1.Informational: State Legislative Briefing Follow-up ~ 5:00 p.m.

The Council will receive a follow-up briefing about issues affecting the City that may arise
during the 2025 Utah State Legislative Session.

Kate Bradshaw (Director of Government Affairs, Holland & Hart, LLP) and Angela
Price thanked Council, Mayor, City Departments/Directors, the City’s Lobby Team, and
many other contributors for their support and work during the recent Legislative Session,
provided an overview of the Legislative synopsis recently provided to Council Members
that included information about session statistics, reviewed high-level bills that impacted
the City, and detailed next steps for the Legislative Affairs Division.
2.Ordinance: Zoning Map Amendment at Approximately 273
East 800 South ~ 5:30 p.m.

The Council will receive a briefing about a proposal that would amend the zoning for the
property at approximately 273 East 800 South from I (Institutional District) to RMF-45
(Moderate/High-Density Multi-Family Residential District). The proposal would enable
a deeply affordable housing project development with 34 one-bedroom apartments
available to those with 30% Area Median Income (AMI) or lower. The property currently
contains a vacant office building. Consideration may be given to rezoning the property to
another zoning district with similar characteristics. The project is within Council District
4. Petitioner: Harold Woodruff, on behalf of First Step House.

Brian Fullmer provided a brief introduction.
Cassie Younger provided information regarding details of the request, proposed project
details, existing conditions, allowed uses, comparison of zoning standards (Institutional
and RMF-45), and public input.
Harold Woodruff (Architect/Planner) and Shawn McMillen (Executive Director,
First Step House) provided information regarding the agency’s history of service,
permanent supportive housing definition, details of the proposed new building and how
it compared to another First Step House property located on Denver Street in Salt Lake
City.
Council Members, Nick Norris, and Shawn McMillen discussed:
•Members of the community who would benefit from the development and how
many were on the waiting list
•If First Step House would be amenable to a development agreement to include
security measures (fencing, security, etc.)
•What could be included in a potential development and if the Central City
Community Council could be involved in the discussion
•Who would be involved in the development agreement
•Community benefit as an affordability component for the project
Straw Poll: Support for asking Staff to work with Planning Department to create a
development agreement that was inclusive of the suggestions from the Police Department
review (regarding security/safety) and other possible suggestions arising from further
public comment. All Council Members present were in favor. Council Members Puy and
Petro were absent for the poll.
3.Ordinance: Alley Vacation Near 1409 South Edison Street ~ 5:50 p.m.

The Council will receive a briefing about a proposal to vacate a portion of City-owned
alley adjacent to properties at approximately 1409 South Edison Street and 1404 South
200 East. If approved, the alley segment property would be divided and transferred to
the abutting property owners. The Planning Commission forwarded a negative
recommendation. Located within Council District 5. Petitioner: Davis Oatway, an
adjacent property owner.

Council Members Petro and Puy rejoined the meeting during this agenda item.
Brian Fullmer provided a brief introduction.
Diana Martinez provided information regarding details of the request, Planning Staff’s
recommendation for approval of the vacation, Planning Commission having forwarded
an unfavorable recommendation, and viable access points of the alley.
Davis Oatway and Brianna Binnabose (Property owners/applicants) provided
information regarding status and clarification of the existing gate (being present before
them taking ownership), surrounding property owners being in support of the request,
both Fire and Police Departments not having objections to the request, and no known
access issues for utilities.

5.Fiscal Year 2025-26 Funding Allocations for One-year Action
Plan for Community Development Block Grant & Other Federal
Grants

The Council will receive a briefing on recommendations for allocating grant funding
provided through four federal Housing and Urban Development Department (HUD)
programs. The recommendations are from a local-resident advisory board, as well as the
Mayor, and are based on in-depth review of applications submitted by local
organizations. These organizations, which are mostly non-profits, specialize in providing
services to Salt Lake City’s most economically vulnerable residents. For fiscal year 2025-
26, approximately $7.7 million dollars is expected to flow through the Division of
Housing Stability to the organizations ultimately selected by the Council. The HUD
programs that provide this funding and oversee activities of grant recipients are:
Community Development Block Grants (CDBG), the HOME Investment Partnership
Program, Emergency Solutions Grants (ESG), and Housing Opportunities for Persons
with AIDS (HOPWA). The resolution under consideration would also approve an
Interlocal Cooperation Agreement between Salt Lake City and the U.S. Department of
Housing and Urban Development (HUD), as well as the new fiscal year 2025-29
Consolidated Plan.

Council Members requested further information regarding items on the list of
recommended uses for FY26 federal funding (Attachment C-1), including:
•Moving funding from South Valley Services (Item 24) to YWCA (Item 32)
•Reasoning for Neighborworks not being funded
•Adding to the funding table which items were also being funded by non-CDBG
dollars
•How many apartments/homes would be served for Items 5 through 8
Tony Milner confirmed he would provide information on the requested items.
6.Ordinance: Budget Amendment No.4 for Fiscal Year
2024-25 Written Briefing

The Council will receive a written briefing about Budget Amendment No.4 for the Fiscal
Year 2024-25 Budget. Budget amendments happen several times each year to reflect
adjustments to the City’s budgets, including proposed project additions and
modifications. The proposed amendment includes a grant to mitigate lead paint hazards.

Report of the Executive Director, including a review of Council information items and
announcements. The Council may give feedback or staff direction on any item related to
City Council business, including but not limited to scheduling items.
Jennifer Bruno provided clarification on agenda Item #6, as to its status of a written
briefing and not a full briefing.
9.Tentative Closed Session -

The Council will consider a motion to enter into Closed Session. A closed meeting described
under Section 52-4-205 may be held for specific purposes including, but not limited to:
a. discussion of the character, professional competence, or physical or mental health
of an individual;
b. strategy sessions to discuss collective bargaining;
c. strategy sessions to discuss pending or reasonably imminent litigation;
d. strategy sessions to discuss the purchase, exchange, or lease of real property,
including any form of a water right or water shares, if public discussion of the
transaction would:
(i) disclose the appraisal or estimated value of the property under
consideration; or
(ii) prevent the public body from completing the transaction on the best
possible terms;
e. strategy sessions to discuss the sale of real property, including any form of a water
right or water shares, if:
(i) public discussion of the transaction would:
(A) disclose the appraisal or estimated value of the property under
consideration; or
(B) prevent the public body from completing the transaction on the best
possible terms;
(ii) the public body previously gave public notice that the property would be
offered for sale; and
(iii) the terms of the sale are publicly disclosed before the public body
approves the sale;
f. discussion regarding deployment of security personnel, devices, or systems; and
g. investigative proceedings regarding allegations of criminal misconduct.
A closed meeting may also be held for attorney-client matters that are privileged pursuant to
Utah Code § 78B-1-137, and for other lawful purposes that satisfy the pertinent requirements
of the Utah Open and Public Meetings Act.

Moved by Council Member Petro, seconded by Council Member Dugan to
enter into closed session for strategy sessions to discuss collective
bargaining; and for attorney-client matters that are privileged pursuant to
Utah Code 78B-1-37, and for other lawful purposes that satisfy the pertinent
