserve Abravanel Hall and its historic
monument within Salt Lake City.
Lisa Imamura spoke about Japantown and other cultures neighboring
the revitalization zone, which wanted to be included in the discussion and its creation.
Everen Brown requested more public information on the plan and a clearer map to
understand better the proposed arena's actual footprint and public space.
Council Members took a short break during this item.
Kaitlin Eskelson (President & CEO of Visit Salt Lake) supported the creation of the
revitalization zone and reminded the Council to support and not displace small local
businesses when rethinking the convention center.
Garrett Parker (Hotel General Manager and Board Chair of Visit Salt Lake) supported
the revitalization zone and asked the Council to ensure convention business and
functioning of the convention center during the expansion.
Julie Easton Gregerson opposed the added sales tax for a project that did not fully
address the citizens' concerns.
Sabrina Nelson spoke about the great acoustic sound of Abravanel Hall and the
irreplaceable creation that would be lost with its rebuilding and demonstrated the
effects of acoustics with a short opera performance.

Damon Talbot supported the plan and stated the Council should include the
community in the initial stages of discussion and the short timeline.
Annette Jarvis (Utah Symphony and UMOCA Board Member) requested that arts be
at the forefront of the development to allow collaboration with the entertainment focus.
Sheldon Marumoto spoke on Japantown and urged the Council to fund its
revitalization project and ensure the sports district development's focus included
preserving the remaining history.
Tom Merrill (Chair of Downtown Community Council) stated that public funds should
prioritize public benefits, Salt Lake needed a backup plan if private funding failed, and
strong support existed for restoring Japantown.
Monica Hilding spoke against the revitalization zone and asked the Council to revisit
the Rio Grande Plan as an alternative to this district.
David Scheer discussed Abravanel Hall's unique design and the need to keep it due to
its inability to recreate the architecture.
James Allen spoke against the revitalization zone and reminded the Council to listen
to their constituents when voting on this item.
Mike Nielsen (UMOCA Board Member) supported the item and the remodeling of the
museum, creating a better home for the arts.
JC Hamilton supported the revitalization zone and asked the Council to consider
some community investment in the creation.
Floyd Morian urged the Council to enhance Japantown while creating this
revitalization zone and to include the local communities.
Alex Hirai spoke against the revitalization zone, stating that it was a rushed process
and that using taxpayer dollars to fund the project was unacceptable.
Clarysa Park represented the petition to revitalize Japantown, read the petition, and
brought the physical signatures gathered around the valley supporting the project.
Matthew Givens spoke generally in favor of the plan, with the expectation that all
community members, developers, and investors would have a say in the project.
John Little spoke on requiring taxpayer profits to be reinvested back into the
community instead of private investors and treating all citizens and entities as project
stakeholders.
Kate Little stated the need to slow down on the development and ensure the plan has
been thoroughly reviewed before approving a tax increase for the revitalization zone.

Libby Haslam urged the Council to preserve Abravanel Hall, leave it out of the plans,
and focus on rebuilding UMOCA instead.
Trey Imamura expressed excitement about creating the new zone and asked the
Council to keep the Japanese–American community involved in the conversation and
updated on all steps.
Natalie Brooks spoke on the privatization of the proposed plan aimed strictly at
developers' profits and asked the Council to slow down and review the plan more before
adopting it and promoting public transportation over building parking lots.
Marisa Eng spoke about the Buddhist Temple and its community benefits and urged
the Council to invite community members and groups as key stakeholders into the
planning conversations.
Denise Taylor Sivo spoke against the revitalization zone and expressed concern about
massive screens and lights disrupting the community.
Troy Justensen spoke about the Hunting Expo, held annually at the Salt Palace, and
expressed concern regarding the proposed limitation of exhibit space, which would
negatively impact it and other expos.
Jim Webster spoke about the special architecture of Abravanel Hall and requested the
Council spread the sales tax revenue to the County, where it would be used to upgrade
the music hall and avoid the blight issue that would occur once the sports teams leave
Utah.
Kseniya Kniazeva (Executive Director of Nomad Alliance) opposed the revitalization
zone and asked the Council to address the people's basic needs before focusing on and
pushing national sports in favor over the arts.
Donna Johnson spoke in support of maintaining Abravanel Hall and finding a way
for sports and the arts to coexist in Salt Lake City.
Zenos Thoreson spoke in support of the revitalization zone, expressed excitement
about more transportation options around the City, and asked the Council to include
neighboring residents in the planning.
Rolen Yoshinaga (Salt Lake Buddhist Temple Board Member) asked the Council to
review the plan for long-term community benefits, including culture, instead of
merely monetary gain.
Rocky Anderson opposed the revitalization zone and urged the Council to prioritize
community values and goals over Smith Entertainment's development.
Stephanie Burdick spoke against the sports entertainment team and requested the
Council have more community input in the plan to ensure the developer would not take

Drew Fallon urged a revision to the plan before it was adopted, removing the
unfeasible rebuild of Abravanel Hall (preserving its history) and revisiting the Rio
Grande Plan instead.
Daniel Cheung urged the Council to support the Japantown revitalization plan and
requested their community be involved in every step.
Ed Roberson stated that the Council needed to approach this decision carefully and be
informed to ensure the cohesiveness between culture, sports, and the arts.
Justin Roberson supported the zone and stated the need to keep culture alive while
creating a new development.
Gopi Vijaya opposed the new zone and expressed concern that citizens had to pay for
this sports arena while the developer received all the benefits.
Virginia Pearce (UMOCA Board Member) supported the Council and urged them to
invite local artists and musicians to the discussions to ensure all voices and possibilities
were heard.
Nathan Carlin spoke about public safety and suggested a tighter integration with
transportation to create safer public transit and remove car lanes and parking structures
from the plan.
Jani Iwamoto spoke on the history of the Japanese Church and the growing number
of members, religions, and cultures that used the church.
Austin Abigt spoke against the tear down of Abravanel Hall and expressed dismay at
the support of business interests over community needs.
Jeff Novak spoke against the proposed increase in sales tax and reminded the Council
how this would create taxation without representation for most of the citizens that the
tax would fall on.
Billy Magdiella spoke against the revitalization zone and stated the history of
governments creating mass sports arenas to distract the citizens from the decaying
morality of their empire.
Brooke Smith supported the zone but requested a compromise not to force out the
current cultures and churches or box them in with massive buildings. Motion:

Staff Recommendation - Refer to motion sheet(s).
Council Members expressed disagreement and discussed the motion regarding a
roundabout and temporary measure for item A-5.
Council Member Puy requested a way to handle the urgent traffic issues and create a
temporary solution to calm traffic until further action could be agreed upon for item A5.
Budget item A5 has been held open for further discussion.
Council Member Wharton stated concern regarding adjustments being made by the City
Council on projects at the final scope and requested Transportation’s input to solve the
traffic issues.

Moved by Council Member Dugan, seconded by Council Member Puy to adopt
Ordinance 44 of 2023 amending the Fiscal Year 2024 final budget of Salt Lake City
including the employment staffing document only for items as shown on the motion
sheet.

Moved by Council Member Lopez Chavez, seconded by Council Member Puy
to further adopt item D-7 for open streets events in the Granary District and on Main
Street Downtown in 2024. The $250,288 is a rescope of unused funds from prior
year Downtown Open Main Street events. The funding is split $190,000 for the
Granary District and $60,288 for Main Street Downtown, contingent upon the
contract including addressing bike infrastructure and encouraging alternative
transportation.

I.COMMENTS:
1.Questions to the Mayor from the City Council.
Council Member Mano thanked Mayor Erin Mendenhall for attending the meeting and
staying late with the City Council and Staff.
2.Comments to the City Council. (This is a one-hour time slot for the public to
comment on any City business not scheduled for a public hearing. Each person
will have two minutes to talk. General comment registration closes at 7:30 p.m.)
Misty Myers stated sadness regarding the use of funding and where it was being applied
by the City and urged more funding to be used towards helping the homeless, minimizing
the wage gap, and saving the Great Salt Lake.
En Canada spoke on the inhumane acts committed overseas and urged Salt Lake City to
support all citizens.
Ryeleigh Hewlett urged the Council to pass a cease-fire and stated dismay for city
funds being used towards war.
Wendy Garvin spoke about the unsheltered residents who need help and urged the
Council to add more key bathrooms in public areas for all residents and the community to
use.
Shayla Shepherd spoke about the need to preserve and improve the city's arts
programs by keeping Abravanel Hall as is to protect the community's legacy of art and not
funding an already thriving sports program.

1.Ordinance: Planning and Historic Landmark Commission Membership and
Appeals Hearing Officer Term Limit Text Amendment
The Council will set the date of Tuesday, June 4, 2024 at 7 p.m. to accept public comment
and consider adopting an ordinance that would amend various sections of Title 21A of the

Salt Lake City Code pertaining to the membership and term length of zoning decision-
making bodies. The proposal is intended to reduce the minimum required number of
commissioners for both the Planning Commission and Historic Landmark Commission so
that if there is a sudden exit of commissioners, both land use authorities would be able to
conduct City business. The proposal would also remove the language stating that the
appeals hearing officer can serve no more than two consecutive five-year terms. This
amendment will affect Chapter 21A.06 Decision Making Bodies and Officials.

2.Ordinance: Title 18 Text Amendments
The Council will set the date of Tuesday, June 4, 2024 at 7 p.m. to accept public comment
and consider adopting an ordinance that would amend the text of Titles 2, 5, 18 and 21A
of the Salt Lake City Code to update references to state adopted code, modify building
code enforcement appeal process, add and increase building enforcement fines and
penalties to match zoning enforcement and cost of operations. The changes are necessary
to bring the City's building regulations into compliance with state law.
