The Council will receive a briefing about the proposed Information Management Services (IMS) budget for Fiscal Year 2025-26. The department provides technical and communication support for the City. Aaron Bently and Nole Walkingshaw provided information regarding the budget including personnel changes, new full-time employees (FTEs), contractual increases, city- wide communication and engagement, and web and media services. Council Members and staff discussed: •Software consolidation and usage •Use of artificial intelligence (AI) tools in the City •Efficiency reporting mandated by the State •Workday reporting, usage, and ongoing training Council Requests: Council Member Puy requested information/clarification relating to community engagement and the collaboration between IMS and other City departments that provide community engagement services, including opportunities to improve the overall process and how responsibilities for those services are determined. Nole Walkingshaw replied that standardized branding and city-wide training were employed for a more uniform approach with more engagement standard updates forthcoming. Jill Love added that IMS was leading the standardization process and progress was being made on how departments communicated. MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, May 20, 2025 2   2.Informational: mySLC Update ~ 3:00 p.m.  30 min. The Council will receive a briefing from the Administration about mySLC the City’s tool for residents to submit requests and feedback. The Administration will review current reporting features, dashboards, and give an update on the implementation of the tool citywide. FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Tuesday, May 20, 2025 Set Public Hearing Date - n/a Hold hearing to accept public comment - n/a TENTATIVE Council Action - n/a      Summary: Aaron Bentley and Weston Clark provided information regarding the mySLC mobile application (app) including steady growth in use, goals for the 2025-26 fiscal year, the integration of 10 request types with work order systems, timeline for future app usage, and a visual presentation of the mySLC customer experience. Council Members and staff discussed how customers track the status of their cases and options for receiving requests for improvement of the app. Council Requests: Council Member Dugan inquired about the use of the app and if there were repeat users or unique one-time users. Aaron Bently said they would return to the Council with the information.   3.Ordinance: Zoning Map Amendment at Approximately 128 North N Street ~ 3:30 p.m.  20 min. The Council will receive a briefing about a proposal that would amend the zoning for the property at approximately 128 North N Street from the SR-1A (Special Development Pattern Residential District) to RMF-30 (Low Density Multi-Family Residential District). The proposal would enable the development of three residential infill rental housing units behind the primary structure on the property. The property sits on the East side of N Street one parcel south of the corner of N Street and 3rd Avenue. The property is located in the Avenues Local Historic District. The existing structure is rated as contributing to the historic district and would not be altered under the proposal. Alicia Seeley provided information regarding details of the request, current and proposed site details, proposal for three new living units, resulting changes to RMF-30, public feedback, and Planning Staff’s recommendation to approve with condition (requirement of two bedrooms per unit). Jorge Chamorro, JP Goates, Kimberley Schmeling, and Julie Crookston provided information regarding the new Clean City Program (restructured as Urban Services Division), Engineering Division moving to Community & Neighborhoods (CAN), the addition of five new FTEs, total proposed budget ($49,273,018), Smith’s Ballpark transition details, underfunded services at various City locations, debt management of the department, funding for street maintenance, and utility inflation (water, sewer, refuse collection). Council Members and Staff discussed: •Vandalism resistant treatments for the 300 North Pedestrian Bridge •Mill and overlay projects on City streets •Reasoning for the Compliance budget doubling •Details/logistics of the North Temple cleaning teams Council Requests: Council Member Petro requested further clarification on how the Homeless Engagement and Response Team (HEART) was integrated into the Clean City Program.   MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, May 20, 2025 5 6.Board Appointment: Planning Commission – Lilah Rosenfield ~ 4:55 p.m.  5 min. Jesse Stewart, Lisa Tarufelli, and Laura Briefer provided information regarding details of the new water, sewer, stormwater, streetlighting rate changes and impacts to those changes, and gave a demonstration of the water and sewer rate estimator and Public Utilities Customer Portal on the department’s website.   11.Fiscal Year 2025-26 Budget: Justice Court Written Briefing  - The Council will receive a written briefing about the proposed Justice Court budget for Fiscal Year 2025-26. The Department of Public Utilities requests the updates to align with the City’s proposed water, sewer, and stormwater rate structures and to comply with regulatory requirements. The Council may give feedback or staff direction on any item related to City Council business, including but not limited to scheduling items.     Summary: Jennifer Bruno said there was recent changes made by the Downtown Alliance that complied with Council Member travel policy and asked Council Members to inform Staff if there was interest in attending an upcoming Downtown Alliance trip.   15.Tentative Closed Session -  - The Council will consider a motion to enter into Closed Session.
